Estao operando dois perimetros irrigados; Mocambinho e Area F, com 544 lotes de cinco hectares irrigaveis. No Projeto Jaiba, mais de 90% da area plantada foi destinada para a producao de culturas alimentares basicas, o que adicionado ao problemas de falta de recursos para a adocao de tecnologia e dificuldades para a comercialização, nao tem proporcionado aos produtores um nivel de renda suficiente para capitaliza-los. Nesse contexto, o objetivo geral do presente estudo foi o de analisar o desempenho economico de algumas culturas irrigadas produzidas no Jaiba. Especificamente, pretendeu-se obter planos de cultivo em nivel de produtor, que propiciassem uma programacao das atividades agricolas capaz de permitir uma melhor combinacao de culturas exploradas, com maior eficiencia no uso dos recursos e melhor rentabilidade economica. Para isso usou-se o modelo da programacao linear que permite a obtencao de planos otimos de producao. O calculo da tarifa de agua para irrigacao baseou-se no principio de recuperacao do investimento e na legislacao em vigor. Foram identificados os sistemas de producao adotados pelos produtores do Projeto e estudados onze modelos de acordo com o atual nivel de tecnologia e propostos quinze modelos para o Projeto. Observou-se que para os sistemas de producao adotados pela maioria dos produtores, a margem bruta anual e pequena, nao permitindo ao produtor capitalizar-se explorando tais atividades, com a atual combinacao de recursos. Quando os mesmos sistemas de producao foram otimizados pela programacao linear, observou-se que a margem bruta da maioria dos modelos mais que dobrou. Foram estudados quinze modelos de producao, aos quais, alem das culturas temporarias, foram introduzidas culturas perenes, visando a transformacao da agricultura praticada no Projeto Jaiba numa atividade voltada para o mercado. A mao-de-obra, em todos os modelos, apresentou-se como um fator limitante da producao. Quando se permitiu contratar mao-de-obra, a area plantada foi ampliada. Constatou-se que, alem do potencial do Projeto em gerar maior oferta de produtos agricolas, ha, o que, talvez, seja seu maior merito: o potencial gerador de emprego.

Book excerpt: O presente trabalho propõe uma análise do sistema agrícola irrigado através de um modelo de simulação com o objetivo de: (i) previsão do rendimento do milho quando submetido a diferentes níveis de manejo de irrigação; (ii) maximização dobenefício líquido ao irrigante via técnica de enumeração; (iii) avaliação de estratégias de irrigação suplementar com séries hidrometeorológicas da área; e, (iv) análise de incerteza do sistema através da modelação das séries temporaisnecessárias como dados de entrada do modelo. Os resultados demonstraram que o modelo de simulação calibrado apresenta capacidade de previsão de massa seca dentro da faixa de valores aceitáveis. No processo de enumeração para condições críticas(sem precipitação pluviométrica) verificou-se que a estratégia que maximiza o benefício líquido ao irrigante mantém o conteúdo de água no solo em níveis de fração de água disponível à cultura de 0,6; 0,6; 0,75; 0,6 para os estágios 1, 2, 3 e 4respectivamente. Dentre as vinte e cinco estratégias de irrigação suplementar avaliadas, destacaram-se cinco, em função do máximo retorno econoômico sob condições críticas, com custos adicionais para o número de irrigações, excesso de águapercolada e água residual. A análise de risco indica que para o cultivo de milho nas condições de Santa Maria, a instalação de um sistema de irrigação tem viabilidade econômica e é imprescindível para evitar prejuízo.
