Book excerpt: The overall goal of the research was to examine what, if any, relationship exists among and between teacher satisfaction, school funding (local and total), and student achievement on end of grade (EOG) tests in grades 3-8 in reading and math in North Carolina in 2001-2002. Data from the North Carolina Working Conditions Survey were utilized to determine the level of teacher satisfaction in five areas: use of time, facilities and resources, leadership, empowerment, and professional development. Teacher turnover was also examined as a factor of teacher satisfaction, and both, along with funding, were analyzed to determine their impact on student achievement. This study determined that neither teacher satisfaction nor total school funding was highly related to student achievement. Teacher turnover, however, was found to be moderately negatively related to student achievement at a statistically significant level. Even when teachers who chose to leave due to retirement, family relocation, childcare, and death were factored out of the turnover rate, a statistically significant, moderately negative relationship still existed. Local school funding levels were also found to be slightly positively related to student achievement. A further finding of this research indicated that the combination of low levels of local school funding and interrelated issues such as teacher turnover and free/reduced lunch ratios do exhibit statistically significant relationships with student achievement. A medium correlation between teacher turnover and free/reduced lunch rates was also noted. A combination of high teacher turnover and low SES or free/reduced lunch ratios seems to predict low student achievement on EOG tests.

Book excerpt: The National Education Goals Panel (NEGP) tracks and reports annually on 33 indicators linked to the 8 National Education Goals. The NEGP's 1997 report showed positive gains on the greatest number of indicators for North Carolina and Texas. These gains included significant gains on the 1996 National Assessment of Educational Progress (NAEP) in mathematics. The NEGP commissioned this study to see if the improvements were really significant and to try to identify the factors that could or could not account for the educational improvement in these two states. The analysis confirms that the gains in academic achievement in both states are both significant and sustained. North Carolina and Texas posted the largest gains on the NAEP administered between 1990 and 1997, and these results were mirrored in state assessments administered in the same period. There is also evidence that the scores of disadvantaged students improved more rapidly than those of advantaged students. Several factors commonly associated with student achievement, including real per-pupil spending, teacher/pupil ratios, teachers with advanced degrees, and experience levels of teachers, do not appear to explain the test score gains. Texas and North Carolina rank at or below the national averages on these characteristics, and none of them changed during the study period in ways that would explain the gains. The study concludes that the most plausible explanation for the score gains is found in the policy environment established in each state. Both states pursued similar paths to improvement, and each succeeded in changing the organizational environment and incentive structure for educators in ways that led to improvement. The keys to this change include: (1) creating an aligned system of standards, curriculum, and assessments; (2) holding schools accountable for improvement by all students; and (3) support from businesses in developing, implementing, and sustaining these changes over time. To accomplish this, elementary schools from Cumberland County School System, North Carolina were selected. Lateral Entry Teachers, Teachers with 0-3 Years Experience, Teachers with 4-10 Years Experience, and Teachers with More than 10 Years Experience were categorized based on their certification status in the North Carolina Licensure Program at the time of this study. The students' performance outcomes at each elementary school were recorded based on their 2005-2006 End-of-Grade Tests in Reading and Mathematics. A teacher's licensure status may generally infer some degree of professional competence, but it may not necessarily guarantee professional efficacy in the art of teaching. It is evident, from this study, that years of teaching experience has significant effect on student achievement in reading and mathematics in elementary schools.

In 2009, policymakers in North Carolina developed a State School Technology Plan (SSTP) designed to enhance student achievement through the use of educational technology in the classroom. The plan was supported by North Carolina’s State Technology Fund, among other sources. While many studies address the relationship between educational technology and student achievement, few assesses the relationship between school technology expenditures and high school graduation rates in particular. This study helps to fill that gap by exploring the relationship between North Carolina public schools’ State School Technology Plan (SSTP) expenditures and their high school graduation rates, using school district-level data from 2014 to 2019 for 111 Local Education Agencies. My results provide evidence of a positive relationship when expenditures are measured contemporaneously, but a negative relationship when expenditures are measured cumulatively. The magnitudes of these estimates are relatively small, and I find no evidence of variation in this relationship between school districts with different student characteristics.
