A fines de enero, Fernando Simón, coordinador de Emergencias de Sanidad, afirmaba que "España no va a tener, como mucho, más allá de algún caso diagnosticado". A mediados de febrero, el ministro Salvador Illa aseguraba «hoy no hay ninguna razón para tomar ninguna medida de salud pública adicional a las que ya estamos tomando», mientras preparaba un protocolo para cadáveres de la COVID-19. A pesar de disponer de datos que demostraban que el virus corría a sus anchas por España, y para no verse obligado a cancelar las manifestaciones del 8 de marzo, el Gobierno permitió que ese fin de semana se celebraran un sinfín de actos multitudinarios. Tal y como demuestra un documento que el Gobierno ocultó y que este libro trae a la luz pública, si ese fin de semana se hubieran adoptado medidas de prevención los estragos del coronavirus en España hubieran sido mucho menores. La verdad ha sido aplastada por el relato gubernamental y sus medios afines. La disonancia entre el número oficial de fallecidos y el número real resulta estremecedor. Para comprender el grado de falsedad e inoperancia con el que ha actuado el Gobierno de Pedro Sánchez en una de las crisis más graves de la historia reciente, la lectura de esta crónica minuciosa, precisa y detallista resulta imprescindible.

Dado que los términos de smartcity y Big Data son conceptos muy amplios que se extienden por la mayoría de ámbitos de una ciudad y tienen una gran aplicabilidad en las ciudades. Según algunos estudios de la población, pronostican que la tendencia de la sociedad es de concentrarse en mayor parte en la ciudad o en su cinturón más próximo (alrededores). Las ciudades también son las responsables de consumir la mayor parte de los recursos y son la principal fuente de emisiones de gases de efecto invernadero a la atmosfera. Por este motivo, las ciudades tienen que replantear sus modelos de ciudad desde la base y desarrollarse hacia un modelo sostenible. Las ciudades siempre han sido núcleos complejos en el cual diversos sistemas coordinan dentro de ellas para poder ofrecer un buen servicio a sus ciudadanos. También ha sido el foco de muchos problemas debido al reducido espacio en que se desarrolla la ciudad de Barcelona, pero en referencia a la movilidad urbana, debido al gran volumen de vehículos que circulan a través de la ciudad ocasiona grandes problemas de congestión y polución del entorno. Para solventar los problemas, la ciudad ha ido innovando en sistemas de gestión el cual la tecnología aporta cada vez mejor información sobre el estado del tráfico, como la introducción de cámaras, detectores, radares y otros dispositivos capaces de leer el estado viario. Cada día que pasa las ciudades están cada vez más conectadas, pero la generación de tantos datos, limita a los sistemas de procesado de datos y de gestión analítica y no permiten obtener una respuesta en un tiempo razonablemente breve. Por esta razón el Big Data despierta especial interés, por sus capacidades de procesar datos a grandes volúmenes de datos y grandes velocidades. En el documento se detalla con más precisión el mundo que rodea este concepto y se muestran algunos proyectos que están en fase piloto o en funcionamiento y las oportunidades que ofrece el Big Data en el sector automovilístico. La ciudad de Barcelona, tiene como objetivo ser una referencia como smart city. Para poder cubrir sus necesidades y poder predecir escenarios de futuro, el Big Data y el vehículo de transporte privado pueden aportar grandes soluciones económicas, medioambientales, y de coordinación siempre y cuando la participación de la ciudadanía sea activa e impulsora del propio cambio. El documento recoge los principales problemas relacionados con el transporte en el vehículo privado y, como el Big Data da protagonismo al ciudadano y se beneficia el conjunto de la ciudad.

Book excerpt: We exploit high-frequency/high-resolution transaction data from BBVA, the second-largest bank in Spain, to analyse the dynamics of expenditure in Spain during the ongoing COVID-19 pandemic. Our main dataset consists of the universe of BBVA-mediated sales transactions from both credit cards and point-of-sales terminals, and totals 1.4 billion individual transactions since 2019. This dataset provides a unique opportunity to study the impact of the ongoing crisis in Spain -- and the policies put in place to control it -- on a daily basis. We find little shift in expenditure prior to the national lockdown, but then immediate, very large, and sustained expenditure reductions thereafter. Transaction metadata also allows us to study variation in these reductions across geography, sectors, and mode of sale (e.g. online/offline). We conclude that transaction data captures many salient patterns in how an economy reacts to shocks in real time, which makes its potential value to policy makers and researchers high.
