Available in PDF, EPUB and Kindle. Book excerpt: The Civil Service Commision was created in 1855 and became the key institution in the development of the British civil service. Its work was primarily the recruitment of civil servants by fair methods, treating all qualified applicants equally, and using open competitions wherever practicable. It was held in high esteem not only in the United Kingdom but also in the many other countries throughout the world which, in many places, modelled their methods of public service recruitment on its pioneering work. It continued until 1991, when most of its work was devolved to over 3,000 government departments and executive agencies. This book describes the gestation, growth, development and eventual demise of the Commision and includes a number of in-depth case studies. Using source material such as official files, many only recently available for research, together with other records and evidence to official committees, the book provides a biography of an institution. It shows how the department was formally organised and there is a particular focus on how it actually worked on a day-to-day basis. With three in-depth chapters on the chronological development of the Commision and seven case studies of themes or issues that reveal methods of work and influences on its activities, this book uses file-based research more extensively than any other history of a British government department. The Civil Service Commision, 1855-1991 reveals insights into civil service recruitment and makes a major original contribution to our understanding of the practice and politics of public administration.

Available in PDF, EPUB and Kindle. Book excerpt: This book deals with the historic transition to democracy in South Africa and its impact upon crime and punishment. It examines how the problem of crime has emerged as a major issue to be governed in post-apartheid South Africa. Having undergone a dramatic transition from authoritarianism to democracy, from a white minority to black majority government, South Africa provides rich material on the role that political authority, and challenges to it, play in the construction of crime and criminality. As such, the study is about the socio-cultural and political significance of crime and punishment in the context of a change of regime. The work uses the South African case study to examine a question of wider interest, namely the politics of punishment and race in neoliberalizing regimes. It provides interesting and illuminating empirical material to the broader debate on crime control in post-welfare/neoliberalizing/post transition polities.

Book excerpt: Geologists, physicists and ecologists currently promote the idea of a post-Holocene epoch – the Anthropocene. As a result of constant innovation and modernisation in the fields of engineering, natural science, management studies and environmental studies there has been a growing awareness of the intrinsic interaction between humankind and the environment. Humankind has become part of the environmental dynamics, to the extent that they are literally able to change ecosystems. Nowhere is the impact more evident than in the anthropogenic engagement with the hydrosphere – from the smallest pool of water to the earth’s atmosphere. Comprehensive infrastructure development in water and sanitation, the growing trend to seek additional resources in the form of groundwater, desalinated seawater, and recycled wastewater, as well as special attention being given to capturing and preserving rainwater, bear evidence of a timely response to climate change, population growth and rapid development in many water-stressed regions of the world. The purpose of the book is to provide a historical overview of the manner in which South Africa’s water resources have been governed from a time when the Union of South Africa was formed, in 1910, up to 2008, a time of a growing global awareness of the potential impact that climate change may have on water resources in a key region of southern Africa, notable for increasing levels of aridity and more erratic rainfall patterns. This focus on the history of water affairs in South Africa makes it possible for scholars to comprehend the contemporary transitions made in the country’s water governance system since the establishment in 2014 of the Department of Water and Sanitation. The focus is on the Water–Energy–Food nexus, a strategy which holistically contemplates the governance and use of water from the perspective of the interconnection between water, energy and food as resources.

Readers will find this book an invaluable resource for understanding what we have learned about disability and childhood through the pages of the world leading international journal in the field. The collection makes available a well-informed understanding of conditions, policies and practices that create disability in children's lives so that we can further the struggle for a more inclusive future in which inequalities structured around impairment are removed. The importance of children’s own voices for resisting disablement in childhood is clearly foregrounded in this invaluable collection. During FY2002, the IMF faced important new challenges in an unusually unsettled world environment. After a period of strong expansion, the global economy experienced a widespread slowdown during the 2001 calendar year. By early 2002, however, thanks in large part to actions taken by key central banks to lower interest rates, there were encouraging signs that growth was recovering, although serious concerns remained in a number of countries.

Book excerpt: In Black Rage in New Orleans, Moore traces the shocking history of police corruption in the Crescent City from World War II to Hurricane Katrina and the concurrent rise of a large and energized black opposition to it. Moore explores a staggering array of NOPD abuses -- police homicides, sexual violence against women, racial profiling, and complicity in drug deals, prostitution rings, burglaries, protection schemes, and gun smuggling -- and the increasingly voceriferous calls for reform by the city's black community. The first book-length study of police brutality and African American protest in a major American city, Black Rage in New Orleans will prove essential for anyone interested in race relations in America's urban centers.

Book excerpt: This book is based on a case study about Stella, l’amie de Maimie a Montréal sex workers' rights organization, founded by and for sex workers. It explores how a group of ostracized female-identified sex workers transformed themselves into a collective to promote the health and well-being of women working in the sex industry. Weighed down by the old and tenacious whore symbol, the sex workers at Stella had to find a way to navigate the criminality of sex work and sex workers, in order to do advocacy and support work, and create safer spaces for sex workers to engage in such advocacy. This book focuses on sex workers, but the advocacy challenges and strategies it outlines can also apply to the lives of other marginalized groups who are often ignored, pitied, or reviled, but who are seldom seen as fully human.
