DoD has the largest acquisition budget in the Federal Government. As such, DCMCs are extremely busy. With an increasing workload and a decreasing defense budget, more is being asked of the Government employee at a DCMC than ever before. The backlog of work and the host of changes in the way DoD is re-engineering its practices make it very difficult for a contract administrator to determine whom he or she is dealing with in the commercial sector. This Analysis was designed to find out whom it is that DoD does business with and determine what improvements to our business relationship can be found by studying the demographics of the customer. Two hundred six contractors chose to participate in the study, which provided a glimpse into the characteristics of one DCMC region.

Book excerpt: The purpose of this study is to benchmark DoD, large contract, supplier monitoring initiatives, specifically within the Defense Contract Management Command (DCMC), against 'best practice' private industry procedures. A methodology for identification and selection of 'best practice' firms was developed and acquisition procedures within Ford Motor Company, Motorola, Hewlett Packard, and Intel were reviewed. Commonalities between acquisition initiatives within these companies were identified as follows: early supplier involvement, centralized procurement, supplier monitoring and recognition, reduced number of suppliers, global sourcing, and long term contractor relationships. These initiatives were then compared to DCMC approaches and conclusions drawn regarding differences and recommendations made to improve DCMC procedures. Recommendations included; reducing DoD's supplier base through monitoring and reward, increasing use of long term supplier relationships, allowing global sourcing of products and refocusing on customer quality. A descriptive research method was used to answer the five investigative questions. These questions addressed the major themes and neglected topics, major contributing authors, focus, perspective, and evolution of the literature. The Delphi process of questioning was used to obtain expert opinion to support the purposefulness of the study and the definitization of the investigative questions. Once the Delphi process was completed, the investigative questions were developed. The literature analysis consisted of the review of 1,131 defense contract management articles published in the National Contract Management Journal and the Contract Management magazine. The study identified Federal Acquisition Regulation System as the most popular topic in the literature while topics of a legal nature had been neglected. The 14 major contributors had written over 50 percent of the literature had a conceptual focus and its overall perspective was primarily editorial. The analysis of evolvement of the Contract Management magazine indicated that defense contract management had closely followed current events over the years. Theses.

Finally, recommendations are made on the applicability of the DCMC LM initiatives to other organizations throughout DCMC.

DOD concurred with the first two recommendations. DOD partially concurred with the remaining recommendation but discussed several planned actions which, if implemented, should improve the transparency of system assessments.

Book excerpt: Early in 1989, the President of the United States directed the Secretary of Defense to "...develop a plan to improve the defense procurement process....." In response, a Defense Management Review recommended that those functions involved in contract administration be regrouped into a separate organization whose mission would be the administration of Department of Defense procurement contracts. A task force charged with developing the implementation of this recommendation submitted their reorganization plan to the Under Secretary of Defense for Acquisition in September 1989. Currently, more than 24,000 military and civilian personnel are employed by the military services and the Defense Logistics Agency in contract administration. Implementation of the proposed organization would require major changes in the present defense procurement structure. This Environmental Assessment was prepared to examine the environmental consequences, if any, of the task force's implementation plan. No potentially significant adverse effects that cannot be avoided or fully mitigated were identified.
