Book excerpt: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools. Contents: Agricultural Markets in Central and Eastern Europe - The CAP of 1992 - The Agenda 2000 policies - Quotas and direct payments - Land retirement - Welfare effects for producers and consumers.

Book excerpt: This book provides an in-depth look at Europe's changing agricultural and food markets, focusing on the impacts of recent policy reforms, enlargement of the European Union (EU), and trade liberalisation. The papers included in this book braid together four important themes in European agriculture and food markets: the impacts of EU enlargement on productivity growth and catching up in the Central and Eastern European countries (CEECs), the influence of food quality standards on market structures in the CEECs and on trade, the impacts of common agricultural policy (CAP) reforms on EU and world markets, and the costs of adjusting to CAP reforms in specific sectors. The insights provided in these papers into the empirical interactions between policies, institutions, and market outcomes, both domestically and internationally, are valuable to policy makers and researchers interested in the future of European agriculture.

Book excerpt: This title was first published in 2000: This volume analyzes key issues of the process of integrating Central and Eastern European countries with the European Union related to agriculture. The issues include the comparative advantage of CEEC agriculture and its development under various accession policy scenarios; the likely policy developments in both the CEECs and the EU, based on economic, social and political economy considerations; the expected economic impacts and adjustment costs for the agro-food sector under various policy outcomes; the most important constraints for integration including policy convergence issues and internal constraints; and how integration will potentially affect trade and labour flows in the Union. The country combines detailed country-specific and region-wide empirical and theoretical analysis.

Book excerpt: Agriculture plays a larger role in the economies of the new Member states of the EU than it does in EU-15. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

The applicantcountries included in the enlargement process at the present stage number thirteen: 10 Central andEastern European Countries (CEECs) (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia,Lithuania, Poland, Romania, the Slovak Republic and Slovenia) as well as Cyprus, Malta andTurkey.Enlargement will have far-reaching implications for all aspects of the European Union, be theypolitical, institutional, economic, budgetary or social. The current study focuses on the economicaspects of the enlargement to include the countries of Central and Eastern Europe, and seeks toanalyse its impact on the Union and its current members (EU-15) as well as on the applicantcountries. Many of the benefits of enlargement are already visible because of the high degree ofeconomic integration reached between the EU-15 and the CEEC-10. Accession itself, provided ittakes place in the right conditions, can provide a significant further boost to economic growth andprosperity in the candidate countries as well as a positive, but necessarily smaller, impact on thepresent Member States.

Book excerpt: This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.

Book excerpt: The debate on agricultural policy in the EU has been very lively and politically prominent over the past months. The Common Agricultural Policy (CAP) of the EU has undergone major changes since it was first implemented at the end of the 1960s. Commentators suggest that the CAP changes made in the Agenda 2000 reform package were insufficient to address the problems facing the CAP in the coming years. These include enlargement, new trade negotiations and the demand by European society for a safe, sustainable agri-food system, to name but a few. This report highlights the most pressing challenges to creating a sustainable CAP for the 21st century. It focuses on strategic policy options that are closely linked to the CAP system to be "hands on"; but the report refrains from becoming too specific on policy details, focusing instead on the important strategic questions. It offers six recommendations for good governance, that aim to remove bureaucratic constraints from the food industry, yet strengthen consistency and good practice.

Available in PDF, EPUB and Kindle. Book excerpt: The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

Book excerpt: "The introduction of a quota system has a large impact on the development of the agricultural sector, the agro-business and individual farms. In April 2004 the Central and Eastern European (CEE) Countries entering the EU had to implement a quota system for milk. It requires institution building, setting up administrative procedures, choices of the system, choice of priority groups, handling of butterfat reference, dealing with a national reserve, control aspects, quota transfer, farm management aspects and communication to farmers. All early attention at national levels has been given to the administrative aspects of milk quota systems. Communication to farmers about the system and the effects on farm management is often neglected. This publication hopes to fill this gap and wants to stimulate attention on farm management and extension efforts. It presents an overview of papers from ""old"" countries and country reports from new EU countries. They all contain information about expected structural changes due to the quota system, effects on farm management, extension needs in this area and challenges in years ahead. Impressions from 7 other CEE non EU countries are also included. This book gives an extensive and unique overview of the dairy situation in the Central and Eastern European countries in the year of the enlargement of the EU and a view into the future in this regard."
