Book excerpt: The No Child Left Behind (NCLB) Act (2001) has created a high stakes accountability climate by setting federal mandates for increasing levels of student achievement in the Kindergarten through twelfth grade public education arena. Consequently, schools and districts who fail to meet Adequate Yearly Progress guidelines are subject to progressive degrees of corrective action. As a result, the role of educators takes on an even greater importance as educational researchers and policymakers seek reforms to meet the new demands placed on teachers. One model showing great promise is the professional learning community (PLC) model. Researchers continue to examine whether or not PLCs may be the impetus for increased student achievement and a possible support structure leading to the closing of the achievement gap. While these studies have been crucial in identifying effective, research-based PLC practices, they have largely ignored the fact that many schools continue to struggle in implementing and sustaining PLCs. This seems to suggest that PLC success may be determined by other factors. Using surveys, one-on-one interviews, and documentation to triangulate the data, this mixed-methods study examined the relationship between PLCs, collective efficacy, and transformational leadership. This study utilized the conceptual frameworks of DuFour and Eaker's (1998) PLC model, Goddard's (2002) collective efficacy construct, and Leithwood's (1994) transformational leadership model. This case study examined one district in Central California that successfully implemented the PLC model for the past five years. The quantitative phase resulted in 297 usable surveys containing items exploring PLC and collective efficacy characteristics. Findings suggest that there is a positive relationship between PLCs and collective efficacy as reported by descriptive, correlation, multiple regression, and structural equation modeling tests. A qualitative phase was also conducted through one-on-one interviews with teachers and principals at two K-5 and two K-8 schools demonstrating higher and lower levels of collective efficacy and more and less effective PLC teams adding depth to survey results. The data indicated that transformational leadership is essential in building and sustaining the PLC process. Findings also provided evidence that the more effective PLC teams had higher levels of perceived collective efficacy.

Book excerpt: Professional Learning Communities (PLC) are considered best practice, but additional research was needed to examine the relationships necessary to build and sustain PLCs. The purpose of this correlational study was to determine if there is a relationship between the perceptions educators have about their PLC and the level of relational trust among its members. Scores for the analysis came from two surveys, The Professional Learning Community Assessment-Revised and The Omnibus T-Scale (Hoy & Tschannen-Moran, 2003). The sample consisted of 104 educators in 3 school districts in Iowa, Illinois, and New York; each was awarded model PLC distinction. Each teacher completed both surveys and provided additional demographic data. To examine if the dimensions of a PLC would predict the 3 elements of trust, the researcher used 3 standard multiple regressions. Descriptive statistics about the variables were calculated. Results from the Pearson product-moment correlation coefficient (Pearson’s r) analyses demonstrated significant correlations existed between a teacher’s understanding of the dimensions of a PLC and the three dimensions of trust. Dimensions of a professional learning community (PLC) statistically significantly predicted trust in principal, trust in colleague, and trust in stakeholders. Significant evidence allowed the researcher to reject the null hypothesis. Four variables made individual significant contributions: shared and supportive leadership, supportive conditions- relationships, shared personal practice, and collective learning and application. Building and nurturing trust among its members is key to building and sustaining effective PLCs. School or district administrators planning to develop or sustain PLCs must evaluate the key dimensions, while encouraging a culture of trust.

Cultural Historical Activity Theory (CHAT) is one of several theoretical frameworks that became very popular among educational researchers because it conceptualizes individuals and their environment as a holistic unit of analysis. It assumes a non-dualistic ontology and acknowledges the complexities involved in human activity in natural settings. Recently, reputable journals such as the American Psychologist, Educational Psychologist, and Educational Researcher that are targeted for a wide-range of audience have included articles on CHAT. In many of such articles, CHAT has been referred to as social constructivism, sociocultural theory, or activity theory. Activity systems analysis is one of the popular methods among CHAT researchers for mapping complex human interactions from qualitative data. However, understanding the methods involved in activity systems analysis is a challenging task for many researchers. This difficulty derives from several reasons. First the original texts of CHAT are in Russian and there have been numerous authors who report on the difficulties of reconciling translation problems of the works of original authors’ such as Vygotsky and Leontiev. Second, in North America activity systems analysis has deviated from the Russian scholars’ intentions and Engeström’s original work using the triangle model to identify tensions to overcome and bring about sociopolitical change in participant practices. Third, to this date there are numerous publications on the theoretical background of activity theory and studies reporting the results of using activity systems analysis for unpacking qualitative data sets, but there have been no methodological publications on how researchers engage in activity systems analysis. Thus, there is a dearth of literature in both book and journal publications that guide researchers on the methodological issues involving activity systems analysis.
