The Magistrates and Council, therefore, on the demise of Mr. Smellie, resolved to make an alteration in the practical part of the office, without infringing on the constitution; accordingly, on the 6th September 1814, they enacted, that in time coming, the office of Master of Works should, as hitherto, be filled by a Merchant, who should be, ex officio, an honorary member of Council, but without having any other duty to perform than that of a common Counsellor, and, of course, to receive no pecuniary consideration, and that, in future, the whole duties hitherto...
