Nuclear power is, however, the notable exception. Over the past half-century, several inquiries have recognised the potential benefits and possible advantages of a local nuclear industry but a single nuclear power station has yet to proceed beyond the concept stage. Submarines represent the most extensive application of nuclear power throughout the world, other than for industrial and household use. In 2016, the Australian Government announced that the 12 French-designed Attack class submarines replacing the ageing Collins class would be 'regionally superior' but conventionally powered. Nuclear propulsion was not considered. This collection of thoughtful essays by highly experienced policy-makers, nuclear engineers, energy analysts and strategic planners considers the case for establishing an Australian nuclear industry, starting with the acquisition of nuclear-powered submarines to meet Australia's rapidly changing defence needs. The contributors call for an informed discussion of nuclear power that transcends the ideological rigidities of the 1980s and 1990s. Their insightful views provide a firm foundation for a continuing conversation the nation cannot avoid. It also proposes a structure for the Australian Submarine Agency that ensures robust nuclear stewardship is designed into its everyday operation, including in-built internal and external independence from mission imperatives. This work contributes to the broader discourse on nuclear energy in Australia and hopefully will serve as a foundation for future research in the rapidly evolving field of nuclear engineering and technology.

We sold, and continue to sell, uranium abroad, but rejected plans to build nuclear reactors in Australia. We switched from wanting our own nuclear weapons during the Cold War to giving strong support for a sane international non-proliferation regime. But now the narrative needs updating. Since the attack on the World Trade Centre in 2001, an increasingly uncritical acceptance in Canberra of Washington’s war-fighting policies — nuclear and conventional — has encouraged the very things that Australia once so vigorously and moralistically opposed. The latest step was taken at the end of 2021 with the announcement that the Navy will acquire nuclear-propelled submarines from either the UK or US. If the deal ever goes through, these submarines will likely be deployed as part of an American strategy to contain China. But if successive US administrations continue to vacillate in their policies towards their allies, or are unable or unwilling to defend us, Australian hawks may see arming the submarines with nuclear weapons as the only way Australia can defend itself against a resurgent China. Richard Broinowski concludes that Australia’s foreign policy has become militarised, with key departments and militant think-tanks in Canberra calling the shots in pursuing an aggressive policy towards China. Such activities profoundly endanger Australia’s own security.
