The slump took a long time to come, and when it did appear in 1949 it was both mild and short lived. In its mildness and brevity it foreshadowed the American business recessions since that time and, indeed, may foreshadow the end of the business cycle as it has been known in the past. This book presents the first full-scale study of the 1948–49 recession in the United States, making it the focal point of a detailed, analytical account of American business fluctuations from the end of the Second World War until the beginning of the Korean War. The main part of the book is prefaced by a review of fluctuations from 1945 to 1967 and of the business cycle theory, which places the postwar events in perspective. Of special importance are the studies of the ending, in early 1948, of the period of re-stocking and re-equipment; of the impact of the changed farm situation in this deflationary atmosphere, and use of modern consumption theory to explain the changes in household spending after the war and during the recession. Dr. Blyth has drawn extensively upon the results of modern economic research, and has woven the econometric findings and the historical narrative together with a theoretical analysis. He conclusively rejects the theory that recent U.S. business cycles are the result of any largely self-perpetuating fluctuation in investment in stocks. Instead he draws attention to the persistent destabilizing roles of changes in defense expenditure and of changes in monetary policy-inventory investment performs the largely passive role of aggravating these changes. The book, first published in 1969, will be of value not only to specialists in business cycle studies, but to economists and others concerned with the problems of stability and growth in the international economy, as well as to economic historians.

Book excerpt: The average length of business cycle contractions in the United States fell from 20.5 months in the prewar period to 10.7 months in the postwar period. Similarly, the average length of business cycle expansions rose from 25.3 months in the prewar period to 49.9 months in the postwar period. This paper investigates three explanations for this apparent duration stabilization. The first explanation is that shocks to the economy have been smaller in the postwar period. This implies that duration stabilization should be present in both aggregate and sectoral output data. The second explanation is that the composition of output has shifted from sectors that are very cyclical, like manufacturing, to sectors that are less cyclical, like services. This would lead to increased stability in aggregate output even in the absence of increased stability in the individual sectors. The third explanation is that the apparent stabilization is largely spurious, and is caused by differences in the way that prewar and postwar business cycle reference dates were chosen by the NBER. The evidence presented in this paper favors this third explanation.

Book excerpt: When monthly data on production, prices, and the money stock are interpreted, via a vector autoregression, as generated by dynamic responses to "surprises" in each of the variables, a remarkable similarity in dynamics between interwar and postwar business cycles emerges, though the size of the "surprises" is much larger in the interwar period. Furthermore, the money stock emerges as firmly causally prior, in Granger's sense, in both periods and accounts for a substantial fraction of variance in production in both periods. When a short interest rate is added to the vector autoregression, the remarkable similarity in dynamics between periods persists, but the central role of the money stock surprises evaporates for the postwar period. While there are potential monetarist explanations for such an observation, none of them seem to fit comfortably the estimated dynamics. A non-monetarist explanation of the dynamics, based on the role of expectations in investment behavior, seems to fit the estimated dynamics better. That this explanation, which is consistent with a passive role for money, could account for so much of the observed postwar relation between money stock and income may raise doubts about the monetarist interpretation even of the interwar data
