The area is divided into 5 commercial fishing districts associated with the saltwater terminus of major river systems (from west to east): Togiak, Nushagak, Naknek-Kvichak, Egegik, and Ugashik districts. The commercial fishery is primarily directed towards sockeye salmon, but the districts also support harvests of king (O. tshawytscha), chum (O. keta), coho (O. kisutch), and pink salmon (O. gorbusha) in even numbered years. Activities of the commercial fishery between 2013 and 2015 are summarized in the following pages. Data presented are compared to recent 10- (2005-2014) and 20-year averages (1995-2014). More detailed information regarding particular years are published in the Bristol Bay area annual management report series.

Book excerpt: Subsistence fishing in the Bristol Bay region of Alaska has persisted for centuries, changing with time and technology, but remaining central to the culture and economy of the region. This thesis examines the effects of federal legislation upon subsistence fishing in Bristol Bay, with an emphasis on salmon. Looking at conflicts over natural resources through the lens of Alaska Statehood, the Alaska Native Claims Settlement Act, the Alaska National Interest Lands Conservation Act, and the Community Development Quota program within the Magnuson-Stevens Marine Fisheries Act, the thesis analyzes how each of these federal laws treated and affected subsistence use, and whether the action was seen as beneficial by members of the communities in Bristol Bay. For the residents of the Bristol Bay region, and Alaska Natives in particular, Alaskan statehood, ANCSA, and ANILCA profound impacted the aquatic resources of the region and the commercial, subsistence, and sport fisheries of the area that made use of those resources. Subsistence fishing in particular, a fundamental aspect of life in Bristol Bay, suffered under federal legislation that ignored it, prohibited it, or failed to address the particular nature of salmon. Using interviews, legislative history, law review articles, agency technical papers, historical and anthropological sources, the author addresses the effects of each federal law at the national, state and local level, and examines how subsistence users fared in competition with other fishing interests. Lessons from the creation of the Community Development Quota Program, a national program advocated by local interests, inform concluding observations about the core role of salmon in the region, and the potential for competing interests to join forces against threats to this iconic species.

The potential for large-scale mining activities in the watershed has raised concerns about the impact of mining on the sustainability of Bristol Bay's world-class fisheries, and the future of Alaska Native tribes in the watershed who have maintained a salmon-based culture and subsistence-based lifestyle for at least 4,000 years. The U.S. Environmental Protection Agency (USEPA) launched this assessment to determine the significance of Bristol Bay's ecological resources and evaluate the potential impacts of large-scale mining on these resources. The USEPA will use the results of this assessment to inform the consideration of options consistent with its role under the Clean Water Act. The assessment is intended to provide a scientific and technical foundation for future decision making; the USEPA will not address use of its regulatory authority until the assessment becomes final and has made no judgment about whether and how to use that authority at this time.

Book excerpt: The 2020 Bristol Bay Area Annual Management Report is the 59th consecutive annual report of management activities of the Alaska Department of Fish and Game, Division of Commercial Fisheries staff in Bristol Bay. This report describes the information, decisions, and rationale used to manage the commercial salmon (sockeye Oncorhynchus nerka, Chinook O. tshawytscha, chum O. keta, pink O. gorbuscha, and coho O. kisutch) and Pacific herring (Clupea pallasii) fisheries in Bristol Bay each year. The 2020 inshore sockeye salmon run of 58.3 million fish was 25% above the preseason forecast of 46.6 million fish. Sockeye salmon dominated the inshore commercial harvest, totaling 39.6 million of the 40.1 million salmon commercially harvested. Total Bristol Bay sockeye salmon escapement was 18.7 million fish, and escapements goals either being met or exceeded in all systems with established goals. In total, 10,000 Chinook, 293,000 chum, 72,000 pink, and 114,000 coho salmon were also harvested in the commercial fishery. The Nushagak River Chinook salmon escapement was 43,032 fish, which was below the established escapement goal. This report also summarizes 2020 subsistence salmon fishing activities in the Bristol Bay region. The 2020 Togiak District herring preseason biomass forecast was 216,000 short tons. Total harvest from the commercial herring fishery is confidential because fewer than three processors registered for the fishery in 2020. All 2020 commercial salmon harvest data are based on fish tickets; these data can change if more information becomes available.

Book excerpt: The harvest, use, and sharing of salmon and other wild resources by Bristol Bay and Alaska Peninsula communities has been well documented by the Division of Subsistence over the past four decades. Remote Alaska Native communities in these regions remain economically and culturally dependent on their traditional fishing and hunting practices. This report describes the results of a project that documented salmon harvest and use patterns in six Bristol Bay and Alaska Peninsula communities (Chignik Bay, Chignik Lagoon, Chignik Lake, Perryville, Port Heiden, and Egegik) for 2016 in order to illustrate the household and community networks that facilitate the harvesting, processing, sharing, bartering, and trading of subsistence salmon resources within the communities, across the broader region, and throughout Alaska. Systematic household surveys and semi-structured interviews were used to capture detailed representations of harvest, use, and sharing practices in each study community for the 2016 study year. This report illustrates the qualitative and quantitative data collected during this research and situates the results within a broader discussion of resource management. Employing both types of research methods provided a detailed snapshot of sharing practices for the 2016 study year and allowed for comparisons among study communities, as well as a detailed description of the cultural values that shape these practices and the broader social and historical contexts in which they are embedded. The study found that subsistence use of salmon was almost universal in the study communities in 2016 and that most households were engaged in the exchange of salmon. In all study communities combined, 96% of households used salmon, 80% of households received salmon from other households, and 56% of all households gave salmon to others. The average per capita harvest of salmon in 2016 in the study communities combined was 118 lb. Sockeye salmon was the main salmon species harvested, composing more than one-half of the salmon harvest, by numbers of fish, in each community. The sharing network analysis revealed that each study community’s networks (local and non-local) have unique structural features and that sharing plays a critical role in community cohesion and overall social wellbeing in all the study communities. Salmon harvested by these communities were shared throughout Alaska and elsewhere, but the research documented very few instances of barter or customary trade. The project demonstrated how vastly important salmon resources are not only to the residents of these communities, but also to the extensive network of people living elsewhere.
