Book excerpt: Esta dissertação analisa a situação do Sem i-árido brasileiro - SAB, que abrange uma área de 182.078,4 krrr, em 1.133 municípios de nove estados do Brasil, com uma população estimada em 2007 de pouco mais de 22 milhões de habitantes. Trata-se de uma região que apresenta sérias limitações de recursos naturais; tem sido cenário de enormes contradições e desigualdades sociais, com indicadores socioeconômicos bem abaixo da média do restante do Brasil e que são agravados com as freqüentes estiagens prolongadas, o que constitui um grande desafio para viabilizar o seu desenvolvimento em bases sustentáveis. É feito um resgate das principais intervenções públicas para o desenvolvimento do SAB, que foram variadas, porém, na sua maioria, se concentram na busca de soluções· para os problemas da variabilidade climática e da escassez de água. Optou-se por concentrar os estudos no Submédio São Francisco - SMSF, que fica inserido na parte central do SAB e é constituído por 95 municípios (26 baianos e 69 pemambucanos). É feita uma caracterização e são apresentados vários indicadores dessas duas regiões. O SMSF tem ganhado muita projeção nacional devido ao seu dinamismo econômico, obtido a partir da implantação dos grandes projetos de irrigação, principalmente no Pólo Petrolina-PE/Juazeiro-BA. O objetivo principal é analisar a atividade da agricultura irrigada no SMSF, seus impactos e suas limitações, tendo em vista o desenvolvimento sustentável dessa região. As políticas responsáveis por esse dinamismo econômico não contemplaram as demais dimensões da sustentabilidade: social, ambiental e política, fato que se constitui em um grande desafio para viabilizar o desenvolvimento sustentável da região. Em função dessas limitações, considera-se que o desenvolvimento do pólo Petrolina/Juazeiro obtido nos últimos, anos não é um modelo que pode ser replicado para a região do SAB. Nesse trabalho, são propostas algumas estratégias para superação de algumas dessas limitações da agricultura e irrigada, e são propostas estratégias para outras atividades, respeitando as diversidades existentes, e baseadas em uma proposta para a a convivência com a semi-aridez, a exemplo da dinamização e fortalecimento da caprino ovinocultura, apicultura, agricultura com culturas adaptadas às condições locais e atividades não agrícolas, com base na pluriatividade.

The contributors analyze these actions of the Brazilian State, stressing its accomplishments and limits, and argue that the emancipatory actions of the Brazilian State engendered a complex and contradictory set of results which show that State capitalism is a problematic solution to the problems generated by the global neoliberal regime.
