Book excerpt: The objectives of the survey are to examine the potential for employment and income generation of the informal sector and to consider its capacity to improve its training techniques as well as the development of adapted technologies in the sector. The informal sector in Dar-es-Salaam faces a number of problems which would require specific measures to improve productivity, increase capacity utilisation, stabilise existing employment as well as promote new employment. The paper emphasises the need for policy reform that could abolish registration requirements on new entrants and exempt enterprises of less than four years of age from all forms of taxes. Four areas of assistance through the development of projects are also recommended: financial assistance, management training, marketing of products, technical training and introduction of improved technology.

Book excerpt: At roughly 4 percent per year, labor productivity in Tanzania has grown more rapidly over the past 14 years than at any other time in recent history. Employment growth has also been strong, keeping up with population growth at roughly 2.5 percent per year; the bulk of employment growth (90 percent) has been in the nonagricultural sector. However, the vast majority of this nonagricultural employment growth has occurred in informal sector. Using Tanzania’s first nationally representative survey of micro-, small-, and medium-sized enterprises, this paper shows that firms in the informal sector contributed roughly half a percentage point to economywide labor productivity growth in Tanzania between 2002 and 2012. However, virtually all of the labor productivity growth contributed by informal firms came from a small subset of firms called the “in-between firms.” This paper considers attributes of the in-between firms that could be used for targeting financial and business services to firms with the potential to grow. This paper finds two salient characteristics of in-between firms that might lend themselves to targeting—their owners are more likely to keep written accounts and more likely to keep their savings in formal bank accounts.

Book excerpt: How are people in one of Africa's largest cities, Dar es Salaam, capable of surviving day to day when the downward decline of Tanzania's economy has become so pronounced that even high-ranking state employees receive among the lowest incomes in the country? In this impressively researched and highly original study, Aili Mari Tripp shows how the people of Dar es Salaam, through creativity and considerable ingenuity, supply for themselves the various goods and services that the government can no longer provide. With the growth of an informal economy, they have demonstrated resistance to state control, resulting in broad political, economic and social transformations within Tanzania. Moreover, the unprecedented participation of women in informal economic activities has had a profound effect on gender relations. Tripp incorporates in-depth interviews and a field survey conducted at the household and micro-enterprise level in examining the influence and impact of the urban informal economy on Tanzanian society. This informal sector encompasses the enterprises of masons, cooks, cobblers, and tailors; a dizzying myriad of market vendors; even educators and doctors. Tripp shows how the urban informal economy challenges state-defined bases of social justice with alternative notions of economic equity. Her work is an essential contribution to the study of African politics and state-society relations.

Book excerpt: The central aim of The Industrial Experience of Tanzania is to explain why the Tanzanian manufacturing sector experienced a long period of stagnation after an initial phase of rapid industrial growth. Tanzania has been an extreme case with a high level of state intervention, but the contributors show that there are lessons to be learnt here for African economies in general. The analysis includes previously unpublished data, and presents important conceptual and methodological advances.

Available in PDF, EPUB and Kindle. Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Book excerpt: The large majority of workers in developing countries are excluded from social security protection. Social Security for the Excluded Majority examines this problem in Benin, China, El Salvador, India, and the United Republic of Tanzania. This book pleads for a participatory approach to the extension of social security and explores ways in which governments and organizations can come together to create practical, workable policies to bring social security protection to all.Through a series of detailed case studies compiled by an international array of policy experts, this book looks closely at the workings of self-financed schemes for informal workers that emerged in the 1990s, and highlights the schemes that have been most beneficial. It focuses on how NGOs, cooperatives, and other social organizations have been able to develop institutions and policies more in line with the requirements and contributory capacity of the informal sector. The authors evaluate various approaches to the extension of formal sector social insurance to informal sector workers, including the self-employed. In addition, they explore how social assistance programs, although often requiring sophisticated administration, can help ensure that benefits reach the population most in need, such as children, the disabled, and the elderly.

Chapter 1 serves as an introduction to the report. Chapter 2 addresses political and socioeconomic developments in post-independence Tanzania. Chapter 3 considers education, training, and youth problems and maps the pathways that exist between educational provision, vocational training, and employment in the formal and informal sectors. It includes results of a small survey of primary school pupils and informal sector youth that considers their aspirations, expectations, and opinions about education, training, and employment. Chapter 4 describes the provision of assistance and vocational training by governmental and nongovernmental organizations. Chapter 5 focuses on the informal sector. It examines the government's acknowledgment of the socioeconomic importance of the informal sector and its proposals to provide for and encourage its future development. Examples of informal sector enterprises are examined. Chapter 6 presents each type of training provision operating in the country as a case study. Chapter 7 considers such factors as the following: function of primary and secondary education, suggestions to enhance current training provision and future recurrent training needs, improvement of the profile of women operators, and models to introduce innovation in rural and urban enterprises. Appendixes include interview schedules and questionnaires. (Contains approximately 125 references. (YLB)

Book excerpt: The main objective of the study was to examine the possibilities for employment promotion in the informal sector and to initiate policies and projects to assist its development. The study also provides a detailed analysis of employment characteristics of informal activities, the various constraints as well as institutonal factors affecting the development of the sector. It emphasises the need for significant institutional changes and the development of a well-defined strategy to promote the sector. More specifically, the study recommended the strengthening of the Private Enterprise Development of the Ministry of Industry through provision of adequate support for staff development and training; a joint programme of action by various ministries to initiate training programmes adapted to conditions in the sector; the setting up of relatively small demonstration centres in Mogadishu for a selected number of activities to develop managerial skills and the establishment of efficient channels for credit through increased participation of the Somali Development Bank and setting up of a system of guaranteed loans for enterprises in the sector.
