Book excerpt: Across the country, far too many young people age out of foster care into appalling circumstances. “Aging out” occurs when youth under the state’s custody are still in the foster care system when they reach either the age of majority or the end of extended foster care. Aging out refers to the moment in time when child welfare is no longer legally responsible for the youth, and the system abruptly stops providing services–usually when the youth turns either 18 or 21. Each year, thousands of youth age out of foster care, essentially legal orphans with no legal connection to family or a supportive network. Unfortunately, foster youth who go through the experience of aging out of foster care have statistically poor life prospects. Longitudinal studies across the country show very high rates of homelessness, incarceration, unemployment, and lack of access to health care among youth who aged out of foster care. These outcomes are disproportionately worse for Black, Native, and Brown youth, as well as queer and trans youth. This study is designed to understand the experiences of transition-age youth in their transition out of foster care and investigate: Why do poor outcomes for youth who age out of care persist? What are the current lived experiences of youth who age out of care? In what ways does child welfare continue to fall short for youth who age out of care?

Prior to termination, they are provided with a montage of independent living services aimed at teaching self-sufficiency skills. Nevertheless, many of these youth find themselves alone without the necessary aptitude, resources, and support needed to assume the intimidating responsibilities of adulthood. Although the literature regarding emancipated youth and their outcomes is extensive, there has been minimal research conducted on the unique experiences of Black youth as well as the factors that contribute to their success or failure in their transition to independence. Further, the information regarding their outcomes has been garnered from foster parents, case managers, attorneys, and family members, while failing to incorporate the voices of the youth who are best able to articulate the obstacles they encounter. This qualitative study examines the lives and experiences of eight black former foster youth. Audiotaped semi-structured interviews were conducted for the study. Data analysis took place throughout the data collection process. Their distinctive experiences, from their early childhood experiences that lead to placement in foster care, as well as their emancipation from care and subsequent road to independence are chronicled through their voices. Findings uncovered four themes: 1) child maltreatment, 2) unresolved trauma, 3) need for a sense of belonging, and 4) lack of preparation for adulthood. These themes represent the stumbling blocks of the participants’ past that continue to influence their life paths. This study enhances our understanding of the experiences of black aged out foster youth and the many challenges they face on their road to adulthood. Their individual stories raise poignant questions about the impact and efficacy of the foster care system on the lives of our most vulnerable youth.

Thus, making sure that former foster youth have the support and sustenance they require to become resilient, educated adults is important for society and future generations. This study aimed to explore the narratives of individuals who were in the foster care system in order to examine the ways they conceptualized resilience as well as factors that they attributed contributing to their resilience. This study interviewed 7 individuals who had aged out of foster care. The interview was a semi-structured interview that prompted in- depth responses of their experiences of overcoming struggle. Recordings were then transcribed and separated into general themes that correlated with past research. The researchers found that a combination of factors lead to resilience in former foster youth. Structure and consistency appeared to be the most salient factor of resilience as well as being able to foster other areas of resilience. These other areas included self-efficacy and self-awareness. While these three factors appeared to be the most important in terms of sustaining resilience, there were a number of other themes that were significant to mention within the discussion section. The findings from this study suggest that making sure that foster youth have access to consistent support could help promote resilience in a greater number of children in the system.

Home 4 the Heart, her facility, has helped almost two hundred girls over ten years. But assisting, supporting, and advocating for the girls that live at its three facilities has required lots of creativity. While Child Protective Services wants children to do well, the youth that they place in out-of-home care often have negative life outcomes. The lack of daily intimate contact with a caregiver causes somewhat of a constant disconnect—and normal daily relationships and activities with supportive caregivers are not always possible for youth in out-of-home care. In this qualitative study of young women who aged out of out-of-home care, the author describes family life, growing up in out-of-home care, and life after aging out. The results of the study will better inform service providers working with youth in foster/group homes, schools, juvenile justice placements, and community programs. The study’s findings and insights offer more effective ways of assisting, supporting, and advocating for youth to ensure a more successful transition to independence after aging out.

