Book excerpt: Thailand is entering into a new phase of educational administration under the new National Education Act of 1999 which requires all educational institutions to have internal and external quality assurance in order to ensure improvement of educational quality and standards at all levels (Section 47). This means that all educational institutions, especially in the private sector, have to undergo many changes, including changes in administration, teaching and learning processes, methods of evaluation and professional development programs. The current study focused specifically on the transformational leadership behaviour of principals on school culture. Culture is considered to be a key factor in determining whether school improvement is possible (Deal & Peterson, 1999). The study was conducted in two phases: quantitative and a qualitative, and carried out in the secondary schools of the Brothers of St. Gabriel, in Thailand. In the quantitative phase, the researcher used two instruments, namely the Multifactor Leadership Questionnaire (MLQ, Short form) developed by Bass (2000) to measure the leadership behaviour of principals, and the School Culture Survey developed by Gruenert (1998) to measure school culture. The results from the quantitative study were used to select a school for the second phase of the study that was carried out using a qualitative approach. The quantitative findings provided descriptive evidence that transformational leadership existed in the schools of the Brothers of St. Gabriel, in Thailand and the dominant culture of the Gabrieltie schools was Professional Development. In addition, the findings also revealed that there was a significant relationship between leadership behaviour and school culture. In the second phase, the leadership behaviour of the selected principal was interpreted based on transformational leadership applied in a school setting. ....

Abstract: This is a case study to explore the effect of a principal's leadership on teachers‟ shared sense of mission, through the mediating factor of culture. Culture is defined as a metaphor of the school, i.e. the school "is‟ culture. The analysis of culture is conducted through dissecting the core values as expressed in its practice: symbols, rituals and heroes. The study analyzed the principal's values to picture his mission, since mission is a symbolic expression of values. Teachers‟ operational goals might vary in form, but were found to be highly consistent with the principal's mission. Hence, they had a shared sense of mission. The study concludes that this was due to a high level of consistency between the principal's personal values and the core values of the school. Thanks to the principal's leadership, his personal values were firmly established in the power contest with other forces at the core of the culture, through his influence on the daily practice of culture: symbols, rituals and heroes. The study offers a discussion on the outcome of principal's influence other than student assessment - teachers‟ shared sense of mission. This hopefully will encourage more efforts by other researchers in the future to investigate principal's effects in addition to student outcomes. It analyses the theoretical background to these developments and advocates the utility of thinking of a ‘lean’ form of school leadership that is comparable to the concept of ‘meta-control’. A wide-ranging survey of the empirical research literature on leadership effects includes the presentation of results from earlier meta-analyses as well as a new meta-analysis on some 25 studies carried out between 2005 and 2010. This survey demonstrates that older reviews and meta-analyses were predominantly based on so-called ‘direct effect’ studies, while more recent studies have tried to quantify the indirect effects of leadership, mediated by other school variables. While acknowledging the relatively small total effect of leadership on student outcomes, the study does identify promising intermediary factors which, stimulated by specific leadership behaviours, impact on student performance. The book ends by drawing out wider implications for educational practice and policy, presented under headings such as ‘schools need leadership’, ‘the toolkit of the school leader as a meta-controller’, ‘the special case of turning around failing schools’ and ‘efficiency of school leadership’. In passing, the authors make several suggestions about potentially fruitful next steps in researching the effects of school leadership.

Book excerpt: This study detected and explored the existence of two proposed school cultures, the use of leader actions by principals, and the relationships between them, of a sample of 42 public schools in Southeast Florida. A quantitative non-experimental design was used, guided by eight research questions. One instrument, the BSJQ, was created for the purposes of detecting school normative cultures and another, the SLQ, was refined and used to detect principal leader actions. The existence of Business and Social Justice cultures was confirmed, and three latent cultures of Standards Performance, Democratic Community and Equity Curriculum were discovered. Of the schools participating, 74% had at least one of these cultures. The use of four leader actions was measured and statistically associated with different detected cultures. Managing/Transforming and Bridging actions were associated with all, Bonding was associated with all except the Equity Curriculum culture, and Bartering was associated only with the Business/Standards Performance culture. The schools' context had limited impact on the relationship between actions and culture. Only higher student poverty increased the principal's use of Managing/Transforming actions in schools with a Democratic Community culture. Four principal demographics - years as principal, years at the school, undergraduate major, and level of graduate study - had a moderating effect on the relationship between the use of leadership actions and school culture. The study reinforces Pisapia's (2009) theory of strategic leadership, develops new instrumentation to measure cultures associated with social justice and accountability, and provides guidance to principals and those who educate them on leader actions associated with desired school cultures.

