Book excerpt: Master's Thesis from the year 2009 in the subject Agrarian Studies, grade: 3.5, Makerere University (College of Agriculture & Environmental Sciences), course: Master of Science in Agribusiness Management, language: English, abstract: It is crucial that formulation of market enhancing policies to improve performance hinges on a better understanding of the local market functioning. Comprehensive market performance is better understood by studying the extent of spatial market integration which in turn is affected by communication factors like telephony growth and extension services within the marketing system. Extension services are important in influencing levels of production and dissemination of trade information of both the inputs to and output from the enterprise. Unfortunately very little was known about how rice price transmission takes place. Given the importance of rice (as a food security crop & source of income) to the rural poor, many organizations have promoted it among rural farmers for improving their welfare, it was imperative that its price movements is studied to inform policy makers & implementers on the status of its spatial market integration. The primary objective of this study was to evaluate the spatial market integration of rice markets under improving communication infrastructure particularly extension services (NAADS program) and telecommunication industry growth. This study specifically evaluated the degree of spatial market integration and strength of integration using bivariate analysis, Johansen Multiple test, and granger causality relationships. It also determined the impact of NAADS program and telecommunications on spatial rice market integration. Impulse response functions were generated to determine how long shocks in Kampala market can be eliminated in peripheral markets. Weekly prices data from sixteen markets from 2000 to 2006 were divided into three phases; full sample, pre – NAADS expansion and post NAADS program expansion to enable the study to capture the impact of these communication infrastructure. Results from this study indicate that the markets are spatially integrated and with an incredible speed over the study period. Comparatively, there was more co integration and interdependence of rice markets in the post-NAADS expansion phase than the pre – NAADS expansion phase. A further analysis of the markets using multivariate analytical approach revealed a growing rice economic market constituting eight markets; Kampala, Jinja, Iganga, Lira and Rakai including Gulu, Mbale and Soroti markets with which growth began in the pre-expansion period. Book excerpt: The liberalization of the agricultural sector in general and the rice sub-sector in particular has been a major component of Bangladesh's structural adjustment program initiated in 1992. However the government continued to intervene in the rice sub-sector. This thesis examines whether the regional rice markets have become spatially integrated following the liberalization of the rice market. Johansen co-integration test indicated that there are at least three co-integration vectors indicating rice markets in Bangladesh during the study period are moderately linked together. The short run market integration as measured by the magnitude of market interdependence and the speed of price transmission between the divisional markets has been weakly integrated. Although there has been a rapid emergence of private traders, the emergence of a vibrant trading sector that would fill the gap left by the state has been slow. Traders are segmented in their trade and in general they are buying rice from within the markets and neighboring markets and sell it to deficits markets. This study should be useful to researchers and professionals in the field of marketing and agribusiness.

Book excerpt: Rice is becoming increasingly important for Ugandan farm households, both as a cash crop and staple food. Rice production in Uganda increased from about 110,000 tons in 2000 to about 237,000 tons in 2014 and the share of rice in total consumption also grew over time. Previous research as part of the PASIC project, a policy action project funded by the Embassy of the King-dom of the Netherlands in Uganda and led by the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) with support of IFPRI, the International Institute of Tropical Agriculture (IITA), and the Economic Policy Research Centre (EPRC), suggests that a lack of knowledge may be an important constraint to sustainable intensification among rice growers in eastern Uganda. In-deed, rice growing is a complex activity that requires substantial technical and managerial know-how. Successful rice growing involves a range of activities, such as leveling of fields, construction of bunds and canals, sowing in nurseries, transplanting, water and nutrient management, threshing, drying, winnowing, and milling. To get high yields, all of these activities need to be performed according to recommended practices and at particular points in time. In addition, rice growing involves complex inter-temporal decision making, where money and labor invested today needs to be compared to uncertain earnings in the fu-ture. Hence, farmers need to be informed about, for instance, the cost of fertilizer and the expected return to its use on rice, or about the expected benefits of investing time in field preparation.

Book excerpt: Applying the maximum-likelihood method of co-integration, this study analysed spatial market integration between an adjacent rice surplus market (India) and deficit markets (Bangladesh and Nepal). The main focus is on the government policies of these three rice-producing countries which have been imposed to reduce domestic price volatilities in rice markets during the recent 'global food crisis' in 2007-2008. The co-integration tests find that domestic rice prices of India, Bangladesh and Nepal are integrated both in short-run and long-run periods despite the imposition of export restriction policies by India. The reason that prices are transmitted so effectively is most likely to be the widespread informal cross-border trade through the porous borders among India, Bangladesh and Nepal.

Book excerpt: This paper investigates the extent of price transmission from international to domestic markets for selected agricultural products in Uganda, so as to assess the likely impact of increased market access on agricultural household poverty in rural Uganda. The study applies a variety of econometric techniques to assess the various components of market integration using monthly data over the period 2000 through 2004. The results indicate that there is price transmission from world market prices to border prices in the case of cotton, tea and tobacco. However, there is insufficient evidence of price transmission from border prices to producer prices. We also found evidence to support the null of no price transmission from border to producer prices for the non-traditional exports of beans, maize and banana, which are mostly exported to the regional market. We recommend that Government should strengthen the information network on agricultural marketing and distribution so as to reduce exploitation of smallholder farmers by well-informed middlemen. Government should also strive to increase investment in the agricultural sector so as to improve marketing and transport infrastructure.

Book excerpt: The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. As a result, more appropriate policies can be put in place to ensure more stable food supplies in the future. Published with the Food and Agriculture (FAO) Organization of the United Nations

The technique of Gonzalez-Rivera and Helfand (2001) is used to identify common factors across various markets. It is discovered that market integration is far from complete in India and a major reason for this is the excessive interference in rice markets by government agencies. As a result it is hard for scarcity conditions in isolated markets to be picked up by markets with abundance in supply. A number of policy implications are also considered.

Book excerpt: Emerging Development of Agriculture in East Africa offers case studies that find promise in many new innovations. Farmers in Uganda have quickly learned the management of NERICA rice (a new upland rice variety), which is being disseminated in a limited way in the region. Also in Uganda, farmers living in more remote areas have improved access to markets due to the expansion of mobile phones. In Kenya, improved milk marketing systems have increased efficiency and led to tangible increases in the adoption of dairy production technologies. And the adoption of intensive dairy production systems in Kenya and Uganda are providing significant amounts of manure and positively impacting yields of maize and banana.

Book excerpt: In The Nigerian Rice Economy the authors assess three options for reducing this dependency - tariffs and other trade policies; increasing domestic rice production; and improving post-harvest rice processing and marketing - and identify improved production and post-harvest activities as the most promising. These options however, will require substantially increased public investments in a variety of areas, including research and development, basic infrastructure (for example, irrigation, feeder roads, and electricity), and rice milling technologies.
