Book excerpt: Contingency contracting officers (CCOs) serve a vital role in contingency operations: They are given the authority to enter into, administer, and terminate contracts on behalf of the government in support of contingency operations. They also act as business advisors to the deployed on-scene commander. Since September 11, 2001, the U.S. Air Force has been involved in two significant contingency operations in the U.S. Central Command (CENTCOM) area of responsibility (AOR): Operation Enduring Freedom (OEF) in Afghanistan and OIF in Iraq. After early experiences in both OEF and OIF, SAF/AQC asked RAND Project AIR FORCE to gather and analyze data on goods and services purchased to support Air Force missions in OIF in an effort to determine (1) the size and extent of contractor support and (2) how plans for and the organization and execution of contingency contracting activities might be improved so that CCOs can better support the warfighter in future operations. The motivation for undertaking this study was twofold. First, the contracting community did not have a comprehensive, detailed database of contingency purchases that would allow analyses of the types and amounts of goods and services purchased to support Air Force mission activities. Second, it was thought that insights from analyses of recent contingency contracting experiences would help inform decisions about a number of important policy issues related to planning, training, and CCO assignments. Such data could also be used to seek improvements in purchasing practices across the theater.

Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.
