Its primary purpose is to help policy makers evaluate the changes that might occur in USAF work groups if the mix of men and women were altered. The study examines four general outcome measures: individual commitment to the work group and to the Air Force, individual performance and availability, group performance and morale, and sexual harassment. The Organizational Assessment Study is the largest and most encompassing examination of the effects of women that the Air Force has sponsored. The timing of this research is opportune. From 1973 to 1980, the percentage of enlisted women in the Air Force increased fourfold to just over 11%. Several tables are included in the Analysis.

Book excerpt: This report specifies a person-job assignment model simulating a nationally representative Air Force specialty (AFS) assignment process for male and female 18 to 23 years olds in the national manpower pool qualified and willing to serve in the Air Force. The model has a robust capability to forecast results by AFS given variations in any major element of either Air Force accession requirements, or the characteristics of the available supply of qualified men and women. The report contains several tables by AFSC. In general, each of the results indicate a higher net qualification/willingness-to-enlist rate for males than for females. A higher percentage of males meet Air Force basic mental/education requirements. Males tend to score higher on the Mechanical, Electronic and General composites. Females outscore males on the Administrative composite. A higher percent (approximately 10%) of males are able to pass the minimum medical requirements. Increased 'X' factor physical requirements decrease female qualification. Males, at present, are almost two and one half times as willing to enlist than females.

Gender considerations are highlighted where they exist. Appendix Three was about Minuteman/Peacekeeper crews, and concentrated on impacts of women on mission effectiveness, cost, equal opportunity in career progression, scheduling, and morale. The Air Force concluded that introducing additional stress into a demanding missile crew environment was not considered prudent. Therefore, the Air Force continues to support previous findings that did not recommend the mixed crew concept. The AF has determined that introducing females onto gender-specific crews is feasible and has initiated plans to implement this concept. This appendix provides a summary of the Force Projection Model (FPM) referenced in the body of the report. A brief overview on the general operations of the model is presented first, followed by a more detailed discussion of each aspect of the model.

Book excerpt: The research examines the premise that a reduction in the Air Force male recruiting requirement would substantially enhance the recruiting prospects of the other military services (principally the Army). The study was conducted as part of the concept formulation activities of the Project AIR FORCE Resource Management Program. The study concludes that, if the Air Force reduced its male enlistment requirement, most of the displaced male Air Force recruits would choose to remain civilians. Few would enlist in the other service branches. In particular, it is estimated that only 5 to 17 percent would enlist in the Army. Both individual intentions (what applicants and recruits say they would do or would have done if denied entry into the air Force) and individual behavior (what Air Force applicants have done who were ineligible for the Air Force but eligible for some other service branch or branches) were examined. We also used a multivariate enlistment supply model to predict the likelihood of an individual's choosing a particular service or civilian alternative; this model enabled us to determine the probable 'second best' choice of recruits who were eligible for the Air Force but were displaced by an accession policy that reduces the Air Force's male enlistment requirement.

Book excerpt: The purpose of this report is to examine the impacts of labor market trends on youth employment opportunities and military enlistments, and to review the determinants of enlistment contracts and related methodological issues. During the period 1979-1984, the number of military enlistment contracts that were high school graduates scoring relatively high in the Armed Forces Qualifications Test nearly doubled. This observation was very much contrary to predictions by many analysts in 1979. Some analysts are projecting that the volunteer military is not assured of survival despite its success during the past five years. There are numerous statistical models that have been developed to identify the determinants of military enlistments and to project the future course of enlistment contracts. Three of these models are reviewed in this study. General labor market trends are reviewed. Two time paths for enlistment contracts of high school graduates with relatively high test scores are generated for the period 1984 to 1993, the year that the size of the youth population ages 17-21 reaches a minimum. The outlook for the volunteer military is not bleak. The report concludes with an evaluation of enlistment model methodologies.

Focusing on the decade from 1972 to 1982, Judith Stiehm uses personal narratives, interviews, policy statements, and other material to explore the experience of American women in the military—their reasons for enlisting, their roles, their self-image, and the way they are viewed by civilians. Although there are now more than 200,000 women in uniform, Stiehm asks why the policies concerning enlisted women "so often appear to fly in the face of both logic and evidence." Her analysis of the effects of change in military policy on women of different ranks and ages reveals how certain functional myths (e.g., "war is manly") are challenged by the presence of women. The result has been an uneasy accommodation. Arms and the Enlisted Woman includes a vivid first-person account by a female veteran of one woman’s experience in the Air Force. Honorably discharged as a Staff Sergeant after six years of working as an airplane mechanic, this woman describes the struggle to be taken seriously and treated equally, and to excel in a non-traditional field. She also relates the joys of seeing a job well done and being part of a cohesive team. Her mixed reaction to her military career epitomizes the difficulty with which enlisted women have been assimilated. Stiehm also analyzes the rapidly shifting military policies concerning women as well as the reasons for certain erroneous but persistent beliefs about them, and remarks, "One thing seems to be certain.
