Second, if a European executive order is emerging, how can we explain everyday decision-making processes within it? The goal of this book is two-fold: First, it identifies key institutional components of an emergent European executive order. The nucleus of this order is the European Commission. The Commission, however, is increasingly supplemented by a mushrooming parallel administration of EU-level agencies and EU committees. This book provides fresh empirical survey and interview data on the everyday decision-making behaviour, role perceptions, and identities among European civil servants who participate within these institutions. Secondly, this book claims and empirically substantiates that an emergent European executive order is a compound executive order balancing a limited set of key decision-making dynamics. One message of this book is that an emergent European executive order consists of a compound set of supranational, departmental, epistemic, and intergovernmental decision-making dynamics. Arguably, a compound European executive order transforms the inherent Westphalian order to the extent that intergovernmentalism is transcended and supplemented by a multidimensional mix of supranational, departmental and/or epistemic dynamics. This book also theoretically explores conditions under which these decision-making dynamics gain prevalence. It is argued that the decision-making dynamics emerging within an emergent European executive order are conditioned by the formal organisation of its composite parts and by the patterns of social interaction that emerge among its civil servants. Political processes and political systems can neither be adequately understood nor explained without including the organisational dimension of executive orders.

Book excerpt: Climate change, economic crises, migration, and terrorism are among the many problems that challenge public governance in modern societies. Many of these problems are spanning political and administrative units; horizontally, vertically, and both. This makes public governance particularly challenging and turbulent. Since public governance mainly takes place through public organizations, like international organizations, ministries, and regulatory agencies, this book examines what difference organizational factors make in the governance process. The volume launches a general organizational approach to public governance. It outlines key theoretical dimensions that cut across governance structures and processes horizontally as well as vertically, thus paving the way for integrating separate empirical analyses into a coherent theoretical whole. Moreover, the organizational (independent) variables outlined in this book represent classical dimensions in the organization literature that are generic in character. This allows for generalizations across time and space. The volume also examines (organizational) design implications: By building systematic knowledge on how organizational factors shape governance processes on the one hand, and how organizational factors themselves might be deliberately changed on the other, the book offers a knowledge base for organizational design.

Book excerpt: To participate in the multi-level system of government in which Portugal is now embedded (Teixeira and Pinto, 2012) requires European political capital as well as national political capital. European political capital is the knowledge required to deal effectively with the complex institutions that make the decisions of European Union. It consists of a mixture of the political skills, knowledge and experience that individuals can acquire by working in Brussels. For Portuguese it requires working with foreigners in a foreign language. It is an asset that qualifies people to be part of the EU decision making game. European political capital does not guarantee influence, but without it people will be on the sidelines rather than players in the Brussels policy community. To ensure that decisions that Portuguese agree to in Brussels will be accepted by the Portuguese government requires national as well as European political capital.^While all politics is about expressing different points of view and negotiating to arrive at mutually agreed decisions, EU politics is different in that bargaining takes place among multi-national groups. Three Brussels institutions are critical in giving Portuguese the opportunity to acquire and make use of European political capital: the European Commission, the Brussels office of the Permanent Representative (PERMREP) of the Portuguese state; and the European Parliament. The first of these institutions has a de-nationalizing effect, since Commission staff are meant to give their first loyalty to the goals and priority of the European Union itself. The PERMREP's Office and the European Parliament have a multi-nationalizing effect, since agreements made with the participation of Portuguese must also have the approval of representatives of more than a score of member states. As EU citizens, Portuguese are eligible to become supra-national civil servants in the European Commission.^Its staff is often described as faceless bureaucrats; while they are usually anonymous they are not bureaucrats. Commission officials are active participants in the policy process with the exclusive right to initiate the legislative proposals and directives that go to the European Parliament and the Council for approval. They also monitor how member states implement decisions taken at the EU level.
