The study was aimed at examining the Mezard indigenous institution of conflict resolution. The research design employed for this study was case study research design. To this end purposive sampling design was used, employing 24 total sample sizes. Its composition was from indigenous judges, court leaders, to explore the sustainability of the institution, the enforceability, strengths and weaknesses and its role in maintaining peace and stability in the area. This study was conducted using unstructured interview as the main data collection instrument along with focus group discussion employing open ended questions to supplement the data gathered from the key informants. Accordingly, the study finding shows sustainability of the institution is being in formidable challenges, this is mainly because of its less attention on transferring the practice to the young generation and some forces of modernization, etc. With regard to enforceability, the decisions passed by the institution are found to be high in being accepted by the community of the study area. In order to integrate Mezard indigenous conflict resolution mechanism with the formal court legalizing their role and defining their jurisdiction is so important. In addition advancing affirmative action, increasing the income of women by creating new job opportunities, give chance the youth to decide on their matters continually, raising finance generated from the community, etc can help the sustainability of the Mezard institution of conflict resolution. Since then, Ethiopia is declared as a federal state encompassing various ethno-linguistic groups. Accordingly, the federation has comprised nine regional states and two city administrations. One of the members of the federation is the Southern Nations, Nationalities, and Peoples Regional State. The Southern Nations, Nationalities, and Peoples Region witnessed interethnic disputes such as identity, border and resource conflicts that caused unnecessary consequence. In the 2001constitution adopted by the Nations, Nationalities, and Peoples of the Southern Nations, Nationalities, and Peoples Region, the Council of Nationalities was institutionalized with a number of constitutional mandates of which dispute management and resolution is the prominent one. It is in light of this power that aims at examining how the Council fulfils this constitutional mandate. For the accomplishment of the objective of the study, largely secondary data and primary data obtained through unstructured interviews were used. In doing so, some cases entertained by the Council of Nationalities is analysed. The Council of Nationalities entertained a number of interethnic conflicts and resolved them accordingly. With regard to this, the Council of Nationalities engaged in numerous inter-ethnics conflict resolutions submitted to it by the respective contending ethnic groups. The conflicts have been managed and resolved mainly through deploying security force and round the table discussion in collaboration with indigenous conflict resolution institutions. But when we see its achievement in discharging its mandate properly, delays to make decision timely, late to intervene in conflicts, and absence of early warning system to provide information timely are some among the failures of CoN. Therefore, though there are some achievements in rendering peace education in some parts of the region, the Council of Nationalities has deficiencies in discharging its duties; conflict management and resolution aspects of its responsibilities in particular.

Indigenous people, the so-called Aborigines, modern and popular cities, beautiful beaches and an exotic flora and fauna and certain sights, such as Ayers Rock for example, account for a stereotypical representation of the land which in fact holds more appeal if you only take a closer look. These associations are very superficial and originate from a Eurocentric perspective, a term that will appear again later in this essay. Whether you regard Australia and its outline on the map as being on the southern hemisphere for example, simply depends from which angle of vision one looks at the country. Since the emergence of the Mercator Atlas, a certain view of the world has been established. Today, this view is still perceived as dominant and correct and is supposed to reflect reality. It’s the underlying ideology of western European countries whose ideas of structuring the world by mapping and timing have also influenced the Australian continent. More importantly, the colonists defined their identity by demarcating them from other cultures. What didn’t conform to European standards wasn’t perceived right and therefore had to be changed in order to adapt to conventional norms. Even today the connection between Australia and its former ruling British center and the impact of colonialism on post-colonial Australia becomes visible in everyday life and is also manifested in cultural discourses such as literature and film production. The aim of this essay is to give an outline of the terms imperialism, colonialism and post-colonialism, their relationship and influence on the colonized country Australia and its impact upon the representation of indigeneity and race. Before concrete representation of characteristics that have to do with indigeneity and race will be examined, the reader will be provided with some background information to better understand the sometimes conflicting topic and its deep-set causes. The term representation will also be explained in detail, because it entails a process of seeing and perceiving the world from a dominant perspective that explains a certain depiction of instances such as the indigenous people. Fiscal decentralization is core component of decentralization that gives an autonomous authority to local governments a revenue and expenditure assignments. Though fiscal decentralization has given revenue raising and spending decision powers to lower levels of government, the implementation process has often been a discouraging task for many local authorities in the developing world. In the case of Ethiopia, decentralization has been implemented since 1991. However, vertical as well as horizontal fiscal imbalance still persists at different layers of government. Therefore the core objective of this paper is to assess the causes and consequences of fiscal imbalance in Tigray, focus on Wukro & Maichew. In order to collect the required data, both primary and secondary sources are used. In addition with this, the research also applies qualitative approach and using case study design. Accordingly, at region level, the region only covers 29% of its total expenditure in the last six years. In line with this, Wukro and Maichew Wereda are among the Weredas in Tigray which faces the problem of fiscal imbalance. While Wukro Wereda covers 14.5% of its total expenditure from internal revenue and Maichew only covers only 11.3% of its expenditure. Poor revenue assignment, huge expenditure responsibility, geographical and topographic characteristics and inadequate capacity building activities to raise revenue in the study areas are the causes of fiscal imbalance in the study areas. Restricting expenditure opportunity, affecting service delivery and causes incomplete plan are the major negative implication of fiscal imbalance in the study areas. Accordingly, extending the revenue authority, identifying prioritized expenditure responsibilities, and consolidating intergovernmental fiscal transfer are among the recommended ways of tackling fiscal imbalance in the study areas.

