Book excerpt: Excerpt from American Citizens and Their Government This book owes its immediate origin to a series of conferences or private lectures given to the group of public spirited women in Chicago whose names appear in the dedication. The material has, however, been worked over With a view to its presentation to the general public. In the rewriting, I have freely drawn upon my classroom lectures at Northwestern Univer sity. The aim is to present in brief compass a general view of American government. The needs and inter ests of the average American citizen and voter. Have been kept in mind. While the work cannot go into complete detail, nevertheless, it attempts to give a broad survey of the vital factors in our national, state, city, and town government. Book excerpt: Excerpt from American Citizenship IN view of the large number of textbooks on civics already available, some very decided reasons should be forthcoming from those who venture to add another one to the long list. Our first plea in justification of this volume is our belief that the books on government now offered to the schools have cer tain fundamental defects. We are coming to see as never before the unity of all human relations. The business of government is not an isolated thing, nor is it a fixed and finished scheme. It is constantly changing and growing, like a live thing. It has a beginning in the family and home; it touches every neighborly relation; it is con cerned with the uses, the getting, spending, saving, and holding of money, and the rightful distribution of property. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of the American People This book is a story of the development of government in America. The writers believe from experience and observation that there are four main reasons why books on Civil Government, for both the grammar grades and the high school, have proved unprofitable, and why there is such widespread complaint about the study of civil government in the schools, (1) The books used, with some exceptions, are too elementary in treatment, and so at once offend the sense of boys and girls; or, (2) they are made up of isolated topics which have no continuity and give no idea of government even in its simplest forms, and therefore fail to leave any impression as a whole upon the mind of the pupil; or, (3) they are practically mere analyses of the Constitution; or, (4) they are written in a style which makes necessary a large amount of interpretation in order that the pupil may understand the many unfamiliar terms and expressions. This book is written with the belief that pupils have the ability (which we often underrate) to understand and appropriate ideas of government if expressed mainly in terms to which they are accustomed and in a style that does not require interpreting. Especially is this true if the explanation of government is progressive and moves from the simpler to the more complex forms. Book excerpt: Excerpt from The Rights and Duties of American Citizenship The purpose of the present work is to present to American youths practical information as to the rights and duties which attach to American citizenship. In the effort to do this in the clearest and most logical form, the stereotyped method of giving a running commentary upon the Constitution has been discarded. Of all political forms, the federal type is the most complex; and it is, therefore, little short of absurd to attempt, as do so many text-books on Civics, to explain to students who are without previous training the constitutional relations of our elaborate system of national, state, and local governments, without first giving to them a knowledge of the nature of political authority, the purposes for which it exists, and the general governmental means through which such purposes are attained. In the present work it is believed that this error has been avoided. The student is first given that information which is essential to an understanding of citizenship and government in general, before he is called upon to study the description of our own complex government in particular. This book is therefore divided into two parts. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Education of the American Citizen IN many of the political writings of the day, there is a tendency to lay too much stress on the mechanism of government and of industry, and too little stress on the force by which this mechanism is kept at work. In recent educational movements, also, too much thought is perhaps given to the problem of preparing men and women to take their several places in a social machine, and too little to the development of that power and spirit upon which the perpetuation of our whole social order depends. From my public addresses and magazine articles of the past few years, I have tried to select those which emphasize the more neglected side of these questions, and to arrange them in a continuous series. In a book thus prepared, it is inevitable that there should be some repe tition and some apparent inconsistencies. If the reader is perplexed by any of these things, he will perhaps find the explanation in the date of the different utterances and the special conditions under which they were made public. This question, which is quite distinct from questions concerning his relations to his fellow citi zens, is continually recurring as the population of the country increases, the interests of the people become more complex, and the interference of government with the rights and privileges of the citizen becomes more general. And it is a problem which, from its nature, is hardly capable of a satisfactory solution; for the conditions are in a state of perpetual change. N o sooner are present wants and needs provided for, than new questions arise, demanding attention. This matter of the relation of the governed to the government, is, then, pre-eminently and continually a question of the day. Each selection has been chosen because of its vigor, its thoroughness, and the freshness of its point of attack. Most of the readings have been put to the test with a group of college sophomores and juniors in the School of Citizenship and Public Affairs, Syracuse University, who have responded to the material with more enthusiasm and interest than to the text-books. As far as possible, selections have been reprinted which show the relationship of economics, sociol ogy, history, and psychology to the problems of government. Book excerpt: Excerpt from The American Citizen in Pennsylvania: The Government of the State and of the Nation The purpose of this work is to present to the pupils in the public schools in the Commonwealth some practical infor mation as to the rights and duties which belong to American citizenship. The study of civics is {now receiving increased attention in our schools, particularly since the school laws require that teachers shall have a fair knowledge of civil government, including State and local government. In view of this legislation, a text - book to meet the needs of the schools should treat the local and State government as at least of equal importance with that of the Nation. It has been said that many a youth has grown to manhood with so little ap preciation of the Commonwealth in which he lives as to re gard it simply as a geographical division. The study of the State government and of the National Government are of equal importance. The student of civil government should begin with that which is near at hand and of immediate interest, and proceed to that which is distant and of remote concern. He should not begin with that rare and precious afterthought and flower of government, the Constitution of the United States, but with the material forms that are close at hand. In connection with the ordinary lessons in reading, the children should be made acquainted with words suggesting civic ideas, as cit izen, soldier, officer, law, justice, country, state, city, and nation. Then, in elementary lessons, the children should gain general notions of local government and organization. