Available in PDF, EPUB and Kindle. Book excerpt: The advent of gaming on Indian reservations has created a new kind of tribal politics over the past three decades. Now armed with often substantial financial resources, Indigenous peoples have adjusted their political strategies from a focus on the judicial system and the Bureau of Indian Affairs (BIA) to one that directly lobbies state and federal governments and non-Indigenous voters. These tactics allow tribes to play an influential role in shaping state and national policies that affect their particular interests. Using case studies of major Indian gaming states, the contributing authors analyze the interplay of tribal governance, state politics, and federalism, and illustrate the emergence of reservation governments as political power brokers.

Book excerpt: It has been more than 25 years since Congress enacted the Indian Gaming Regulatory Act (IGRA) of 1988. Indian gaming stands today as a proven economic driver that empowers over 240 gaming tribes across the Nation to pursue the principles of Indian self-determination and tribal self-governance. The process of enacting IGRA was complex, but in the end, it has achieved a careful balance between the concepts of tribal sovereignty and States' rights. The gaming industry generates about $28 billion a year. In the state of Arizona, tribes collect roughly $1.8 billion a year in gaming revenues. Non-Indian communities in Arizona have also benefited under the Arizona Tribal-State Gaming Compact by receiving over $1 billion in gaming shared revenues since 2002 for a variety of public benefits, including education, local governments, tourism, trauma care services and wildlife conservation. Today's oversight hearing will revisit the importance of Indian gaming by highlighting its achievements and airing the challenges that exist today, chief among which are the performance and legal limitations of the National Indian Gaming Commission as the chief Federal regulator for Indian gaming, and the matter of off-reservation gaming.

Book excerpt: This essential reference work enables a deeper understanding of contemporary challenges in the lives of American Indians and Alaskan Natives today, carefully reviewing their unique problems and proposing potential solutions. American Indians face problems in their lives on a daily basis that most other Americans never contend with, and their challenges—which in some cases are similar to those of other minority groups in the United States—are still qualitatively unique. American Indians at Risk gives readers a broad overview of what life in Indian country is like, addressing specific contemporary social issues such as alcoholism, unemployment, and suicide. The author goes beyond detailed descriptions of the problems of American Indians to also present solutions, some of which have been effective in addressing these challenges. Each chapter includes a "Further Investigations" section that presents helpful ideas for additional research.
