Procedures for reducing the raw data to a form suitable for digital computer operations are outlined. Measurements of wave elevation eta (t) at the pile, obtained by motion picture camera, were successfully checked with measurements of vertical reaction R sub z (t) on the double-hinged pile, suitably adjusted by a numerical frequency response operator technique. Numerical filter techniques were used to erase unwanted vibrational frequencies from the records and frequency response operators used also to derive horizontal velocity and acceleration components (at the level of action of total force) from the records of eta (t). Book excerpt: Filter techniques employing Fourier transforms as evolved by Reid (Proc. of 6th Conf. on Coastal Engineering, 1958) are used to study measurements of hurricane generated waves and forces induced thereby on ver ical circular piles 2, 3, and 4 feet in diameter. The piles were fixed to an oil well drilling platform located in about 30 feet of water in the open Gulf of Mexico approximately 100 air miles south of New Orleans, La. It is concluded that the ''filter'' technique while possibly not suitable for design seems useful for analysis of measurements but that results obtained thereby cannot be compared rigorously with those from ''bump-counting'' techniques since their premises differ in that the former considers a ''train'' of ''waves'' while the latter considers a ''wave'' (bump) in a ''train.'' Comparison of the ''filter'' and ''bump-counting'' techniques, through a medium more sophisticated than that of the results yielded by each technique operating on a limited amount of data, is beyond the scope of this task. It does mean, however, that the world today is more vulnerable to hurricane impacts than it has ever been, which represents a serious policy problem. This book defines and assesses the hurricane problem, focusing primarily on the United States, in order to lay a foundation for action. The concept of vulnerability is used to integrate the societal and physical aspects of hurricane impacts. The book is unique in that it seeks to address both the scientific and societal aspects of hurricanes. While it focuses on the United States, it is intended to illustrate weather related impacts assessment that could be applied in other areas, and for phenomena other than hurricanes. More broadly, this book seeks to illustrate the beneficial uses (as well as limitations) of hurricane science to society. Explicit consideration of the relationship between science and society is much needed in an era when scientific research is under public and political pressure to demonstrate a better connection with societal needs.