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of the United States Many teachers entertain a conviction that most text-books for use in grammar and high-school grades, especially in the latter, require too much time for a thorough mastery of their contents. The number of subjects taught in schools Of all kinds and grades has greatly multiplied in recent years; but the school day is no longer than it was - in fact, it is shorter; nor has the school year been lengthened much, least of all in towns and cities. Consequently there is much complaint concerning overloaded courses Of study and crowded annual, weekly, and daily programs. There are those among educators, and others interested in educational improvement, who advocate a reduction in the number of subjects taught and a more intensive study Of the branches retained. It is not within the province Of this Preface to predict how the evil complained of will be remedied; but experience in the schoolroom has led many teachers to believe that less voluminous text-books would be at least a partial remedy. If the demands of the age require an increasingly greater number of subjects to be taught, it follows that less time must be given to each subject. But unless the text-books arc proportionately reduced in their scope, the attempt to get over them will result in skimming and Skipping, and consequently in an imperfect and evanescent knowledge of the contents. Book excerpt: Excerpt from Citizenship of the United States These laws, substantially the statutes enacted more than a hundred years ago when our population was less than four millions, and when it was the policy of our government to invite immigration, were ill adapted to our modern conditions, with a population of eighty mil lions and an influx of foreigners of more than a million annually. Under these laws lax and unsatisfactory methods of naturalization had grown up, opening the way to gross frauds against our citizenship, including perjury, false impersonation, and traffic in false and counterfeit certificates of citizenship. Such certificates were sometimes sold to alien criminals to secure their ad mission to the United States, and frequently to procure protection against their home governments. Cases have actually occurred where aliens have landed on our shores for the first time, having in their possession certificates entitling them to the full rights of American citizenship. Book excerpt: Excerpt from The New American Government, and Its Work The Theory of Checks and Balances - The great changes just described have all been opposed to the spirit and intentions of the men who drafted our form of government. If there was one fear that animated all members of the Convention of 1787, it was the dread of highly concentrated power. AS Englishmen they had long believed in the doctrine that government should be built up of Checks and Balances, that is, every authority, oflicer or legislative body should have some other authority which would check its power and prevent it from becoming absolute or despotic. One form of this doctrine is the theory of Division of Powers. A brilliant French writer, in a book 1 which was read and studied carefully by influential members of the Convention of 1787, de clared that the division of government into the executive, legisla tive, and judicial departments was a necessary means of preserving the liberty of the citizens against Oppression. His method of rea soning was simple. He asks, in what country is the freedom of the citizen best preserved? At the time of writing England was un doubtedly the freest country in the world. How is this freedom of the citizen secured in England? The author's answer was that the British government at that time separated sharply the executive power of the King from the legislative power of Parliament and the judicial power exercised by judges appointed for life. N 0 other country at that time carried this division of powers as far as did Great Britain. Montesquieu therefore concluded that the division of powers was the most effective means of preserving the liberty of the citizen from government despotism. The Fathers followed this theory faithfully in 1787. The three departments were sepa rated as far as possible, and where their co - operation was necessary, they were set in balance as checks against each other. It will be noticed that the underlying motive of the Fathers was the fear of 7 oppression. Briefly expressed it is: Let us divide governmental power into minute particles, giving a small part to each authority so that none may become supreme or even dangerous. Book excerpt: Excerpt from The Fundamentals of American Government: Including the Great Documents on Which Its Institutions Are Founded and the Statutes Relating to Naturalization and Expatriation, With an Introduction and Explanatory Notes The title of the book shows what it is, or, at least, what it is intended to be. It is prepared primarily for the information of foreigners intending to become American citizens; but it is hoped that it will also be useful to experienced citizens, and to native Americans coming into citizenship. The chief purpose of the book is the presentation in convenient form of the four great documents which compose the foundation of our government, namely, Magna Charta, the Declaration of Independence, the Articles of Confederation, and the Constitution of the United States. These have been preceded by a general introduction, in which I have tried to set forth, as briefly as practicable, the elements of our system of government, the relations sustained by the states to one another and to the nation, and also some observations on the rights, privileges, immunities, and duties of citizens. The increased tendency manifested by recent naturalization laws to raise the standard of foreign citizenship by imposing educational qualifications, requiring more knowledge of the American system of government, seems to demand the preparation of a volume from which the foreigner may obtain some knowledge of the fundamentals of our government.
