Book excerpt: Many Americans who trace their roots to communities similar to those of Appalachian Kentucky are becoming aware of the extent to which the problems of such communities represent the price paid for keeping alive traditions that are beginning to be missed in the wider society. Using fresh data and ingenious ways of letting local people speak for themselves, Mary Jean Bowman and H. Dudley Plunkett have thrown light on how isolated, small-town people respond to the encroachment of modern America, with its organized economy, mass communications media, reliance on more and more schooling, and persistent drive for social change. The study reveals a pervasive tension between old ways and new aspirations. Sometimes the new is in alliance with the national culture, but often tensions between regional and national ways are acute. The authors put little faith in naïve attempts to engineer social change in Appalachia -- attempts they suggest are based on dubious cultural assumptions and misconceived strategies. This study of one region in one nation can be a model for the study of similar patterns of change elsewhere.

Book excerpt: Middle Appalachia, defined in this report as the Appalachian portions of Kentucky, North Carolina, Ohio, Tennessee, Virginia, and West Virginia, is an impoverished area that has been economically dependent on the coal industry for generations. Its schools face unique challenges in ensuring the college and career readiness of students, given that college had been neither needed nor desired in the past, and careers outside the coal industry are limited. Yet no review of education conditions and needs specific to the region has been conducted since 1983. This report responds to the need for such a synthesis, expressed by educators, policymakers, and other stakeholders to CNA Education in the course of more than a decade of work in Appalachia, including through Regional Educational Laboratory (REL) Appalachia. It is the product of a systematic review of published data and research about education in middle Appalachia from 1995 to 2015. Special attention is paid to issues that reflect national and regional priorities: college and career readiness, educator effectiveness, access to and quality of curriculum and instruction, systemic capacity, and health and wellness factors. The majority of the literature identified was small-scale qualitative research, such as case studies involving interviews. A common theme was the importance of Appalachian culture in education improvement initiatives, specifically, its attitudes toward education, attachment to family and place, commitment to the region, and responses to external mandates. Overall, the review suggests that education opportunities and outcomes in middle Appalachia are improving. Directions for future research that would build on past improvement efforts, analyze their long-term impact, and continue to investigate improvement initiatives are highlighted.

Even in the more remote coves and hollows, major social and economic changes are disturbing the traditional ways of life. The conditions which have made it a pocket of poverty cannot be easily eradicated; and the rapid changes of recent years have added further severe problems of adjustment which deeply affect the family, church life, education, the folk sub­culture, and, above all, the individual. Out­migration, psychological dislocation, and cultural alienation are the result. The nine contributing scholars have lived and worked in Appalachia; they know the people and their customs, their problems and their needs. They are thoroughly familiar with the programs now in operation, and are well qualified to evaluate their success or failure in terms of those needs. Furthermore, their findings can be applied to other regions and nations, wherever an isolated group has been abruptly incorporated into the mainstream of society while many of its peculiar problems remain unsolved. Rural Appalachia may in fact be considered a microcosm of the underdeveloped nations of the world; the issues raised here far transcend the importance of a regional study. The essays are grouped according to four general areas of research. The first part deals with the individual in his society; the second with six social institutions—economy, government, family, religion, education, and power structure; the third with methods and objectives of change; and the fourth with the aims of change agencies, particularly the Extension Service of the future. As the tangle of problems, strains, and tensions is explored, the focus remains steadily upon immediate and long­term effects on the individual. The book is dedicated to "the professional field workers in programs of directed change . . . struggling on the one hand with ideas, theories, and conceptual innovations, and on the other hand with the immediate realities of the local situations."
