Subsequently the Department of Homeland Security was created and it moved to create and establish a PPB system similar to the system employed in DOD, This technical report examines DOD's experience with the PPB system over the last 40 years and provides lessons learned from that experience for consideration by DHS budget planners, The primary lesson is that the PPB system has always been in an evolutionary mode, with constant improvements along a generalized conceptual path, It was not created once and for all and operated as a fixed template. While it is an expensive system to operate in terms of people and time, no other system appears to solve the requirement for planning for and resourcing systems and personnel to meet the threat posed to U. S. homeland security.

While the principal mission of DHS is to lead efforts to secure the nation against those forces that wish to do harm, the department also has responsibilities in regard to preparation for and response to other hazards and disasters, such as floods, earthquakes, and other "natural" disasters. Whether in the context of preparedness, response or recovery from terrorism, illegal entry to the country, or natural disasters, DHS is committed to processes and methods that feature risk assessment as a critical component for making better-informed decisions. Review of the Department of Homeland Security's Approach to Risk Analysis explores how DHS is building its capabilities in risk analysis to inform decision making. The department uses risk analysis to inform decisions ranging from high-level policy choices to fine-scale protocols that guide the minute-by-minute actions of DHS employees. Although DHS is responsible for mitigating a range of threats, natural disasters, and pandemics, its risk analysis efforts are weighted heavily toward terrorism. In addition to assessing the capability of DHS risk analysis methods to support decision-making, the book evaluates the quality of the current approach to estimating risk and discusses how to improve current risk analysis procedures. Review of the Department of Homeland Security's Approach to Risk Analysis recommends that DHS continue to build its integrated risk management framework. It also suggests that the department improve the way models are developed and used and follow time-tested scientific practices, among other recommendations.

This study concludes that the current mission approach for DOD is not sustainable over the long term. Furthermore, greater fiscal responsibility in strategically funding homeland defense and homeland security needs to be exercised without compromising national security.

Our recommendations for interagency strategy and funding coordination are based on an analysis of expert opinion, institutional analogy, and congressional interest and involvement, as reflected in funding streams, committee hearings, and referrals of legislative proposals. The research for this study was initiated in December 2001 and completed in February 2002. Our analysis suggests that OHS can engage effectively in the budget process in its current institutional form, but it must build on the strength of its relationship with the President over the longer term. Defining efficacy as the ability of OHS to secure department and agency funding for agreed programs and activities in support of the President's policy agenda, we identify key points of leverage inside and outside government and also recommend specific mechanisms for participating in the executive branch and congressional phases of the budget process. It is our view that OHS will be most effective if it treats interagency strategy and funding coordination in tandem, through an integrated framework that focuses on core cross-cutting policy issues and that is tied to the budget cycle. We develop a framework that starts with policy priorities and objectives and then flows to strategy formulation and funding requests, clearly mapping budget proposals to specific programs and activities. This report should be of interest to those involved in the debate on the coordination of homeland security strategy and funding, including policymakers in the executive branch, members of Congress, and their staff.

The report suggests that OHS focus on issues along the "seams" of homeland security policy, where departments' and agencies' jurisdictions gap or overlap. These findings are based on an analysis of expert opinion, institutional analogy, and congressional interest and involvement, as reflected in funding streams, committee hearings, and other legislative activity prior to and following September 11, 2001. Every day, these dedicated individuals take on the critical and often dangerous challenges of the DHS mission: countering terrorism and enhancing national security, securing and managing the nation's borders, enforcing and administering U.S. immigration laws, protecting cyber networks and critical infrastructure, and ensuring resilience in the face of disasters. In return, DHS is responsible for protecting the health, safety, and resilience of those on whom it relies to achieve this mission, as well as ensuring effective management of the medical needs of persons who, in the course of mission execution, come into DHS care or custody. Since its creation in 2002, DHS has been aggressively addressing the management challenges of integrating seven core operating component agencies and 18 supporting offices and directorates. One of those challenges is creating and sustaining a coordinated health protection infrastructure. Advancing Workforce Health at the Department of Homeland Security examines how to strengthen mission readiness while better meeting the health needs of the DHS workforce. This report reviews and assesses the agency's current occupational health and operational medicine infrastructure and, based on models and best practices from within and outside DHS, provides recommendations for achieving an integrated, DHS-wide health protection infrastructure with the necessary centralized oversight authority. Protecting the homeland is physically and mentally demanding and entails many inherent risks, necessitating a DHS workforce that is mission ready. Among other things, mission readiness depends on (1) a workforce that is medically ready (free of health-related conditions that impede the ability to participate fully in operations and achieve mission goals), and (2) the capability, through an operational medicine program, to provide medical support for the workforce and others who come under the protection or control of DHS during routine, planned, and contingency operations. The recommendations of this report will assist DHS in meeting these two requirements through implementation an overarching workforce health protection strategy encompassing occupational health and operational medicine functions that serve to promote, protect, and restore the physical and mental well-being of the workforce.
