Book excerpt: Professional planning is commonly defined as an activity which is concerned with the rational allocation or exploitation of resources for man's maximum short- and long-term benefit. The science of. ecology is the study of the basic components of these resources (soil, water, air etc. ) and their inter relationships with living organisms. Planning and ecology therefore have many common interests and, as such, have long been associated in resource management. This association was, for example, reflected as early as the 19th century in the writings of Patrick Geddes, the progenitor of modern town planning, whose training as a biologist led him to re-interpret the phenomena of urbanization in ecological terms (Geddes, 1886). Since the time of Geddes the place of ecology has declined in planning circles as other professions and considerations, initially public health and engineering, latterly economic and sociological, have become more central. The reasons for this shifting emphasis are three-fold. First, they reflect changing social attitudes and aspirations in the post-war period. Secondly, many other professions and persuasions (agriculturalists, foresters, in dustrialists etc. ) became organized as pressure groups and helped shape public attitudes and governmental actions. Thirdly, and by far the most important reason, is the prevalence of misconceptions about ecology. Too many people, perhaps misled by the debate surrounding the' environmental movement', equate ecology with conservation. In reality, conservation is but one component part of ecology.

It is the thrid volume in the series Synopses of Conservation Evidence. Evidence was collected from all European countries west of Russia, but not those south of France, Switzerland, Austria, Hungary and Romania. A list of interventions to conserve wildlife on farmland was developed collaboratively by a team of thirteen experts. A number of interventions that are not currently agri-environment options were added during this process, such as ‘Provide nest boxes for bees (solitary or bumblebees)’ and ‘Implement food labelling schemes relating to biodiversity-friendly farming’. Interventions relating to the creation or management of habitats not considered commercial farmland (such as lowland heath, salt marsh and farm woodland) were removed. The list of interventions was organized into categories based on the International Union for the Conservation of Nature (IUCN) classifications of direct threats and conservation actions. Interventions that fall under the threat category ‘Agriculture’ are grouped by farming system, with separate sections for interventions that apply to arable or livestock farms, or across all farming types.

One of the main problems in society, and a major function of government is how to cope with this pollution. 80 years ago the maxim used to be "the solution to pollution is dilution"; to dilute any pollted water supply in a large river, or to build a tall chimney stack to dilute air pollutants into the air so that concentrations of pollutants are always low. Since 1950 western countries have gone further and made major attempts to reduce the emissions of the most important pollutants. The discussion of what is an important pollutant has changed. To S02 and heavy metals such as cadmium or arsenic we now add fine particles and even (when we discuss global climate change) C02. The experience and practice of the western countries was only partly followed in the USSR (although the switch from use of coal to natural gas in major cities around 1970 was very important). Since the collapse of the USSR it has become fashionable both in the west and inside Russia to blame all society's ills on pollution. The statistics do not bear out that conclusion, but pollution remains an important issue which can be reduced without significant detriment to other societal values.
