FM 22-100, Army Leadership: Be, Know, Do (1999), provides the foundation for the Army's leadership training. Its goal is to train leaders who can both accomplish the mission and take care of soldiers and their families. This project investigates how individuals' leadership opinions may vary according to their year in the Reserve Officer Training Corps program and also compared to non-ROTC students of similar academic standing. Does the leadership training implemented in ROTC effect change in leadership opinions from the MS III (junior) to the MSIV (senior) cadets and do these opinions coincide with the Army's desires? Do the opinions stated by ROTC cadets differ from non-ROTC students? And finally, do these opinions differ by university attended? The leadership behaviors being investigated are those defined by Fleishman (1953, 1957): consideration and initiating structure. These leadership behaviors minor the Army's "Mission First, People Always" motto. Taking care of soldiers and their families is consideration, while accomplishing the mission is initiating structure. The Leadership Opinion Questionnaire developed by Fleishman (1953), contains 40 questions (20 consideration, 20 initiating structure) measuring both elements. Both elements are independent, which means a leader can have varying levels of each (Fleishman, 1989).

Book excerpt: This quantitative study explores the leadership preparedness of Reserve Officer Training Corps (ROTC) cadets who have attended and passed the field training requirement of the ROTC curriculum. Transformational relationships are those between supervisor and subordinate that help prepare the subordinate to assume a leadership role. ROTC is one of three commissioning sources used to develop and commission young men and women for active service as a military officer. The operational environment of the Air Force has grown significantly over the past twenty years, potentially requiring the cadets to deploy to austere environments. The purpose of this study is to determine leadership styles of ROTC cadets through a quantitative analysis of cadets' self-assessments provided via the Multifactor leadership questionnaire 5X leader form (MLQ; Avolio & Bass, 1995). The younger generation of leaders is not learning how to properly mentor subordinates, potentially creating issues for the future of Air Force leadership. This study is designed to add to the already popular transformational theory of leadership by identifying the leadership perspectives of ROTC cadets post field training.

Book excerpt: The purpose of this study was to examine the perceived leadership orientations of leaders and general members affiliated with the Corps of Cadets at Texas A & M University, assess the validity and reliability for the Competing Values Instrument for the cadet population, and identify differences in leadership orientations of leaders and members of a student organization. The survey instrument used was an adaptation of Quinn's 1988 Competing Values Instrument. The two-part 32-item instrument was theoretically based on Quinn and Rohrbaugh's (1981, 1983) Competing Values Framework of managerial-leadership. The instrument divided the items into eight groups of leadership role orientations: Innovator, Broker, Producer, Director, Coordinator, Monitor, Facilitator, and Mentor. The instrument was administered to 520 cadets enrolled in 28 randomly selected Reserve Officers' Training Corps (ROTC) and School of Military Science (SOMS) courses at Texas A & M University. Responses were compared using various background information and environmental factors. Responses were also examined to establish validity and reliability for the instrument when used with college student members of this student organization. Factor analysis procedures resulted in slight alteration of items within specific factors. Results supported the idea that perceived leadership orientations are associated with academic classification, Corps classification, gender, age, leadership experience prior to college, involvement in college leadership experiences other than the Corps of Cadets, contract status, level of leadership position in the student organization, and military service affiliation. The contributions the student organization made to the development of leadership were assessed, and a better understanding of leaders' and members' perceptions of their leadership tendencies and practices was obtained. Survey instrument data indicated the Corps of Cadets was effective in enhancing students' perceptions of their leadership orientations. Recognizable differences were found to have existed in relationship to the complexity and nature of the leadership position. The higher the level of leadership position held by members of the Corps of Cadets, the more frequent those members' practice of leadership and management behaviors became. Military cadets were also more likely to practice leadership and management behaviors more frequently than non-military cadets. The study provided evidence that the Corps of Cadets has some effect on leadership development.

