We identify three robust determinants of this allocation process: formal and informal characteristics of each state allocation mechanism; selectivity in the allocations against Muslims and scheduled castes; and bureaucratic rules and behavior.

Book excerpt: Bitter Harvest, a historical ethnographic study, examines the property changes prompted by the early post-socialist neoliberal reforms designed to build capitalism in Poland. Historically, the book traces the halting but steady emergence of privatization and liberalization, even under socialism, and how these anticipated the reforms of the post-socialist period. Contrary to the view that the 1989 post-socialist policy represented a radical departure from former state socialist policies via the importation of Western “shock therapy” reforms, including the key economic institution of private property, this book dispenses with the sharp divide between the “socialist past” and “capitalist present” and argues the lasting importance of these historical antecedents in shaping both post-socialist policy and responses to it. Ethnographically, the book provides a detailed account of the different yet interdependent ways the post-socialist reform program influenced existing agricultural property forms—small farmers, production cooperatives, and state farms—leading in each case to unexpected economic results and political contestation of the policy objectives. This historical and ethnographic study of multiple forms of ownership poses a challenge to the common conception of a homogenized socialism based on state property. It also refutes the reductionist representation of the reality after socialism as the creation of Western-style, private property–based economic systems, unaffected by the unique Eastern European sociopolitical context. Instead, looking at Poland’s property changes through the eyes and experiences of diverse agricultural owners, this book employs the notion of conjoint property to unpack the complexity of ownership under socialism and theorize its evolution into an incomplete exclusive ownership after socialism. This new conceptual framework of property changes in early transition helps us to understand current developments in Eastern Europe as it integrates with the European Union and intersects with global capitalism. It further sheds light on the limits of the universality of the Western notion of private property.

Book excerpt: There has been some recognition in the development community that building technical capacity of public service providers and increasing resources is not enough to bring about development outcomes. Researchers and practitioners are increasingly appreciating that accounting for the stated needs of communities supports the process of pro-poor public resource allocation. We examine four institutional arrangements that explicitly endeavor to make public spending responsive to the needs of the poor by moving decision-making procedures closer to the population—participatory budgeting, community-driven development (CDD) programs, decentralization, and delegated targeting of transfers. Using the existing literature, we compare experiences across the four arrangements and countries. Regarding responsiveness to needs of the poor, evidence is cautiously optimistic for participatory budgeting, CDD, and decentralization. As for delegating the targeting of transfers to subnational authorities and communities, evidence suggests that the effect may be regressive. However, there are important mediating effects of public spending responsiveness under the various institutional arrangements. Local elite capture is a key factor dampening pro-poor spending where either exogenous circumstances such as prevailing inequality, or inadequate program design, enable capture to materialize. Politics is an important determinant of the success of these arrangements.

It allows multinational companies to shift profits to low tax jurisdictions and thus reduce their global effective tax rates. A major international project, launched in 2013, aimed to fix the system, but failed to seriously analyse the fundamental aims and rationales for the taxation of multinationals' profit, and in particular where profit should be taxed. As this project nears its completion, it is becomingincreasingly clear that the fundamental structural weaknesses in the system will remain. This book, produced by a group of economists and lawyers, adopts a different approach and starts from first principles in order to generate an international tax system fit for the 21st century. This approach examines fundamental issues of principle and practice in the taxation of business profit and the allocation of taxing rights over such profit amongst countries, paying attention to the interests and circumstances of advanced and developing countries. Once this conceptual framework is developed, the book evaluates the existing system and potential reform options against it. A number of reform options are considered, ranging from those requiring marginal change to radically different systems. Some options have been discussed widely. Others, particularly Residual Profit Split systems and a Destination Based Cash-Flow Tax, are more innovative and have been developed at some length and in depth for the first time in this book. Their common feature is that they assign taxing rights partly/fully to the location of relatively immobile factors: shareholders or consumers.

Underlying this has been the presumption that, for these options to be given serious consideration as part of policy reform, science has to prove that they will reduce auto use and increase transit, walking, and other physical activity. Zoned Out forcefully argues that the debate about transportation and land-use planning in the United States has been distorted by a myth?the myth that urban sprawl is the result of a free market. According to this myth, low-density, auto-dependent development dominates U.S. metropolitan areas because that is what Americans prefer. Jonathan Levine confronts the free market myth by pointing out that land development is already one of the most regulated sectors of the U.S. economy. Noting that local governments use their regulatory powers to lower densities, segregate different types of land uses, and mandate large roadways and parking lots, he argues that the design template for urban sprawl is written into the land-use regulations of thousands of municipalities nationwide. These regulations and the skewed thinking that underlies current debate mean that policy innovation, market forces, and the compact-development alternatives they might produce are often 'zoned out' of metropolitan areas. In debunking the market myth, Levine articulates an important paradigm shift. Where people believe that current land-use development is governed by a free-market, any proposal for policy reform is seen as a market intervention and a limitation on consumer choice, and any proposal carries a high burden of scientific proof that it will be effective. By reorienting the debate, Levine shows that the burden of scientific proof that was the lynchpin of transportation and land-use debates has been misassigned, and that, far from impeding market forces or limiting consumer choice, policy reform that removes regulatory obstacles would enhance both. Part I of the report concludes that three interdependent policy challenges need to be addressed. First, industrial countries need to reduce their external payments imbalances. Second, developing countries need to continue restructuring their domestic economic policies in order to gain creditworthiness and growth. Third, net resource transfers, external debt, from the developing countries must be trimmed so that investment and growth can resume. Part II of the report explores how public finance policies are best designed and implemented. How deficits are reduced is crucial: controlling costs in mobilizing revenues and setting careful priorities in public spending are equally important. Efficiency in providing public services and expanding the scope for raising revenue can be achieved through decentralizing decisionmaking and reforming state-owned enterprises with the latter permitting greater private participation.
