Organizational culture also guides the organization's development and maintenance of internal processes and procedures that perpetuate adaptability and promote continued existence. Consequently, organizational culture has considerable impact on an organization's behavior at any given time, particularly on organizational effectiveness. However, little literature and even less data discuss the impact of organizational culture within military organizations and, more importantly, the impact that organizational culture may have on the development of an organization's leaders.In the present study, Dr. Pierce postulates that the ability of a professional organization to develop future leaders in a manner that perpetuates readiness to cope with future environmental and internal uncertainty depends on organizational culture. Specifically, the purpose of his study is to explore the relationship between the Army's organizational culture and professional development. He examines the degree of congruence between the Army's organizational culture and the leadership and managerial skills of its officer corps senior leaders. He uses data from a representative sample of such leaders while they were students at the Army War College, Classes of 2003 and 2004.At the macro level the results of his research strongly suggest a significant lack of congruence between the U.S. Army's organizational culture and the results of its professional development programs for its future strategic leaders. He bases his conclusion on iv empirical data that indicate that the future strategic leaders of the Army believe that they operate on a day-to-day basis in an organization whose culture is characterized by:* an overarching desire for stability and control,* formal rules and policies,* coordination and efficiency,* goal and results oriented, and* hard-driving competitiveness.However, sharply highlighting a pronounced lack of congruence between what they believe the Army's culture to be and what it should be (based on their development as future strategic leaders), the respondents also indicated that the Army's culture should be that of a profession, which emphasizes:* flexibility and discretion,* participation,* human resource development,* innovation and creativity,* risk-taking,* long-term emphasis on professional growth, and* the acquisition of new professional knowledge and skills.Clearly, the second set of cultural values and behaviors are much better aligned with the current and future demands of the Army's external strategic environment. Further, almost by definition, these 533 officers represent the future leaders of the Army. That is why their collective perceptions of the Army's professional culture and of their own managerial and leadership skills are of such significance to the Army.

Specifically, he recommends changes to the more informal aspects of the professional development program, such as the less than lifelong commitment to the Army profession, the "up or out" personnel policy, and the officer evaluation system which may be creating an underlying assumption that failure will not be tolerated regardless of the circumstances. Those conditions all are representative of "theories-in-use" that are incongruent with the concept of professionalism. As a result of the current culture, senior leaders may be exercising an excessive degree of structured supervision which reinforces the culture of stability and control despite, the formal education system which attempts to teach the opposite. Therefore, it is not surprising that junior professionals learn to distrust their senior leaders and to then subsequently perpetuate the cycle of over-control, or depart the profession altogether.

Policymakers focused on strategic design, but successful implementation depended on also managing political and cultural issues. Applying the Three Lenses provides useful insights about top-down standardization, bottom-up innovation, authority and leadership, and resource allocation.

Understanding the organization's culture or climate is an essential element in initiating any successful quality process. Cultural audits evaluate the current state of an organization, assessing a multitude of factors and can lead to fact-based, positive recommendations for improvement. The purpose of this research project was two-fold: identify the current cultural profile of Tripler Army Medical Center staff members to establish a baseline on the existing culture, and determine if any cultural differentiation exists among occupational categories. A quantitative and analytical methodology was used in evaluating the corporate culture. The data collecting instrument was a modified Litwin and Stringer Organization Climate Questionnaire which was distributed to a stratified random sample. Statistical analysis included both description and inferential methodologies. Tripler had a relatively positive cultural profile on seven of the ten construct variables. There was tremendous consensus between occupational categories on all variables. The lack of variation between groups indicates the climate described is strongly representative of the entire population. Benchmarking the current cultural blueprint against the desired cultural qualities is the basis for improvement programs.

The research for this book, accomplished using an inductive, grounded theory approach, examined the initiatives that fostered the use of OD intervention typologies. The findings revealed three major epochs of OD interventions that span a 50-year timeline. The epochs include: (1) Traditional OD; (2) Total Quality Management (TQM); and (3) Continuous Process Improvement (CPI). The epoch of Traditional OD represents the use of human process interventions while TQM and CPI represent the use of technostructural interventions. In the end, the relationship between organization design and culture, and the selection of OD intervention typologies, were best explained using variables that explicate diverse environmental occurrences that influenced senior military leaders’ perceived need for specific OD interventions. These perceived needs were predicated on the requirement to exploit vital resources in an effort to bolster warfighting operational readiness in support of the American citizenry.

Book excerpt: "If the Department of Defense (DoD) moves toward a more integrated employee health system, a foundation of information about the current system and requisite elements for such integration will be needed. The authors reviewed the research literature and DoD policy documents and interviewed DoD personnel to make several observations about the current state of safety and occupational health (SOH) arrangements in DoD. Currently, SOH policy cuts across several organizations at high levels in the Office of the Secretary of Defense, and SOH programs are implemented by each of the military services. Recently, leadership attention has focused on safety, mostly apart from occupational health, as a separate priority. DoD and the services have made efforts to increase coordination, including both high-level formal councils and through informal relationships among SOH practitioners. Health promotion and wellness have received considerable attention within DoD through periodic health assessments and educational programs, yet these areas have not benefited from the same increased coordination. As DoD contemplates a more integrated approach, the authors considered what DoD might learn from civilian experience with integrating employee health activities. To address this, the authors reviewed civilian models of integration to identify promising approaches and practices that might inform DoD efforts. The review of activities related to employee health in DoD -- including industrial hygiene, safety, health promotion and wellness, occupational health, and its relatively mature health information technology infrastructure -- indicates that there might be little need for DoD to introduce new programs but more need to make use of the information generated by the existing programs in a more coordinated, integrated manner." -- provided by publisher.