Book excerpt: The objective of the CADET LEADERS Task is to develop and refine psychological measures for use in primary officer selection and evaluation programs, specifically in selecting students for the Reserve Officer Training Corps, the Army Officer Candidate Schools, and the U.S. Military Academy. Technical Research Report 1146 describes selection procedures now in effect for each of the programs and states the research basis for the measures used. The report also surveys current research requirements for officer procurement programs recently expanded by Act of Congress, research needed to adapt selection procedures to current OCS training requirements, and special studies for the USMA. Continuing research has resulted in the development, operational implementation, and refinement of tests of mental ability, physical proficiency, and leadership used in selecting cadets and officer candidates. Two new forms of the ROTC Qualifying Examination, RQ-8 and RQ-9, developed to screen students for admittance to the Senior ROTC Division (Military Science III) were implemented in the spring of 1966. A Basic ROTC Examination developed and validated for screening MS I students will be available for operational use in the fall of 1966. Further research will be undertaken to increase the effectiveness of screening and selection programs in conjunction with an intensive study of officer and leadership qualities as they emerge at the USMA and after commissioning.

Book excerpt: This study provides a comparative analysis of female and male Reserve Officer Training Corps cadets' experiences with the United States Army leadership doctrine, given the hypermasculine Army culture with deeply engrained gender norms and expectations that have long privileged men and masculinity. Using Risman's (2004) theory of gender as social structure, I explore the historical, hyper-masculine cultural norms and expectations of Soldiers in the Army at the structural, interactional, and individual levels. In particular, I study the Army leadership doctrine (structural) as experienced by ROTC cadets, including their self-perceptions of leadership ability and attitudes about leadership (individual) and their perceptions of how others' rate their leadership ability (interactional). Focus is placed on specified United States Army leadership attributes which prescribe how leaders should behave, think, learn, and lead in the Army; in other words, traits that are inherent to the Soldier. These attributes are poorly defined in Army leadership doctrine and left to interpretation by individual Army leaders. This ambiguity creates a potentially discriminatory environment against female Soldiers generally and female leaders specifically. Participants reported on their own ability to demonstrate the Army prescribed leadership attributes, how they think others perceive their ability to demonstrate Army prescribed leadership attributes, as well as individual leadership conceptualizations and values. Overall, findings suggest that female and male ROTC cadets experience leadership within the context of the Army differently. Female cadet self-perception of ability to demonstrate Army leadership attribute mean scores were generally lower than male cadet mean scores. Further, findings suggest that male cadets generally think others believe they are better leaders than they view themselves, whereas female cadets generally think others believe they are worse leaders than they view themselves. This deeply engrained cognitive bias towards privileging male leaders over female leaders remains and is evident in the ways in which female and male cadets think others view their leadership abilities. Although women have served alongside men in the Army for decades, masculinity remains hegemonic in the Army, and it is within these masculine values that women are expected to lead and serve.

Book excerpt: Army Reserve Officers' Training Corps (ROTC) is a United States Army Program that is completed in conjunction with a student's college curriculum. By combining these two programs, students are commissioned as officers in the U.S. Army. In 1997, the U.S. Army changed the way they staff their college campuses to educate their future officers. The Army followed up their changes with a study conducted by the RAND Corporation. There has not been any type of follow up study completed in over 18 years. The Army now uses National Guard officers, non-commissioned officers, and civilian contractors instead of exclusively using active duty members. By using quantitative data, cadet's scores from the Leader Development and Assessment Course (LDAC) were analyzed from 2009-2013 at the University of Wisconsin-Eau Claire, University of Wisconsin-River Falls, and the University of Wisconsin-Stout. The data was examined to see if there were differences in how cadets perform based on their instructors. The data suggests there are minor differences in how cadets perform during land navigation and overall at LDAC based on the employment category of their ROTC instructors. Evidence shows there is a correlation between a cadet's grade point average in college and their overall score at LDAC.
