Book excerpt: This study examined the correlation between school division graduation rates and the percentage of expenditures above the required local effort (PEARLE) for all 133 school divisions located within Virginia in the fiscal years 2015–2018. This study aimed to discover whether increased local government school funding beyond the required local effort had a significant impact on the terminal completion of student achievement in the form of on-time graduation rates. The researcher conducted the study using a correlational bivariate data analysis. Convenience sampling was utilized to attain needed data for the study by collecting funding and graduation rate archived data for each of the 133 school divisions from the Virginia Department of Education website. The researcher calculated z scores and eliminated outliers by comparing z-score calculations to scatter plots. The researcher looked for the classic cigar shape. After eliminating identified outliers, the researcher implemented the correlational research design utilizing Pearson’s correlation coefficient and analyzed PEARLE and on-time graduation rates using a ratio scale to measure the potential correlation between PEARLE and on-time graduation rates. The researcher failed to reject the null hypothesis for each fiscal year. Recommendations for future research include conducting the same study for fiscal year 2021 and beyond due to the elimination of the required local effort requirement and perform the same study both before and after COVID-19 in other states to compare to Virginia as each state collects the same data due to the passing of the Graduation Counts Compact.

Book excerpt: The purpose of this study was first, to develop a unique model to define the proximal environments of students in the selected public school district. Second, the purpose of this study was to determine whether a relationship exists between proximal environments and academic achievement measures for students in an urban school district, and if so, which elements of the environment are related to diminishing performance. Finally, the purpose of this study was to discuss how research findings impact policy for the selected school district. The model used to develop environmental profiles was based on school attendance zones as the unit of analysis. This model determined which census tracts were located in which school attendance zones, and used census data to define the demographics of that school environment based upon the corresponding census tracts. In addition to the use of census data, the model used crime data to determine the per capita crime rate for each school's surrounding community. What contributes to the significance of this model is its interactive, geographic quality, which allows school districts to visualize the surrounding communities of individual schools. The results of this study suggest that the proximal environments of students attending selected public schools in the study school district are associated with CAT achievement measures for students in this district. Children dwelling in areas of the study district with low levels of income, low levels of adult educational attainment and high-density households are at risk for low achievement. The two variables that accounted for the most variance in achievement for the study district are the percentage of adults with bachelor's degrees in a community, and the percentage of households with 7 or more people. Even though the statistical analysis did not reveal significant relationships between achievement and high crime or achievement and high percentages of female headed households for the entire group of schools, it did demonstrate that these relationships may be significant for individual schools within the district. The results of this study had three policy implications for the study district. Findings suggested that policy efforts should focus on involving community agencies and coordinating community resources; developing positive parental-school partnerships; and developing and maintaining procedures for identifying and researching conditions that influence student attendance and achievement.

The purpose of this study was to arrive at an understanding with respect to students' attitudes, perceptions and beliefs regarding the environment(s) in which they are educated. The questions which guided this research were: 1.) To what extent do students perceive their achievement, motivation and/or personal conduct is affected by facility condition? 2.) In what ways does facility condition affect students' perceptions of the overall quality of teaching and administrative staffing within their building? 3.) In what ways does facility condition affect students' perceptions of the degree to which their school district values their education and personal safety? Data consisted of surveys, interviews and observations which were conducted during the district's 2006 traditional Summer School session. Data were collected from fourteen middle school and twenty-five high school students over a period of six weeks. Each participant was enrolled in Summer School courses and completed one fourteen item survey and one interview with the researcher. The researcher also conducted observations within the various Summer School settings. Analysis involved coding responses from surveys and interviews into categories along emergent themes, followed by an item analysis concerning the frequency with which each code surfaced in the study. Analysis revealed students perceived there to be a connection between the condition of the school they attended and their motivation, conduct and achievement. The study also showed students regarded the quality of staffing in their educational environments as being contingent upon the condition of the school itself. Students held the point of view that teachers and principals of higher quality were employed elsewhere and were more effective in well-maintained schools. The study revealed a connection between students' perceptions of the facilities in which they are educated and the degree to which the school district values their education and safety. The implications of this study are useful in that accountability standards and legislative mandates have fostered an awareness regarding the quality of education provided to students--especially students who are disadvantaged and/or attend schools in urban districts.
