Available in PDF, EPUB and Kindle. Book excerpt: The legal foundation of the contemporary European security order is the Treaty on Conventional Armed Forces in Europe (CFE). Negotiated by NATO and the Warsaw Pact states as the Cold War was ending and implemented as the new Europe took shape, the CFE Treaty imposes strict limits on the armed forces of all the major European states. This book takes a detailed look at the origins and evolution of the CFE negotiations and the impact of the CFE Treaty on European Security. It draws extensively on interviews with participants in the CFE negotiations and offers a careful reconstruction of a process that contributed to the transformation of Cold War Europe, a critical assessment of the treaty's contribution to security in post-Cold War Europe, and an evaluation of the lessons of CFE for future conventional arms control initiatives. Book excerpt: Presented as a successor to the Cold War era book An Introduction to Strategic Studies, this volume explores issues of military security through a framework that links the issues of technology and world politics. Arguing that the technological aspect of the global strategic environment is partway through a centuries- long process of transformation sped up by the advent of the information age, the authors examine such issues as different levels of industrial development on security, what they argue is the relative infrequency of the use of force between states, the use of military threats such as mass destruction, concepts that military means create problems in themselves such as fear of war and insecurity, and finally, ways in which regulatory schemes such as disarmament can be put to use to solve some of those problems. Book excerpt: The current volume provides examples of how environmental hazards such as landslides, earthquakes, mountain processes, cold climate processes and tidal flows and currents can affect the energy supply infrastructure. In times of uncertainty, the security of the European cross-border energy supply infrastructure, such as pipelines, has great importance. Whilst the potential effects of political disagreement, economic inequalities and social differences are relatively well understood, the impact of environmental change is often poorly appreciated by decision-makers. New approaches have been examined for monitoring of hazardous landslide processes, including early warning systems, and near-real-time 3D data processing and visualization. The scientific problems of environmental systems design have been discussed and approaches for their implementation have been suggested. New integrated remote sensing techniques consisting mainly of hyperspectral and radar imagery are presented together with the processing of monitoring data using GIS techniques and, in particular, dynamic visualization. Attention is also given to conceptual issues of environmental and energy security and the role of education, to help resolve environmental problems through cooperation in the development of the European energy supply infrastructure.

Book excerpt: Published in 1997, the work explores the reorientation of security policies and the accompanying restructuring of the armed forces going on in Southern Africa under entirely new circumstances: Democracy has come to South Africa, the civil wars in Angola and Mozambique have ended, and the region is establishing a regional framework for cooperation. While covering the entire region, a special focus is placed on South Africa which is predestined to play a leading role, but which is struggling with the legacy of the apartheid regime and its repeated aggressions against neighbouring states. A defensive restructuring of the South African of the South African military is an element in the building of mutual trust. The implications of such defensive restructuring to a non-offensive defence are described in detail. In addition to the analytical contribution, the work also contains central documents and a bibliography.

Available in PDF, EPUB and Kindle. Book excerpt: What does the future hold for the UN? In this book, twenty-two scholars from all continents contribute twelve chapters that cover prevention of violence, creating economic and social structures that sustain human fulfilment, sharing and protecting the commons, and peace education. The search for future potential, based on experience in these twelve "laboratories," leads to sixty-six recommendations for new institutions and programs on issues that include controlling weapons, humanitarian intervention, collaboration between UN peacekeepers and NGOs, human rights, economic policies, advancement of women, refugees, ecological security, communications, and peace education. These recommendations are brought together in a concluding chapter and summarized in the appendix. Most of the recommendations do not require amendments to the UN Charter or to the treaties establishing the UN Specialized Agencies. Instead, their implementation would require creative efforts of Member States, secretariats, NGOs, and dedicated individuals that are pointed toward attainment of multilateral capacity for coping with an array of global problems that increasingly threaten the quality of human life. This is stimultaing reading for anyone who wants to be challenged to think creatively about the potential for coping with a growing array of global problems.

Book excerpt: This report provides a political-military analysis for thinking about how NATO's conventional defense strategy can be adjusted to contribute to stability in Central Europe in the coming post-Cold War era. The report (which was assembled in early 1991) concludes that NATO will need to employ a new "theater employment doctrine"--The way NATO uses military force on the battlefield to attain its goals--one that defends further eastward and more flexibly than linear defense contemplated. All viable alternatives for such a doctrine will require NATO to uproot long-established defense practices. Changes will have to be made not only in NATO's force posture, but also in how coalition defense is conducted. Having a concerted planning effort that forges a coherent relationship among NATO's future defense strategy, employment doctrine, and force posture can ensure these changes are well-managed, thus leaving NATO with a viable conventional defense strategy even if forces are smaller than they are now.
