Book excerpt: This thesis discusses the essential features of an alternative to the current variable housing allowance (VHA) program, which is called the variable compensation program. The outline of the variable compensation program begins by assuming a typical servicemember has a Stone-Geary utility function. Next, it derives this typical servicemember's implied expenditure function. This expenditure function is a function of the prices of two composite commodities, housing and nonhousing goods and services, and the level of utility provided by the member's regular military compensation. The parameters of this function are the respective subsistence quantities and marginal budget shares of the two composite goods. The subsequent sections of the variable compensation program outline discuss: (1) techniques to estimate these parameters, (2) the methodology of determining the appropriate levels of utility for the various military paygrades, (3) techniques to estimate the geographic price levels of housing and nonhousing goods and services, and (4) potential sources of data required by this program. This thesis concludes with a discussion of the advantages of the variable compensation program over the current VHA program as well as possible areas of expansion to make this program a more sophisticated analysis of military compensation. Book excerpt: This paper evaluates six housing programs: two supply-subsidy programs (cost reduction and public housing), two recent-regulation programs (Section 8 existing, housing assistance and rent control), and two demand-subsidy programs (housing allowances and unrestricted cash grants). It compares the ability of those programs to (a) improve housing in general, (b) reduce poverty, and (c) improve low-income housing in particular. Different programs do best on each objective. Giving money to housing (cost reduction) does best on the housing-improvement objective. Giving money to poor people (unrestricted cash grants) does best on the anti-poverty objective. Giving money to poor people and earmarking it for housing (housing allowances) does best on the low-income housing objective.

It posits two basic societal objectives - one to increase the general utility (well being) of individuals (either everyone or only low-income individuals) and the other to increase individuals' consumption of housing. Two basic types of housing allowances are evaluated against the posited objectives: - a subsidy equal to some fraction of actual shelter expenditures (percent of rent plan); - a subsidy equal to the difference between some norm shelter expenditure and a fraction of income (income gap loan). The evaluation itself employs a computer simulation of a small economy. There are five classes of individuals in the society, each representing a different part of the economic spectrum. It is assumed that each is a utility maximizer.
