Book excerpt: To ensure information superiority for warfighters in the 21st century, the Air Force needs to develop and implement a command and control battle lab. This facility must rapidly integrate new command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) technologies, doctrine, and concepts of operations into the joint warfighting arsenal. Air Force leadership has taken a critical first step by defining information superiority as a core competency. The next phase is to determine a strategy for its execution. Our current acquisition system is woefully lacking in its ability to obtain technology. Equally lacking is the warfighter's ability to modify doctrine and organizations to best exploit the technology. A promising solution is the battlefield laboratory, or battle lab. The philosophy of a battle lab is to create a place where warfighters, developers, and industry come together to evaluate, integrate, and apply technology. There are ongoing attempts to create this synergistic trinity, but the optimal combination has not been achieved. This paper will identify the critical elements of a battle lab, propose a prototype structure, and address major obstacles to its success. Because little has been written on battle lab operations, much of the research material was derived from interviews with visionary military and civilian leaders, and with personnel involved in ongoing battle lab projects. Literature was reviewed from sources such as the Air Force Scientific Advisory Board and the Advanced Battlespace Information Task Force.

As part of the reorganization that created the Air Force Research Laboratory in 1997, AFRL/IF was tasked to provide Information Dominance technologies to the warfighter. These critical aerospace technologies are the cornerstone to moving C2 capabilities into the next millennium. AFRL/IF's vision encompasses a three pronged approach to applying C2 to achieve Full Spectrum Dominance, anytime and anywhere. Conceptually, the three prongs are Global Awareness, Dynamic Planning and Execution, and Global Information Exchange. To achieve the vision, AFRL/IF has formed six Integrated Technology Thrust Programs (ITTPs) that apply C2 principles allowing the future Battle Manager's control of the battlespace. The first five ITTPs come under AFRL's Information Dominance thrust area: Configurable Command Center, Dynamic Command and Control, Consistent Battlespace Picture, Defensive Information Warfare, and Global Grid. The sixth ITTP, Real-time Sensor-to-Shooter, falls under the Precision Strike thrust area. This paper provides a brief background regarding Information Dominance and provides the goals, capabilities, and technologies required for each of the six ITTPs.

The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
