Book excerpt: Excerpt from Political Reform by the Representation of Minorities When the compilation of the following pages was commenced the intention was first, to describe briefly the evils growing out of the present system of electing, by a majority or plurality of the votes cast in each district, single members to represent the people in it, in national, state or municipal legislative assemblies; second, to show that by increasing the size of or consolidating a number of the present districts and electing several members from each, by a system which would give minorities as well as majorities representation, at least some of these evils would be remedied; third, to give a very brief, simple, and as clear an explanation as possible of what is meant by minority, proportional or personal representation - as it has been called by different writers - then to collect from the various books and essays on the subject some of the most convincing arguments which have been advanced in favor of adopting some such method of electing representatives to our national, state, and municipal legislative bodies. In making such an explanation the practice which has prevailed in Illinois, for more than twenty years, of choosing the members of the House of Representatives in that State by a system of cumulative voting, afforded an object lesson from which the general principles of the simplest form of minority representation could be described and made obvious to those who are totally ignorant of the subject - and at least nineteen-twentieths of all who are ordinarily regarded as intelligent people are included in this class - more easily than in any other way. As the Illinois system was used as an illustration, it was thought readers would naturally ask how it has worked in practice. To answer this anticipated inquiry a method of getting information was adopted which has been used very successfully in various associations with which the writer has been connected, for making investigations relating to technical subjects. The pro posalwas embodied in a rider to one of the appropria tion bills and at first provided for a term of five years, at the end of which every employee who was not re appointed should be regarded as dismissed from the service. In-this form the bill passed the House, but through the efforts of the National Civil Service Re form League the rider was struck out by the Senate. In its place the Senate inserted a new section providing for a system of efficiency records for the entire federal service, to be kept under the supervision of the Civil Service Commission and to serve as. An automatic basis for promotion, reduction or dismissal. In con ference the bill was again changed; the efficiency pro visions werxaretained, but a new tenure of office provi sion was inserted, differing from the original only in that the term was made seven years instead of five. In spite of the active opposition of various organiza tions, including the National Civil Service Reform League, and the general condemnation of the proposal in the press, the bill in this form was passed. For tunately President Taft utterly disapproved the fixed term idea and refused to approve the bill with this rider in it. The two - thirds majority necessary to pass the bill over the veto could not be secured and the at tempt was fortunately defeated. At the same time, however, the provisions for an efficiency system were retained and a distinct gain was thus made. The Bill as originally introduced was intended to abolish by its second clause the Legislative Council, membership of that Council, and all Offices in or in connection with it, and to make Parliament consist of The King and the Legislative Assembly only. The third clause, subsequently removed from the Bill as explained below, established a standing Revisory Committee of the Legislative Assembly to ensure that the provisions of any Bill were a clear expression of the will and intention of Parliament, and that so far as it dealt with existing legislation, it dealt with it clearly and effectively. The fourth clause, which subsequently became the third, was to preserve to existing members during life, or for a period to be notified, certain privileges, of which the principal were a free railway pass, and the use of the Parliamentary Library. The fifth clause, which subsequently became the fourth, repealed enactments or privileges inconsistent with legislation by a Parliament constituted as was to be provided for by the second clause. 3. The first debate on the Bill (p. 1729 to 1744 of Hansard Report) was on the Premier's motion in the Legislative Assembly on October 24th that the Committee of the whole House should consider the desirableness of introducing the Bill.
