From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power. Exploring Japan’s involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan’s traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan, and emphasises the centrality of civilian power to Japanese foreign policy and diplomacy. However, Dennis Yasutomo argues that while a new civil-military security culture is replacing the old merchant state culture of pacifism and anti-militarism, Japan does not yet qualify as a military "normal nation". Further, the book’s exploration of the increased utilization of military power within the context of civilian objectives and non-military diplomatic instruments, sheds light on the current build-up of Japanese military power in East and Southeast Asia amid territorial disputes and nuclear threats, and highlights the impact that Japan’s new civil-military diplomacy may have on wider international affairs in the 21st Century. Drawing on interviews with key actors in Tokyo, as well as with practitioners who have served on the ground in Iraq and Afghanistan, this book will have broad appeal to students and scholars working on Japanese politics and diplomacy, military and security studies and international relations.

The modernization of the Meiji era was well underway, but far from complete. All around him, Watson saw orientalism and feudalism jostling with the twentieth century, in strange juxtapositions that produced a melange that he found inspiring, disappointing and irritating but always interesting for, as he wrote, there had been no spectacle on earth like it since time began. While other observers of Japan wrote of the Old or the New Japan, or suggested that the transition from one to the other had been accomplished easily and gracefully, Watson set out to reveal all the contradictions, anachronisms, tragicomic consequences and peculiar manifestations of Meiji westernisation. His eye and pen are sharp, but his underlying concern is what the ultimate outcome of this enforced modernisation will be. The question always before him is - can a nation forget its origins, identity and culture? Watson prowls the material and immaterial world of Tokyo, metropolis of the revolution, alert for dissonance. The Japanese dress reform movement produces costumes of supreme inelegance; the simplicity of the Japanese home is disturbed by the discords of European 'innovations', the bathhouses are no longer mixed. As the book ends, Watson sees constitutional government in Japan losing ground – an intimation of the political events of the next half-century. This is a thought-provoking book, first for the unique account it gives of the contradictions and tensions beneath the surface of the accepted version of the Japanese modernisation narrative, and also for the questions Watson poses about the effect of westernisation of Japanese identity and nationality, as timely now as it was a century ago.

The Politics of War Memory in Japan examines the involvement of five civil society actors in the struggle over remembering and addressing the wartime past in Japan today. In studying progressive war memory activists, it quickly becomes clear that the apologia by conservative politicians cannot be treated as representative of the opinion of the majority of the Japanese public. Indeed, this book seeks to remedy the disparity between studies devoted to the official level of addressing the ‘history issue’ and the grass-root historical revisionist movement on the one side, and progressive activism on the other. Furthermore, it contributes to scholarly debates on the state of civil society in Japan, challenging the characterisation of Japanese civil society as a depoliticised space by demonstrating a more contentious side of civil society activism. Drawing important new empirical research, this book will be of huge interest to students and scholars of Japanese civil society, Japanese politics, Japanese history and memory in Japan.
