Bush landed on the aircraft carrier U.S.S. Abraham Lincoln off the coast of San Diego, California, announcing from its deck that “major combat operations in Iraq have ended” (George W. Bush, May 1st, 2003). On the prominent banner behind him, it said: “Mission Accomplished”. The war had only begun one and a half months prior to this event and currently (October, 2009) American troops are still deployed and involved in combat in Iraq. The mission of the Iraq war was certainly not accomplished on May 1, 2003. What the Bush Administration had accomplished, was something else, however: they convinced the majority of the American people of the necessity of this war, which was reflected in polls, at that time. According to the Gallup Poll, 75% of all Americans approved of sending American troops to Iraq in March, 2003 (Gallup, 2009). Americans were told that the Iraqi leader, Saddam Hussein, possessed weapons of mass destruction (WMDs) and, therefore, was a threat to the United States. However, to date, no weapons of mass destruction have been found in Iraq, although their alleged existence was one of the main reasons for going to war. The Bush Administration managed to make the vast majority of Americans believe this false assumption. The goal of this paper is to explore how a U.S. president, who was not considered a good speaker, nevertheless succeeded in convincing the American citizens that going to war was the ‘right thing to do’. In this paper, it will, first, be briefly outlined what role presidential rhetoric plays, then the post-9/11 rhetoric of the Bush Administration and its circumstances will be examined. An attempt will be made to prove that the rhetoric of the Bush Administration was the key to the high level of support from the U.S. population, for the invasion of Iraq. An analysis will be provided of speeches given by George W. Bush where it will be explored how exactly language and rhetoric was used to shape public opinion and therefore pave for this invasion and, subsequently, the war. This analysis is conducted, using a corpus that was created containing all presidential speeches given between the terrorist attacks of September 11, 2001 and the beginning of the Iraq war in March, 2003. A conclusion will be drawn from this in the last section, explaining how the presidential rhetoric shaped public opinion.

Bush focusing on their instrumentalization of fear, depiction of out-groups and the usage of certain topic-related words in their context. George Bush’s presidency, and particularly his foreign policy, was strongly influenced by the attacks on the World Trade Center on September the 11th, 2001. Not only did the attacks strengthen American patriotism and create a strong awareness of and antipathy against the threat of religiously motivated terrorism, but they also changed the president’s foreign policy and influenced his public image in an unpredictable way. In the days and weeks that followed 9/11, he explained the events to the public in more detail, but also advertised and advocated his political response. Under his initiative, a military campaign against the Taliban in Afghanistan was launched. This campaign was part of the war on terror, a vague term which Bush coined and which would dominate American foreign policy for over ten years from then on. Bush frequently used this strong term in his speeches to justify any kind of military action taken against a global threat. He simplified the political matter of terrorism in his speeches by dividing the world clearly into good and evil, by ignoring Al Qaeda’s motivation for the attack and any possibility for a diplomatic solution, and by describing the matter in a very emotional manner, often devoid of logical reasoning. Instead of clearly and fully explaining his political actions, Bush resorted to the use of simple and emotive appeals to Americans’ sense of justice and patriotism, thereby presenting himself as a compassionate and righteous president.

As a conclusion he poses that they have to “turn to the urgent duty of protecting other lives, without illusion and without fear.“ So Bush attempts to support a conclusion, war against Iraq, by evoking pity through reminding his audience of the terrible terrorist attacks from 9/11. He claerly uses the appeal to pity since the declaring of war on Iraq has nothing to do with the great losses the USA had to endure on 9/11. And therefore it does not become clear why the United Nations have to take immediate steps against Iraq. Book excerpt: The purpose of this study is to examine the rhetorical efforts of President George W. Bush in defending his administration's warrantless wiretapping program. Specifically, the study attempts to determine the president's underlying motives when he defended the National Security Agency in a December 2005 radio address by applying Kenneth Burke's dramatistic method of pentadic analysis. Shortly after the terrorist attacks of September 11, 2001, the president authorized the NSA to intercept communication between people inside the United States and suspected terrorists abroad without a court order, despite a 1978 law making warrantless wiretapping of U.S. persons a felony. The study includes a brief history of wiretapping in the United States and security policies adopted by the country both before and after the president's speech. In applying Burke's pentad, the study reveals that President Bush's efforts were intended to shift criticism onto other agents and to argue that legal barriers to presidential power are dangerous luxuries in a time of war. The study concludes that the president's aims, as revealed through rhetorical criticism, pose a threat to long-standing democratic norms such as the rule of law.

In this term paper I want to take a closer look on the speech President Bush delivered on September 20, 2001 as State of the Union Address to a joint session of Congress. In my analysis I will go through the speech step by step in order to figure out the main points Bush is making. From there I want to continue with its effects and influence on the discourse about 'war on terror'. I am mainly referring to Norman Fairclough and his interpretations in Language and Globalization and also to Kevin Coe et al. and their study No Shades of Gray. With the help of these publications I want to emphasize the impact and the aftermath of Bush's discourse as well in media as in society.
