Yet, as individuals look back over the year and review the National Centre for Vocational Education Research's (NCVER's) publications, many written before the financial crisis, they can see that the dominant issues are tenacious, whatever the economic climate. Fundamentally, they revolve around the role of VET in meeting skill needs, the quality of training and the costs of providing it, as well as the connection between skills, productivity and social wellbeing. Highlights from the work produced by NCVER staff or commissioned from external researchers are presented. This essay is structured around the five themes NCVER uses to organise its work, although using these themes for this purpose does not constitute a perfect classification tool, since much of the research tackles more than one theme. Where this is the case, the location of the report summary in this compilation is cross-referenced. In all, there were 42 reports and eight conference papers published. An author index is included. Rural adults are less likely to have post-school qualifications and work in manufacturing, property and business services, or finance and insurance. They are more likely to be older, have left school early, be unemployed, work in small business, be laborers, and work in agriculture, forestry and fishing, mining, construction, or tourism. Training outcome issues include lower participation by those with lower educational levels and a preference for informal learning and nonformal education. The following factors may contribute to differences in participation rates: access, equity, and participation issues concern previous educational experience; travel cost and distance; availability of work placements; access to information and communications technology; relevance of training; and marketing of vocational education and training (VET). It considers the impact of AVETMISS on the data level, mode of data dissemination, data quality, and national classifications; it also discusses development of the contract of training portion of the NATMISS Business Model and compares the existing data elements in the STA statistical systems with the AVETMISS attributes relevant to the contract of training area. Subsections provide comparative analyses of the AVETMISS with the data elements contained in the statistical systems in each state and territory.
