Book excerpt: Governor Jerry Brown's January 2011 budget proposal suggests shifting responsibility and funding for many state programs from the state to the local level. Under this "realignment" of government authority, local governments--usually counties--would be given responsibility for providing the services in realigned programs, and the state would provide local governments with a source of funding for the new responsibilities. In addition, local governments would be granted the authority to reshape realigned programs to better accommodate local conditions and priorities. Although k-12 education is not included in the governor's realignment proposal, similar themes apply to the current discussions and legislation pertaining to California's school finance system. This report examines California's school finance system through the lens of realignment, offering a framework for thinking about how k-12 realignment might work and the difficulties it might face. Certainly there are arguments on both sides of the equation. Proponents of greater local control argue that local school authorities have a better knowledge than state officials of the unique needs in their districts and that greater local control would reduce the administrative burden on schools and enable them to redirect their resources toward improving student outcomes. Those in favor of maintaining state control argue that central control allows the state to ensure its priorities are met across individual districts and that students in all districts, regardless of their size or location, are provided with similar educational opportunities. This study examines the trade-offs of each approach, concluding that thoughtful revisions in the state's categorical funding system would offer a good first step in moving toward a more productive, efficient, and transparent school finance system. Book excerpt: (Purpose) The purpose of this study was to examine the correlation between certain characteristics of US states and their budgeting systems for higher education (HE), and to derive implications for Japanese HE budgeting policy from the results. (Methodology) The US's State Higher Education Executive Officers (SHEEO) conducted a 30-item questionnaire survey on state higher education budgeting for all 50 states from January to March in 2008 (response rate: 78%). Following general and simple analyses, the following four hypotheses were formed and examined with empirical analyses: (H1) there is a significant correlation between the importance of HE budget in the overall state budget and the adoption of funding formulae; (H2) inflation and fluctuation in enrolment affect whether the funding formula approach or the baseline-incremental approach is selected; (H3) justifications of public financing to the state HE sector are influenced by the cost-sharing status between households and the state government; and (H4) the governors' budget proposal and the legislative passed budget are influenced by certain external factors. (Results) H1 was proved with satisfactory statistical significance. However, H2 showed a result opposite to that originally expected, and H3 could not be proved statistically. These results indicate that the funding formula approach is used more frequently by states which recognize their HE budget as more important comparative to other states and which have experienced greater fluctuations in inflation than the other states over recent years. With regards to H4, the financial burden of households did not affect the justifications selected. Governors' proposals were significantly influenced by the budget volume of primary and secondary education, while legislative passed budgets were largely determined by state unemployment rate. (Conclusions) The results show that funding formulae are in use in more unstable situations and that the decision makers executive and legislative branches do not recognize the importance of the bases of budgeting requests and justifications on the providers' side. (Recommendations) The budgeting system for Japanese national universities is simply dominated by fiscal reform measures, and has much to learn from the strategic decision-making involved in US state HE budgeting systems. Book excerpt: According to a Pennsylvania Department of Education (PDE) press release, in which the Governor outlined his budget priorities for 2014-2015, the Governor's plan includes the Expanding Excellence Program. If enacted and funded, this initiative would "provide competitive funding to schools that have attained a 90 or higher on the School Performance Profile and are willing to analyze and share best practices that have proven to raise student achievement. Grant recipients will be responsible for supporting schools across the state that strive to replicate these strategies and techniques."In his budget address, Governor Corbett argued that the proposal will help struggling schools "link up with the top schools in a mentoring partnership, to gain from their experience and knowledge." By way of background, School Performance Profiles (SPP), unveiled last fall, rate public schools on as many as 30 indicators in four categories: academic achievement, academic growth, closing the achievement gap, and other indicators such as graduation and attendance rates. Schools may also earn up to seven points via "extra credit" based upon high performance on state and industry assessments as well as for students earning a score of 3 or higher on Advanced Placement exams. Not all indicators apply to every school; for example, third-grade reading proficiency will not factor into a high school's score. Additionally, not all measures are applicable this year; the "closing the achievement gap" category does not apply to schools until the end of the 2013-14 school year. To provide detail on the schools and students this initiative may affect, Research for Action (RFA) has prepared an initial analysis based on publicly-available data from PDE. Decades of research show income stratification is one of the strongest predictors of student outcomes. Since SPP scores are heavily weighted based on standardized test scores, schools that enroll high numbers of traditionally-disadvantaged students face particular challenges in meeting the eligibility requirements for the initiative. RFA will provide additional analysis of implications of the Governor's budget address in the weeks ahead.
