The purpose of this quantitative study was to examine the hiring practices for superintendents in Texas and the effect on a district's academic performance rating during the 2006-2010 school years. This study compared district academic performance ratings with superintendents hired with the aid of superintendent search firms and those whose local school boards hired him or her directly. The academic performance ratings are based on performance levels on three base indicators, student performance on TAKS, attendance rates, and dropout rates compiled by the Texas Education Agency (TEA). Hiring data of superintendents hired during the 2006-2010 school years were compiled from the Texas Association of School Boards (TASB). Descriptive statistics were compiled using descriptive statistics and correlation analysis. Results of the study provided data to school boards and search firms suggesting that there is little significance in the hiring method of superintendents on student achievement, as measured by each district's academic performance rating.

Additionally, this study investigated what influence and perspective board members and search consultants have on the process. To do so required knowing both traits of successful superintendents and the process of searching for superintendents. The literature review revealed over 900 leadership traits that were clustered by the researcher into broader categories to manage the data. Thirty-seven board members representing 13 different districts, and 9 search consultants from the Capitol Region of New York state were interviewed for their perspectives on how these traits were used in the process. The ten traits found most often in the literature were communication, goals, community, vision, integrity, finance, culture, decision-making, political, and experience. The top ten traits found in the brochures were community, student achievement, collaboration, experience, business office, communication, diversity, approachable, vision, and decisive. This study found no evidence that there was a method to measure the desired traits. The study revealed that there was a method to measure the desired traits. The study revealed that there was little evidence that the research was consulted to develop the traits or that the traits were used throughout the process. Search consultants reported that the process was also influenced by bias, the 'halo effect," where board members connected with particular candidates, and by "gut - feeling." Recommendations are made to move to another method of searching for school system leaders, provide training for search consultants and boards and to develop rubrics for the measurement of traits in superintendent candidates.

The process by which school boards go about searching for and selecting a superintendent varies. In Missouri, school boards have the option to hire a search firm (MSBA, MASA, MSSC, etc.) or other outside assistance, or they can choose to search for and select a superintendent on their own. This study was conducted to establish how superintendent search and selection procedures were being utilized in the state of Missouri. The study also attempted to distinguish between Missouri school boards that utilize superintendent search firms or conducted a search on their own and whether the boards were satisfied with their selection. The purpose of this study was to describe and analyze current superintendent search and selection practices utilized by public school boards and their perceived effectiveness in the state of Missouri. The study examined superintendent search criteria and attempted to determine what impact school district enrollment, school district location, school district wealth, superintendent gender, superintendent turnover rate and superintendents possessing a doctorate had on the superintendent selection process. The study also attempted to show how school board members perceptions differed according to school district enrollment, school district location, school district wealth, superintendent gender, superintendent turnover rate and superintendents possessing a doctoral degree as related to superintendent search criteria. This study found that the majority of school board respondents in Missouri selected their superintendent as opposed to hiring a search firm to complete the search and selection process. An overwhelming majority of school board member respondents who conducted their own searches believed their search and selection procedures were effective. Those boards that utilized search firms were also satisfied with the results of the search/selection process. Findings also suggest the variables of school district enrollment, location, school district wealth, superintendent turnover rate, superintendent gender, and superintendents possessing a doctoral degree when coupled with de-selection criteria and knowledge and skills used in the selection process had varying degrees of impact on the superintendent search and selection process. This study may have implications for practitioners in the state of Missouri and elsewhere regarding future superintendent search and selection practices and their effectiveness.

The decision in hiring a new superintendent is the most important decision a board will ever make; therefore, the process to get to the right decision is extremely important. Many boards think it is just a simple matter and try to do it on their own without specifi c guidelines. What a mistake! This book is a step-by-step method with all materials suited to the specifi c needs of the district, whether a small, rural, large, urban, charter, or private school. Here, the author also discusses the materials as valuable and appropriate in searching for a college dean or working with a private company. This book would be extremely valuable to, and is intended for, boards of education, any corporation, or any other organization in the public or private sector seeking a process for hiring the next superintendent, university dean, or corporate CEO, and as a textbook or reference material for university graduate studies. Typically, board members are expected to make this important decision without having had experience as a Superintendent or even a clear understanding of the day to day requirements of the job. Some Boards will use the services of a consultant. However, many times this consultant works for a State School Boards Association. Often, they are experienced board members, but they still do not have the knowledge or experience to understand what makes for a highly effective Superintendent. Thus, frequently the situation is a group of unprepared volunteers making the most important decision they can make for their school community. The process of hiring a Superintendent is normally an attempt to determine two subjective indicators of "fit". First, board members attempt to estimate the level of job fit. In other words, the board attempts to evaluate whether an applicant possesses the qualifications for the job that correspond to the job requirements. Second, the board attempts to determine the level of person to organization fit. Does the applicant have the personality, values, and interests that correspond to the district's organizational values and culture?The major vehicle used to make these determinations of "fit", are interviews. The interview process can result in a wide range of outcomes, ranging from very high to very low ability to predict the success of job candidates. In other words, a poorly designed and conducted interview will provide very little insight into the applicant's potential to perform in the organization. On the other hand, even though the best selection methods will sometimes lead to bad hiring decisions, in the long run more valid methods will dramatically increase the proportion of good hiring decisions. Used with fidelity, the tools in my Comprehensive Superintendent Hiring Protocol will increase the probability that a board will make a better hiring decision.

A qualitative case study research approach was used to provide the researcher with rich, in-depth, relevant data. The researcher conducted multiple interviews of three superintendents and school board presidents in public school districts in Education Service Region IV of Texas. Additional data was gathered through documents and a reflective journal. There were six themes that emerged from data collected regarding superintendent evaluation: timing, rating, alignment, relationships, performance-based evaluation, and local control. The participating district modified and adjusted criteria and the process to align with the district context to more closely measure the school districts goals and priorities. The perspectives of superintendents and school board members offer insight into the process and struggles that each has with the overwhelming nature of the job of measuring the performance of the superintendent.
