Specifically, this thesis documents the background and presents an assessment of the program. The author conducted 34 focused interviews--four of these interviews were conducted with key personnel involved in the founding and implementation of the Senior Enlisted Leader Program in its early years. The other 30 interviews were conducted with the 30 current Senior Enlisted Leaders to gain insight into the current operation of the program from their perspective. The data analysis yielded eight themes related to the Senior Enlisted Leader Program. Six of these themes present positive aspects of the program, and two of these themes address areas for improvement. Overall, the data suggest that the Senior Enlisted Leader Program has had a significant positive impact on the leadership development of midshipmen and the Naval Academy as a whole.

To attract higher quality officers to serve as company officers for the Brigade of Midshipmen and to provide officers with an opportunity for an advanced degree, the Leadership Education and Development (LEAD) Program was established in 1997. This program allows Navy and Marine Corps officers to receive a Master of Science in Leadership and Human Resource Development from the Naval Postgraduate School. After the first year, the program graduates serve two years as company officers and work closely with the midshipmen of the brigade. This research uses data obtained from semi- structured interviews and self-administered questionnaires of 27 LEAD program graduates. It focuses on the perceptions of graduates concerning the perceived strengths and weaknesses of the program, and makes recommendations for change and improvement. This research adds to the body of knowledge and recommendations that exist and serves as a five-year retrospective on the perceptions of the effectiveness of the program and whether or not the program is perceived to be meeting its goals.

This study is a formative evaluation of the Leadership Education and Development (LEAD) program. Its purpose is to determine the strengths and weaknesses of the program, whether the graduates perceive that their leadership skills changed as a result of the program, and provide recommendations for improvements to the program. A literature review includes a discussion of educational program evaluation and qualitative measurement procedures. Interviews were conducted with all members of the first graduating LEAD class. It was found that the graduates believe that the program was beneficial, had a positive effect on their leadership styles, and with some modification, will be a useful tool in educating Company Officers. It is recommended that coordination and communication between and among NPS and USNA staffs be increased to reduce redundancy within the curriculum, take full advantage of LEAD's proximity to USNA, and obtain a common understanding of LEAD program effectiveness criteria.

The author interviewed and surveyed 59 members of the chain- of-command using four interview questions and a trait questionnaire to address several research questions: the purpose of the role of the Company Officer; critical traits needed to perform the job; examples of effective Company Officer behavior; and skills learned by Company Officers. By comparing the interview and questionnaire responses the author determined that significant congruency exists throughout the chain-of-command. Study participants believe Company Officers are essential in developing midshipmen. Company Officers need to be honest, role models, mentors, approachable, loyal, respected and consistent to be effective. By being involved in company activities and spending time with midshipmen Company Officers are best able to be effective. While fulfilling the role Company Officers learn leadership, personnel management and self-awareness. There are two divergent perspectives in the chain-of-command: (1) a minority of Senior Enlisted Leaders believe there are some low-quality officers serving as Company Officers, and (2) a minority of Company Officers feel they are not being professionally developed by their Battalion Officers. Each of the findings are discussed in detail, and quotations from interview are provided to give the reader deeper insight. The author's conclusion is that there is significant congruency throughout the chain-of-command but there are small changes that need to be made to create a more effective and efficient leadership team.

In the age-old debate as to whether leaders are born or made, Thomas contends that the answer is both. Great leaders throughout history were born with certain capabilities. Leadership, as an ill-defined social science, crosses boundaries with several disciplines including sociology, psychology, philosophy, and history. The process of developing leadership styles, however, is not easy and it requires a prodigious amount of determination, time, and planning from prospective future leaders. It also requires military training institutions to align their curriculums to promote leadership, as well as, to provide guidance and mentoring in order to help develop these future leaders. One way to help develop leaders is to provide examples of both successful and flawed military leadership styles. There are many cases of each in American history. In particular, World War II leaders Admirals Ernest J. King and Chester W. Nimitz provide contrasting examples of naval leadership. An examination of the leadership styles of these two naval officers provides useful examples which future leaders can consider when reflecting on their own leadership styles. After careful review, it soon becomes evident that the leadership style of Nimitz closely aligned with the leadership styles of Generals George C. Marshall and Dwight D. Eisenhower, two World War II leaders I closely examined in my previous Master’s thesis. In addition, it also becomes evident that King was a diametrically different leader from these three leaders. He provides an example of a leader who was cold, harsh, and morally bankrupt. As result, reviewing the leadership styles of these World War II leaders will benefit future leaders as well as those they lead.

Those studied are former midshipmen from the classes of 1980 through 1985 who were carefully screened by USNA's leadership selection process to hold significant leadership positions in their final year at the Academy. Using data compiled from several sources, non-linear logistic regression methodology is employed to determine statistically significant actors for selection and whether such individuals have a statistical advantage in later promotion as officers. Qualitative data in the form of surveys are used to analyze current midshipmen satisfaction with the selection process and recent midshipmen leaders. Results indicate that these midshipmen leaders were the most promising candidates for admission to the Academy and the most successful midshipmen in all areas of performance, especially academics and military conduct grades. They also are found, as a whole, to have a higher promotion rate at the Commander promotion board. However, analysis of the views of recent midshipmen and midshipmen leaders indicates that other measures, such as peer and subordinate evaluations, may improve the process of identifying the most promising leaders and role models for the Brigade of Midshipmen and the U.S. Navy.