Book excerpt: The goal of the study was to explore the experiences of youths who have aged out of non-kinship foster care in the Tshwane Metro, Gauteng Province. A qualitative approach was adopted with the instrumental case study as the most suitable qualitative research design for this study. Semi-structured interviews were used to collect data from 12 selected youths from Atteridgeville, Sunnyside, Eesterust and Mamelodi West Child Welfare offices with the aid of an interview schedule. Most of the youths in the study had exited foster care because of the regulated age limit that can only be extended to 21 on conditions stipulated in section 180 of the Children"Y♯8s Act 38 of 2005. The participants highlighted their experiences while they were living with foster families and mostly appreciated the fact that their foster parents provided them with an opportunity to belong to a family. However, the study revealed that many participants exited foster care abruptly with no financial, adult or any other support required to transition successfully to adulthood. The participants did not receive any preparatory services from social workers for their transition to adulthood. The findings also revealed that most of the youths faced social challenges, behavioural and psychological challenges, unemployment, financial instability, poor educational or vocational opportunities and lack of safe and affordable housing. Based on the findings, it can be concluded that the legislation and policies that regulate the placement of children in foster care have not considered fully the developmental needs of children and youth who are transitioning out of care. The age limit of foster care prevents many youths who are going through the transitional period from completing their secondary education and training as required, as most of them continue with secondary education beyond the age of 21. Inadequate support and lack of transitional preparatory programmes for youth who are ageing out of foster care have a tremendous impact on young people"Y♯8s transition to adult life, as they are left to face adversity on their own. As a result of various challenges that youths who have aged out of foster care experience after they exit the system, it is recommended that the Department of Social Development should ensure the implementation of preparatory programmes to be rendered by all child protection organisations and government social workers, designed for youth who are ageing out of the foster care system. This will ensure that social workers carry out their role of guaranteeing that all young people who are ageing out of foster care are provided with relevant skills and capacity as they transition to adulthood. Furthermore, such programmes could enhance the lives of many youths after they have exited the system, since they will be empowered with valuable skills and knowledge to face life after foster care

Early experiences of trauma impact their mental health and receipt of services both while in care as well as decisions whether to continue services after leaving care.Using the behavior analytic model, this dissertation explores the challenging and supportive situations former foster youth experience with mental health services while transitioning to adulthood. Qualitative interviews and focus groups inform the development of a quantitative instrument in a mixed methods, sequential exploratory research design. The resulting instrument identifies the most intense and frequently encountered situations former foster youth experience, related to their mental health and transitions to adulthood.Results indicate the most challenging situations foster youth experience during the transition are related to overwhelming expectations, receiving mixed messages from professionals, feelings of isolation, and a lack of voice and choice with regard to mental health services. Young adults in this study also emphasized the importance of responsive engagement, self-efficacy, and consistency in relationships both formally and informally.This research provides important implications for social work practice, policy, and education. Acknowledging the voice of foster youth gives them a choice in services and allows for realistic transition planning. Developing problem-solving skills and a support network beyond foster care are necessary strategies of preparation to age out. Finally, practitioners should recognize the impact of trauma and other contextual factors when conducting assessment and treatment, to promote positive outcomes.

Book excerpt: While most young people have access to emotional and financial support systems throughout their early adult years, older youth in foster care and those who are emancipated from care often face obstacles to developing independent living skills and building supports that ease the transition to adulthood. Older foster youth who return to their parents or guardians may continue to experience poor family dynamics or a lack of emotional and financial supports, and studies have shown that recently emancipated foster youth fare poorly relative to their counterparts in the general population on several outcome measures. The federal government recognizes that older youth in foster care and those aging out are vulnerable to negative outcomes and may ultimately return to the care of the state as adults, either through the public welfare, criminal justice, or other systems. Under the federal foster care program, states may seek reimbursement for youth to remain in care up to the age of 21. In addition, the federal foster care program has certain protections for older youth. For example, states must annually obtain the credit report of each child in care who is age 16 or older (age 14 and older as of late 2015). States must also assist youth with developing what is known as a transition plan. The law requires that a youth's caseworker, and as appropriate, other representative(s) of the youth, assist and support him or her in developing the plan. The plan is to be directed by the youth, and is to include specific options on housing, health insurance, education, local opportunities for mentors, workforce supports, and employment services. Other protections will go into effect in late 2015 that will require states to ensure that youth age 14 and older are consulted about the development and revisions to their case plan and permanency plan, and that the case plan includes a document listing certain rights for these youth. Separately, the federal government provides funding for services to assist in the transition to adulthood through the John H. Chafee Foster Care Independence Program (CFCIP). The law enables states to provide these services to youth who are likely to age out of foster care (with no lower age limit), and youth age 16 or older who left foster care for kinship guardianship or adoption. Independent living services may include assistance in obtaining a high school diploma, career exploration, training in daily living skills, training in budgeting and financial management skills, and preventive health activities, among other services. The CFCIP requires that states ensure youth in independent living programs participate directly in designing their own program activities that prepare them for independent living, and further that they “accept personal responsibility for living up to their part of the program.” The Chafee Education and Training Voucher (ETV) program separately authorizes discretionary funding for education and training vouchers for eligible youth to cover their cost of postsecondary education (until age 23). A recent evaluation of independent living programs, such as those that provide mentoring and life skills, shows mixed results. One promising independent living program has social workers who oversee a small caseload and have regular, ongoing interactions with the youth. The youth in this program are more likely to attend college and stay enrolled than their peers not in the program. Along with the CFCIP, other federal programs are intended to help current and former youth in foster care make the transition to adulthood. Federal law authorizes funding for states and local jurisdictions to provide workforce support and housing to older foster youth and youth emancipating from care. Further, the law that established the CFCIP created an optional Medicaid eligibility pathway for youth who age out of foster care; this pathway is often called the “Chafee option.

Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime. In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing foster care system sets teens up to fail by inadequately preparing them for adult life.
