Book excerpt: The Charlotte Mecklenburg Police Department (CMPD) has undergone a philosophical change in its law enforcement approach between 2005 and 2012. During this transformation, property crimes, in particular residential break-ins, became the most important crime to the public. Residential burglaries are the most serious property crimes because of the impact these crimes have on citizens' perception of safety. One important resource that helps police apprehend burglars is neighbors who are willing to get involved and provide information to police. The central question of interest here is how important are neighbors or guardians in assisting police with apprehending burglars? By using CMPD residential burglary data from 2005 through 2012, this project examined all residential breaking and entering reports, that were cleared by the arrest of at least one suspect, to determine whether community involvement impacts arrest clearance rates. Four factors were examined including availability of witnesses, physical (forensic) evidence, an internal departmental policy change and a new NC laws which increased punishment for burglars. Witnesses were the most important factor in determining case clearance, but forensic evidence was also important. These study results suggest that police departments should foster more partnerships from citizens to prevent and solve crimes together and ensure that physical evidence is gathered from burglary crime scenes.

Problem-Oriented Policing (POP) approach was one response to a crisis in policing that emerged in the 1970s and 1980s. Police were not being effective in preventing crime because they had become focused on the ¿means¿ of policing and had neglected the ¿goals¿ of preventing and controlling crime. The ¿problem¿ rather than calls or crime incidents should be the focus. This study conducted a review to examine the effectiveness of POP in reducing crime and disorder. Studies had to meet 3 criteria: (1) the SARA model was used; (2) a comparison group was included; (3) at least one crime or disorder outcome was reported. Only 10 studies that met the criteria; there was a modest but statistically significant impact of POP on crime.

The United States, home to five percent of the world's population, now houses twenty-five percent of the world's prison inmates. Our incarceration rate—at 714 per 100,000 residents and rising—is almost forty percent greater than our nearest competitors (the Bahamas, Belarus, and Russia). More pointedly, it is 6.2 times the Canadian rate and 12.3 times the rate in Japan. Economist Glenn Loury argues that this extraordinary mass incarceration is not a response to rising crime rates or a proud success of social policy. Instead, it is the product of a generation-old collective decision to become a more punitive society. He connects this policy to our history of racial oppression, showing that the punitive turn in American politics and culture emerged in the post-civil rights years and has today become the main vehicle for the reproduction of racial hierarchies. Whatever the explanation, Loury argues, the uncontroversial fact is that changes in our criminal justice system since the 1970s have created a nether class of Americans—vastly disproportionately black and brown—with severely restricted rights and life chances. Moreover, conservatives and liberals agree that the growth in our prison population has long passed the point of diminishing returns. Stigmatizing and confining of a large segment of our population should be unacceptable to Americans. Loury's call to action makes all of us now responsible for ensuring that the policy changes.
