Book excerpt: This report summarizes the 2016 season and historical information regarding commercial salmon and herring fisheries, as well as subsistence salmon fisheries within the Kuskokwim Management Area (KMA). These fisheries mainly target 4 species of Pacific salmon (Chinook Oncorhynchus tshawytscha, sockeye O. nerka, coho O. kisutch, and chum O. keta). There was no large scale commercial salmon processor in the Kuskokwim Management Area in 2016. Within the subsistence fishery, amounts reasonably necessary for subsistence (ANS) have been consistently achieved through out the Kuskokwim Area, with the exception of Chinook salmon in recent years. There are 23 escapement goals for salmon within the KMA, 15 of which were met or exceeded in 2016. Historically, Pacific herring (Clupea pallasii) have been harvested for commercial and subsistence purposes in the KMA. In recent years the market for commercial herring has declined and little to no harvest has occurred.

The management areas consist of all waters from Point Romanof north of the Yukon River and west of 141 degrees W longitude and those waters draining into the Bering Sea north of Yukon River; the Chukchi Sea, Beaufort Sea and Arctic Ocean. Commercial and subsistence fisheries target 5 species of salmon (Chinook Oncorhynchus tshawytscha, sockeye O. nerka, chum O. keta, coho O. kisutch, and pink O. gorbuscha salmon), Pacific herring Clupea pallasii, red king crab Paralithodes camtschaticus, and miscellaneous species such as inconnu (sheefish) Stenodus leucichthys, whitefish Coregonus laurettae, Dolly Varden Salvelinus malma, and saffron cod Eleginus gracilis.

The Alaska Department of Fish and Game and the U.S. Fish and Wildlife Service claimed all wildlife management responsibility and have since told Natives when, where, and how to fish, hunt, and harvest according to colonial management doctrines. We need only look at our current Alaska salmon conditions to see how these management efforts have worked. In My Side of the River, agricultural specialist Elias Kelly (Yup'ik) relates how traditional Native subsistence hunting is often unrecognized by government regulations, effectively criminalizing those who practice it.