It looks and measures the participation of ‘non-indigenous’ people in public decision making and assess the ‘indigenous’ vs. ‘non-indigenous’ composition of institutions of Bambasi Woreda’s administration and normative instruments for the accommodation and consideration of the right to political participation of ‘non-indigenous’ people. In investigating reliable data, the researcher utilizes the qualitative research approaches unstructured in-depth interview, key informant interview and field observation as data collection instruments, in combination with different documents and articles. As findings of the study reveal, the right to political participation has been shortened by normative and institutional constraints that range from the federal up to the Kebele administration level. Hence, it is highly recommended that there must be a structural change that helps to establish an inclusive normative and administrative institution which ranges from the reconsideration of ‘non-indigenous people up to a constitutional amendment and complete re-institutionalization of the administration.

Human communication is based on features that describe an event and capture emotions, needs, interests and fears. Language is used to resolve or escalate dispute. Opara (2016) asserted that People from different culture and social units perceive the world through the lens provided by their distinctive languages. Meaning that language provides a repertoire of words that name the categories into which the language users have divided their world. In fact, definitions of words are linguistically, culturally and contextually bound. Words carry meanings that make sense to members of a shared social environment. Conflict resolution relies heavily on word choices. Here language is key to dispute resolution because it is the words human beings in the world use as an accelerator to harmonious living or existential war fronts. There is an assumption in Kenya that conflict is best resolved when people can speak in one "nativity," for instance, the kikuyu when faced with conflict can best sort out the issue in their native language because of the semiotics of the conflict. There is linguistic consistency where all the words used add value to the discourse. The researcher posits that in a country like Kenya, were national conflicts build from local dialectics, Kiswahili can be the unifying factor and a conflict resolution tool. Kiswahili as a trade language in Eastern Africa does accommodate the diversity of culture and language use. The paper explores the strengths of Kiswahili language in intercultural conflict resolution, and emphasizes the need to consider the uses of the language in national and transnational conflict resolution.

The study was conducted using descriptive study design. Both quantitative and qualitative data collection methods engaged. Quantitative data was collected from 80 beneficiary youth organized under job opportunity creation program and qualitative data was collected by interview with 10 respondents which of expert of Job Opportunity and Food Security Agency, woreda leader and managers in six Kebelles and 3 field observations was conducted. After data was collected then edited, coded and enter in to SPPS computer software and micro soft Excel as instruments of data entry and data interpreting. The analysis was done using descriptive statistics tool (like frequency, tables, percentage), data was presented by using graphs and summarizing. The major findings are: most of the respondents’ gender was males those are the age category of 26-29 years and most of them are single with high school education background. The challenges in implementing rural youth economic development package particularly in job creation opportunity program challenged by Limited knowledge and skill in leaders and experts, Inadequate Stakeholder integration, Lack of monitoring and evaluating practice to implement youth package, Insufficient credit services for youth and Lack of local community support. the prospect of rural youth economic empowerment were long and short term plan. The major Strategies to improve rural youth economic empowerment were the government should be strongly introducing youth policies, highly monitoring and evaluation in implementing youth development package, good education and training that focus to improve rural youth economic empowerment and improve credit service. Finally, the researcher has recommended that participation and coordination of all concerned bodies and stakeholders are very important in supporting to empower rural youth economically.
