Book excerpt: This project focuses on the second construction phase of the Minnesota Road Research facility (Mn/ROAD) and evaluates three typical, locally available, surfacing aggregates along with a rollover section from the initial phase for performance. The project results indicate that the adsorption test did not predict the performance of the sections in this experiment. All of the aggregates were characterized as marginal in terms of moisture and frost susceptibility. The project also compared freezing and thawing rates on the aggregate sections to nearby hot mix asphalt (HMA) sections.

Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

Book excerpt: Minnesota has a large network of aggregate roads. The majority of the system is maintained by counties and townships. Some of the aggregate roads need to be upgraded with a sealed surface for dust control or to provide a smoother driving experience, as well as for local economic development. Local road officials are often faced with the responsibility of upgrading the roads with a limited budget. Light surface treatments (LSTs) are considered an economical alternative to the conventional upgrade approaches using hot-mixasphalt (HMA) or concrete pavements. The currently used methods in Minnesota for the structural design of LSTs for aggregate roads were originally developed for structural design of flexible pavements. This research evaluated the design methods that can be used to design LSTs for aggregate roads. The methods evaluated include the MnDOT granular equivalent (GE) method and the MnDOT mechanistic-empirical method (MnPave design software), which are used in Minnesota, and the American Association of State Highway and Transportation Officials (AASHTO) flexible pavement design method and South Dakota aggregate road design method, which are practiced in other places in the United States. The results include a discussion of the applicable situations for each method. The research team also conducted a survey that was distributed to the county engineers in Minnesota to document their experiences with LSTs. Recommendations for improving the current design methods when applied to LSTs on aggregate roads are suggested based on the survey results.

Available in PDF, EPUB and Kindle. Book excerpt: The intent of this research project is to identify a wide variety of parameters that influence the performance of pavements treated via chip seals within the State of Idaho. Chip sealing is currently one of the most popular methods of maintenance for paved road surfaces. It entails spraying the pavement surface with asphalt (or "binder") and then immediately covering it with aggregate (or "chips") and using rollers to compress and settle the application. Chip sealing is used to seal non-structural cracks, increase surface friction, and improve ride quality. There are a variety of techniques and formulas ("design methods") for mixing the binder and aggregate used in chip sealing. In Idaho, these design methods lack uniformity: empirical methods are used, based on an informal rule-of-thumb, the experiences of the parties making the chip seal, and the materials that are readily available. This project compares the methods used in Idaho with several different design methods that have been developed in various parts of the world. The project's research focus is a series of laboratory experiments using different binders and aggregates obtained from all six Idaho Transportation Department districts. The results of these experiments have been compiled and analyzed, with the findings included herein. Chief among these findings, it was observed that the ratio of median size to flakiness index of the aggregate exhibits a better correlation with the percentage aggregate retained rather than the least dimension (as used in the commonly used McLeod Design Method). It was also found that the cleanness value of the aggregate is a critical factor for retaining aggregate--i.e., keeping the chips on the treated road surface, rather than breaking free from the binder. This report concludes with a series of seven recommendations for improving chip sealing practice in Idaho, and with a list of eight areas worthy of additional research.

Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 342: Chip Seal Best Practices examines ways to assist in the development and implementation of pavement preservation programs by identifying the benefits of using chip seal as part of a preventive maintenance program and by highlighting advanced chip seal programs in use around the world. The report includes approximately 40 best practices in the areas of chip seal design methods, contract administration, equipment practices, construction practices, and performance measures. According to the report, the increased use of chip seals for maintenance can be a successful, cost-effective way of using preventive maintenance to preserve both low-volume and higher-volume pavements.

A literature search has been obtained from HRIS, NTIS and the Engineering Index. Over 1,000 questionnaires were then sent to cities, counties and consultants in the northern tier of states and the Canadian provinces. Interviews were also held with representatives of Minneapolis-St. Paul, Duluth, Hennepin and St. Louis Counties regarding their low volume road design and rehabilitation procedures.

Book excerpt: Methods for seal coat programming used by various highway agencies were reviewed and a surface condition rating system to aid highway agencies was developed and field tested. The procedure is based on standardized visual observations and except for measurement of pavement skid resistance where applicable, no special equipment or highly skilled personnel are required. It is adequately documented for immediate use since it contains photographic examples of various rating levels. The system may be utilized as a training aid for less experienced personnel and will encourage uniformity in the rating of surfaces with regard to the need for seal coat. Criteria are suggested for seal coat programming (to be used with surface rating information) that can be adopted as given or adapted to individual highway agency needs.

Available in PDF, EPUB and Kindle. Book excerpt: Pavement preservation by adopting low-cost maintenance techniques is increasing among transportation agencies day by day. Chip seal, also known as seal coat, is widely used as a low-cost, thin surface treatment in preventive maintenance of asphalt pavements in many states, including Kansas. Loosening of aggregate particles from chip-sealed pavement and associated windshield damage to vehicles is a common problem. Thus the Kansas Department of Transportation (KDOT) uses lightweight aggregates as cover materials for chip seals. Although this has decreased windshield damage problems extensive chip loss on seal-coated pavements in the state has been reported. In this study, lightweight aggregates along with polymer-modified asphalt emulsion were used to determine proper aggregate and emulsion application rates to minimize chip loss in chip seals. Again, lightweight aggregates were studied in the laboratory to determine the effect of moisture content and electrical charge on chip loss. Evaluation of chip seal was performed by statistical analysis based on rutting potential, chip embedment, and retention. Results show that aggregate retention and embedment depth depend on aggregate-emulsion interaction, whereas rutting depends on the type of aggregate. Proper selection of aggregate and asphalt emulsion is important to maximize aggregate retention in chip seal. Chip loss also results from a lack of compatibility between the aggregate and asphalt emulsion. Results indicate that retention of aggregate depends on the prevailing charges of aggregate and emulsion particles. Moisture condition of the aggregate does not have any effect on chip loss. A new sweep test machine has been developed to assess chip loss, and it was found to be better than the sweep test currently recommended by the American Society for Testing and Materials (ASTM).
