Linzey & Associates was contracted by the Northern Affairs Program of the Department of Indian and Northern Affairs to forecast likely mineral exploration and development over the short to medium term. ... The Department indicated that this report should clearly reflect the opinions and attitudes of the industry operating in the North. We feel that we are able to offer a perspective which is perhaps not readily available from within government, and that this report is presented from an industry point of view. ... The appendices include graphical representations of projected metal prices, forecast metal production and labour levels for the years 1984 - 1993. Assumptions are stated wherever possible"--Leaf [1].

Available in PDF, EPUB and Kindle. Book excerpt: The resource peripheries of Canada are contested spaces. In recent decades, governments, resource industries, and local communities have faced the impact of globalization, industry restructuring, and shifting international and national social and environmental protocols. This research investigates how governments, corporations and local governments use socio-spatial principles of territory and scale to distribute economic benefits from resource development. Utilizing a case study of mineral exploration and mining in northwest British Columbia, Canada, I explore how principles of territory and scale are used to define 'places of benefit' within the region through the distribution of economic benefits from corporate social responsibility (CSR) and regional economic networks. CSR networks are composed of large international networks of non-governmental organizations and mineral development industry associations that define standards for the mineral exploration and mining industry. Regional economic networks are composed of multi-scalar government and non-government organizations that create economic development strategies for regional development. My research reveals how governments, corporations and local governments use socio-spatial principles to define which places are included or excluded from accessing economic benefits distributed by these networks. In NW BC, the on-going dispute between First Nation and senior levels of governments, over the title of and jurisdiction over mineral resources creates an atmosphere of 'uncertainty' for investors. Companies, in collaboration with senior levels of government, are using CSR networks to facilitate the continued expansion of mineral development in the region. Whilst the economic benefits of this practice to First Nation governments, mineral development companies and the provincial government have been significant, this research draws attention to the impact of this practice on the regional scale. Non-First Nation local governments do not have the same access to CSR networks and are reliant on developing economic development strategies to capture economic benefits from mineral development occurring in the region. Local governments are restricted by their position within the multi-scalar jurisdictional hierarchy as to how they can engage with companies to attract development within their jurisdictional boundaries. The result is a continued division between First Nation and local governments that challenges the creation of a fully collaborative regionalism.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the challenges and opportunities at the intersection of the global mining sector and local communities by focusing on a number of international cases drawn from various locations in Canada, the Philippines, and Scandinavia. Mining’s contribution to economic development varies greatly across countries. In some, it has been a major engine of development, but in others, disputes have erupted over land use, property rights, environmental damage, and revenue sharing. Corporate social responsibility programs are increasingly relied upon to manage company-community relations, yet conflicts persist in many settings, with significant costs for companies and communities. Exploring the many factors and drivers that characterize relationships among different actors within the sector, the volume contributes towards the development of practical wisdom, collective understanding, common sense, and prudence required for the mining sector and community partners to realize the economic potential and social and environmental responsibilities of non-renewable resource development. The book examines case studies from Canada, Scandinavia, and the Philippines, three regions amongst the world's top countries of mining operations. Drawing on their extensive experience in these regions, the contributors explore distinctive mining sectors in the Global North and South, the variation surrounding different types of extractive industries, and at different scales, and the legal processes in place to protect local communities. Key themes include corporate social responsibility, impact assessment, foreign ownership, Indigenous Peoples, gender, local insurgency, and mining disasters as well as climate change. The book identifies areas of future research and pathways to achieving stronger, respectful, and mutually beneficial relationships at the nexus of global mineral extraction and local communities. This book will be of great interest to students and scholars of the extractive industries, natural resource management, sustainable business and corporate social responsibility, Indigenous studies, and sustainable planning and development.

Available in PDF, EPUB and Kindle. Book excerpt: Canada’s thirteen provinces and territories are significant actors in Canadian society, directly shaping cultural, political, and economic domains. Regions also play a key role in creating diversity within innovative activity. The role of provinces and territories in setting science, technology, and innovation policy is, however, notably underexplored. Ideas, Institutions, and Interests examines each province and territory to offer real-world insights into the complexity and opportunities of regionally differentiated innovation policy in a pan-continental system. Contributing scholars detail the distinctive ways in which provinces and territories articulate ideas and interests through their institutions, programs, and policies. Many of the contributing authors have engaged first-hand with either micro- or macro-level policy innovation and are innovation leaders in their own right, providing invaluable perspectives on the topic. Exploring the vital role of provinces in the last thirty years of science, technology, and innovation policy development and implementation, Ideas, Institutions, and Interests is an insightful book that places innovation policy in the context of multilevel governance.
