In Britain conservatism was an accepted term of the political vocabulary, denoting a particular tradition of political thought and practice. In West Germany, by contrast, conservatism was a difficult concept for the young democracy to swallow. It carried a heavy antiliberal and antidemocratic burden and led people to question whether there was a place for conservatism within democratic culture after all. The Guardians of Concepts scrutinizes the debates about conservatism in the UK and the Federal Republic of Germany from the late 1940s to the early 1980s. Informed by historical semantics, it conceives of conservatism as a flexible linguistic structure, and shows the importance of language for the self-understanding of many conservatives, who not by chance, have regarded themselves as the guardians of concepts. The intense national and transnational debates about the meaning of conservatism had far-reaching consequences and continue to influence politics today.

Book excerpt: The First World War was a period of turbulent and unprecedented political upheaval that witnessed contrasting fortunes for Britain's major political parties. This book demonstrates how the Conservative Party was able to respond effectively in these years by refining a wartime patriotism that ensured its unity as a party, helped define its electoral fortunes and shaped ideological cohesion. Concepts of patriotism determined not only attitudes to the prosecution of the war, to voluntary and forced military enlistment, but also to class politics, Irish Unionism, democratic reform and the relationship between citizen and state. Fundamental conclusions about modern Conservatism emerge: its organic ideological genesis into a property-defending party; its peculiar willingness and capacity to adapt not only to the immense challenges of 'total war', but also to the new political climate awakened by the conflict. Conservatism was therefore at once flexible and ideological. Filling the historiographical gap created by an overemphasis upon its rival Liberal and Labour parties, and using previously unused party sources, this study sheds new light on many aspects of the war, of Conservative Party history and its regeneration following three disastrous general election defeats in succession, and of British politics in the twentieth century.

For the first time in its history, during the postwar decade, Britain began to abandon its worldpower outlook and to turn toward a European consensus, substituting regional interests for its global perspective. The author asks: How does a people so attuned to worldwide interests and commitments reconcile itself to such drastically altered circumstances as those that followed World War II? How does a people that has historically viewed with hostility the unification of continental Europe develop as a top foreign priority participation in the European integration movement? The book focuses on the response of the British Government to changing international and domestic forces, including elite groups at home. Britain Faces Europe is the first book to examine both the development of British policy and the evolution of attitudes in the British private sector toward European integration between 1957 and 1967. Drawing on public documents and interviews, the author traces the movement of British policy toward a more European outlook. Investigating publications of interest groups such as the National Farmers Union, the Trades Union Congress, the Confederation of British Industry, and such Europe-oriented groups as Federal Union and the United Kingdom Council for Europe, the author traces the development of support for Common Market membership in the private sector. Developing attitudes in representative British newspapers and journals and those of parliamentary parties art described. Publications and statements of "anti-European organizations and public opinion polls are also examined.