Book excerpt: Despite research on the school principalship having evolved over past decades, the prevailing standpoint has largely remained an outsider's perspective upon external behavioural manifestations of principalship. Whilst valuable in their own right, such models of research accord little importance to the effect of thought and intention on behaviour. The purpose of this research was to articulate the notion of a principal's 'microcosm' as a means of capturing the dynamics of meaning making in the principalship, when the cognitive world of the principal and the actual work of school leadership interact. The functional context was the expectations of catholic school authorities that schools will engage in processes of continuous self-renewal. Following comprehensive analysis of recent theoretical and research literature, a preliminary framework for the principal's microcosm was generated. A single-investigator, multiple-site case study methodology was utilised to conduct the field research, which was carried out in a provincial city of an Australian state. Three principals were selected as the subjects for in-depth exploration and analysis over a period of 16 months. A range of qualitative research strategies was employed, encompassing formal and informal interactions with the three principals and selected members of their professional communities. On the basis of the field study, a refined framework for the principal's microcosm was developed. Four major conclusions were identified. First, the notion of microcosm offers promise as an explanatory and analytical tool for focussing upon the complexities of change in school settings. Second, metaphor was observed to be integral to microcosm and its usefulness for comprehending leader behaviours was identified. The third conclusion concerned the potential of the construct microcosm for facilitating leader development through assisting individual leaders to reflect upon and to critically examine personal meanings embedded within their own professional practice. Finally, this research makes a contribution to clarifying the nature of catholic education itself.

An explanatory cross-sectional survey design with a concurrent mixed approach using both primary and secondary data was employed. A total of 202 teachers provided evidence on their heads of school’s attributes in influencing students’ academic performance using questionnaires, in-depth interviews and focus group discussions. The collected data was analysed using SPSS version 23 for quantitative data and thematic analysis for qualitative data. A significant relationship between integrity and the students’ academic performance was revealed. However, inspirational attributes negatively correlated between students’ academic performance. In addition, the results reveal that there was weak, positive and significant relationship between competency and academic performance. The study concluded that integrity and competency attributes significantly influence the students’ academic performance, while inspiration negatively influences students’ academic performance. Therefore, the study recommends the government to allocate enough funds to the professional development of the aspirant and to review the educational policy on the training and development of teachers before and after their appointment into a leadership position.

Book excerpt: High-stakes accountability reform has mandated that schools ensure that all of their students meet minimum proficiency standards or risk being identified as program improvement (PI) schools under the No Child Left Behind Act (NCLB). School leaders are required to transform the existing cultures of their schools in order to meet the minimum criteria set forth by this new mandate. Transformational leadership behaviors may be the key to transforming school culture. This study explores the change initiatives and behaviors of principals whose schools have been designated PI schools and those of principals whose schools have recently exited PI designation. Schools that educate underserved populations and need increased support are more likely to be sanctioned under NCLB and be at risk of losing resources. NCLB mandates require that school leaders transform school systems of failure to systems of support, which requires a transformational approach based on the appropriate social processes, skills, affect, and intellect. This study proposes that leaders who have successfully exited PI designation have engaged in more transformational leadership practices. Using a mixed method approach that obtained data through the administration of the Multi-factor Leadership Questionnaire (MLQ) and open-ended survey prompts and the conduction of principal interviews, the researcher found that leaders whose schools had exited PI designation engaged in more transformational initiatives and consistently backed those initiatives with transformational action.
