Book excerpt: The increasing evidence on climate change effects and loss of biodiversity highlights the need to integrate economic decision-making with environmental accounting. Using integrated economic modelling allows gathering evidence of the consequences of those economic choices that exploit natural resources and degrade the environment. We developed a 'social accounting matrix including environmental accounts' (SAMEA) for Cambodia. In our framework, we express national economic accounts in monetary units and environmental accounts in physical units. The SAMEA comprises 94 accounts, 27 of which relate to the environment and report on: a) emissions of 16 main pollutants; b) waste produced or absorbed in the economic system; c) use of five natural resources; and d) the changes on five environmental themes. In our study, we disentangle the impacts of production and consumption activities on environmental variables and income distribution on a national scale. Our simulations show that sectoral economic growth and gas emissions are not linked by a one-way linear transmission. Instead, these are much determined by the strength of both backward and forward linkages between sectors. Finally, we notice that the multiplier coefficients tying the economic and environmental sectors are responsible for the direct-indirect shifts in both the economy and the environment.

To illustrate, and given its comprehensive implementation of the SEEA, we apply this workflow to the Guatemalan case and the Integrated Economic-Environmental Modeling (IEEM) Platform.

The 1992 United Nations Con ference on Environment and Development, the 'Earth Summit' in Rio de Janeiro, called therefore for an integrated approach in planning and policy making to achieve long-term sustainable growth and development. The Con ference also recognized in its action plan, the Agenda 21, that integrated poli cies need to be supported by integrated information, notably requiring the implementation of integrated environmental and economic accounting by its member States. During the preparations for the Rio Summit, scientists and practitioners of national accounting met in a Special Conference on Environmental Account ing, organized by the International Association for Research in Income and Wealth (IARIW) in Baden, Austria. Their aim was to explore the need for and methodologies of adjusting national accounts for environmental reasons. National accountants had faced mounting criticism that conventional accounting neglected new scarcities in natural capital, as well as the social cost of environmental degradation. The result of their deliberations was a draft manual, later issued by the United Nations Statistics Division (UNSD) as a handbook of Integrated Environmental and Economic Accounting.

Book excerpt: Neglect of the relation between the socio-economic system and its natural environment has had detrimental consequences in the past, for example - the pollution of the natural environment (water, air and soil) by producing, using and consuming the products of our industrialized economy, - the forseeable exhaustion of natural resources by continuing the increase of industrial production. Most of the recent activities, both in research and in adminis tration, against these impacts have been technically oriented, with the aim of stimulating and introducing new technologies of produc tion and new products to diminish the environmental pollution. But these efforts, which are of course necessary, cannot be successful in approaching the aim - which should and must in the long-term view be defined as the development of society in balance with the natural environment. Therefore, in addition to an assess ment of technologies, emphasis should be put on an assessment of socio-economic systems. On di~~erent levels, individual and social preferences determine quantities and qualities of production and consumption using economical values, e.g., market prices as regula tors. Following this argumentation, an environment assessment of activities against pollution has especially to consider the social response to environmental impacts. Of course, this topic must be a subject of interdisciplinary research. The challenge concerned in this context is to increase the knowledge of the relationship between social, economic and tech nical subsets.
