The Marine Corps Commissioned Officer Accession Career (MCCOAC) data file contains cohort information from FY 1980 through FY 1999 and includes 27,659 observations. Using data from the MCCOAC data file, logistic regression and Cox Proportional Hazard models are used to estimate the effects of an officer2s PMOS on survival and promotion patterns of Marine Corps officers. The findings indicate that an officers PMOS is significantly associated with whether an officer stays until 10 YCS or is promoted to O-4 or O-5. Logistic regression results show that pilot PMOSs are positively correlated with surviving until 10 YCS, but are negatively correlated with promotion to O-4, when compared to Infantry. The results also find that the remaining PMOSs are negatively correlated with whether and officer survives until 10 YCS, when compared to Infantry. In addition, only three PMOSs (0402, 7202, and 7523) are positively correlated with whether an officer is promoted to O-4 or O-5. Finally, the Cox Proportional Hazard results show the effect of having a particular PMOS or occupational field on the hazards of separation and promotion.

Book excerpt: This thesis examines factors which influence the retention of male, company-grade Marine Corps officers (grades O-1 to O-3) who are within their initial period of obligated service. Data used combined responses from the 1985 DoD Survey of Officer and Enlisted Personnel and the respondents' 1989 status from the officer master fine maintained by the Defense Manpower Data Center (DMDC). Logit regression was used to measure the relative importance of a broad range of factors for retention. These included: biographic and demographic characteristics, tenure data, perception of external job opportunities, and satisfaction with various aspects of military life. Results indicated that the individual's marital/dependent status, commissioning source, military occupational specialty, race, and satisfaction with specific intrinsic and extrinsic aspects of the military job are most important in predicting the retention behavior of junior Marine Corp officers with no less than 12 months of service and no more than seven and one-half years of active service. These findings can provide manpower planners with information to project and manage future retention levels of company-grade officers and to identify possible shortfalls in critical occupational specialties.

Book excerpt: This analysis was conducted to determine whether the Enlisted Grade Structure Review (EGSR) has a significant effect on First-Term Alignment Plan (FTAP) retention requirements. It provides a background of first-term retention in the all-volunteer force by examining, not only the retention behavior of the United States military, but also the retention of Canadian and Australian military forces. Furthermore, it investigates elements of the Enlisted Career Force Controls Program. It provides an explanation of the pre- and post-EGSR skill grade flow rates and pay grade structure data used in the research. The current Marine Corps enlisted grade structure is compared to the proposed enlisted grade structure from the August 27, 2002 Officer and Enlisted Grade Structure Review to determine whether the EGSR affected FTAP retention requirements. The research found that the EGSR had a positive effect on FTAP. The EGSR changed many military occupational specialties to a logical pyramidal shape facilitating promotion opportunities. Marines will more likely remain on active duty when promotion opportunities are visible. Restructuring the enlisted billets into a pyramidal shape will support the Marine Corps' operating forces. Marine Corps operational readiness is increased when the number of Marines in the lower pay grades are available in sufficient numbers to support the next immediate pay grade. The research shows that a pyramidal shaped MOS structure naturally retains the required numbers to support the Marine Corps. Only retention-critical MOSs must still be supported by an SRB to ensure Marines are not drawn away from the Marine Corps by more lucrative offers in the civilian sector.

Book excerpt: This study analyzes the relationship between selection to major in the Marine Corps, and the survival of mid-grade officers to the promotion point of major, by investigating the effects of billet assignments. Specifically, this study looks at the influence of the percentage of time spent in the Fleet Marine Forces (FMF), the percentage of time spent in primary military occupation (PMOS) billet assignments, and the effect of having served in combat, recruiting, security forces, joint, and drill field duties. Models were formulated using groundwork established in previous promotion, retention, and attrition studies. Assignment variables were then introduced to the models. To account for officers' choice for continued service vice forced attrition, the sample was restricted to officers who had attained five years of service. Probit regression was used to find the influence of career assignments on the probability of selection; Heckman's correction was used to control for self-selection bias; and, Cox proportional hazard regression was used, utilizing the same assignment factors, to find the influence of assignments on the likelihood of attrition. The findings indicated that FMF and PMOS ratios above 60 percent had a negative effect on promotion and retention. Also indicated was that time spent outside the PMOS, in "B" billets, had a positive effect on retention. In a time of budgetary constraints, this information may provide assistance to personnel planners as an alternative to pecuniary measures used to maintain and shape the force.

Book excerpt: Skill shortages are inherent to the current Marine Corps officer promotion system, which selects unrestricted officers regardless of Military Occupational Specialty (MOS). A system that would select either by functional areas or by MOS would be more successful in providing the most well-balanced force, while still maintaining Marine Corps ethos. In an attempt to alleviate skill shortages, manpower planners have cycled through various force-structuring tools over the years to provide a "quick-fix" to skills that have become critically short, while others exceeded their limits. Yet, these tools have not been very successful in sustaining a well-balanced force. The biggest concern in changing the current system is loss of Marine ethos and the production of a "techno-geek" Marine Corps. Skill shortages and a perceived career path will exist as long as there are promotion boards selecting officers from each grade, regardless of their MOS. Selection by MOS or by functional areas are the best options to alleviate critical skill shortages. This paper will discuss possible courses of action within the officer promotion selection system to resolve these manpower issues of critically short MOSs of the unrestricted field grade officer corps. Specifically, the paper will provide a historical review of the Marine Corps officer promotion system, the process of the current officer promotion system, and a better understanding of how skill shortages develop and protract. It also will provide some background on force-structuring tools and address why they are inadequate in solving skill shortages. Following an analysis of the Marine Corps restricted officer boards, enlisted boards, and the officer promotion systems of the sister services, recommendations will be made and discussed in an order based on importance determined by the author.

A broad social science approach combining organizational and individual behavioral factors was used to model the turnover decision. A multivariate logistic regression model was estimated using these factors to determine their relative importance in explaining differences in the actual retention behavior of these officers. Subsequent models were then estimated to identify and explain differences in the factors affecting the retention between married and single personnel. Data for this study were drawn from a matched file of responses to the 1992 Department of Defense Survey of Officers and Enlisted Personnel and Their Spouses with 1996 follow-up retention information from the Defense Manpower Data Center's Master Loss File. The factors found to influence significantly the sample members' decisions to remain on active duty included: commissioning source; occupational specialty; deployment to Operation Desert Shield/Storm; satisfaction with various intrinsic aspects of life in the Marine Corps; concerns with the force drawdown; whether or not the officer had searched for civilian employment in the last twelve months; whether or not the officer believed that the skills he had acquired in the Marine Corps would be transferable to the civilian market; and the influence on the career decision of the officer's spouse. Finally, recommendations regarding future policy as well as areas for further related research were made.

From this war, the proverbial saying, Every Marine a Rifleman was born. For both grades, above average performance, personal decorations and graduating from the Naval Postgraduate School increased the likelihood of selection.
