We must seize it now. European and North American allies have allowed their relations become discordant, yet the times demand vigor and unity. Courageous decisions need to be taken to breathe new life and relevance into the Atlantic partnership, which must be recast to tackle a diverse range of serious challenges at home and abroad. Reaching consensus on long term strategy should be of high priority. Leaders should go beyond providing direction to the NATO institution and take a higher plane, charting in an Atlantic Compact the future of their partnership in ways that relate the security, prosperity and freedom of their people and their nations to the world as a whole.

Book excerpt: In fall 2008 four U.S. think tanks - the Atlantic Council of the United States; the Center for Strategic and International Studies (CSIS); the Center for Technology and National Security Policy (CTNSP) at the National Defense University (NDU); and the Center for Transatlantic Relations (CTR) at Johns Hopkins University's Paul H. Nitze School of Advanced International Studies (SAIS) - launched the Washington NATO Project to spark debate before and after NATO's 60th anniversary summit in April, 2009. The Washington NATO Project seeks to generate new ideas and thinking about the transatlantic community's role in a changing global security environment. We have an open but fleeting moment to forge a more effective Atlantic partnership. We must seize it now. European and North American allies have allowed their relations to become discordant, yet the times demand vigor and unity. Courageous decisions need to breathe new life and relevance into the Atlantic partnership, which must be recast to tackle a diverse range of serious challenges at home and abroad. This vital task must be a top priority of the Obama Administration and its European counterparts. This report has two purposes. First, it aspires to help chart the path of change ahead for the transatlantic partnership. Second, it makes specific recommendations for the future of NATO. As we have engaged in these dialogues, it has become clear that a parallel effort is also required to rethink and reform the U.S.-EU relationship. We will produce a companion report on that vital partnership later this year.

Book excerpt: Beginning in 2010, there has been a consolidating cooperation among existing powers in the Euro-Mediterranean in face of the rapid de-stabilization of the Arab region. This fact alone accelerated the hesitant responses by the EU towards emerging hegemons, particularly Russia and China, who in-turn applied traditional mechanisms of increasing regional economic influence to bolster their political influence, but with the difference that a normative influence is missing, in contrast to the EU’s and US’ influence, which is strongly centered on universal norms pertaining to political, economic and social-cultural norms. This book examines the Arab Spring not only from its intra but also inter-regional geo-political and strategic implications by analyzing the Euro-Mediterranean region following the onset of the Arab Spring. It aims to connect the broader economic and political strands of power shifts that have taken place since the Arab Spring, making it of interests to political scientists and policy-makers concerned with the Mediterranean and Euro-Arab relations.

Book excerpt: Terrorism: Commentary on Security Documents is a series that provides primary source documents and expert commentary on the worldwide counter-terrorism effort. Among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service (CRS) and the Government Accountability Office (GAO), and case law covering issues related to terrorism. Most volumes carry a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Volume 124, U.S. Approaches to Global Security Challenges, analyzes U.S. strategy toward security threats across the globe and identifies the beginnings of a shift away from a reliance on military power to the application of various types of civilian power which utilize a multinational approach. The documents introduced by Douglas Lovelace include U.S. perspectives on the international security situation generally as well as reports on more specific topics, such as the security situation in Afghanistan, terrorism in East Africa, the evolving role of NATO, and cooperation between the U.S. and other governments (such as the EU and China) in the fight against terrorism.

Available in PDF, EPUB and Kindle. Book excerpt: Bestselling author and eminent foreign policy scholar Zbigniew Brzezinski's classic book on American's strategic mission in the modern world. In The Grand Chessboard, renowned geostrategist Zbigniew Brzezinski delivers a brutally honest and provocative vision for American preeminence in the twenty-first century. The task facing the United States, he argues, is to become the sole political arbiter in Eurasian lands and to prevent the emergence of any rival power threatening our material and diplomatic interests. The Eurasian landmass, home to the greatest part of the globe's population, natural resources, and economic activity, is the "grand chessboard" on which America's supremacy will be ratified and challenged in the years to come. In this landmark work of public policy and political science, Brzezinski outlines a groundbreaking and powerful blueprint for America's vital interests in the modern world. In this revised edition, Brzezinski addresses recent global developments including the war in Ukraine, the re-emergence of Russia, and the rise of China.

Available in PDF, EPUB and Kindle. Book excerpt: Both a historical analysis and a call to arms, this is the comprehensive policy guide to understanding and engaging in the geopolitics of Eurasia. The 20th century was dominated by three visions of Eurasian geopolitics: "The World Island," "Containment," and "Prometheism." The World Island: Eurasian Geopolitics and the Fate of the West posits a fourth vision of Eurasian geopolitics: the 21st-century Geopolitical Strategy for Eurasia. Through an original and comprehensive analysis and synthesis of the ideas of Sir Halford Mackinder, George Kennan, and Jozef Pilsudski, this title reestablishes fundamental Western strategy objectives. It analyzes the state of and potential for Western engagement with China, Afghanistan, Turkey, Russia, and other Eurasian states and sets out what is at stake for the West in the Eurasian theater. Promoting a robust strategy to further and protect essential Western values, the author argues for the development of trade and energy links, coupled with the promotion of good governance and the facilitation of policy independence, integration, and Western-orientation among the Eurasian nations.

Book excerpt: The U.S. role in the world refers to the overall character, purpose, or direction of U.S. participation in international affairs and the country's overall relationship to the rest of the world. The U.S. role in the world can be viewed as establishing the overall context or framework for U.S. policymakers for developing, implementing, and measuring the success of U.S. policies and actions on specific international issues, and for foreign countries or other observers for interpreting and understanding U.S. actions on the world stage. While descriptions of the U.S. role in the world since the end of World War II vary in their specifics, it can be described in general terms as consisting of four key elements: global leadership; defense and promotion of the liberal international order; defense and promotion of freedom, democracy, and human rights; and prevention of the emergence of regional hegemons in Eurasia. The issue for Congress is whether the U.S. role in the world is changing, and if so, what implications this might have for the United States and the world. A change in the U.S. role could have significant and even profound effects on U.S. security, freedom, and prosperity. It could significantly affect U.S. policy in areas such as relations with allies and other countries, defense plans and programs, trade and international finance, foreign assistance, and human rights. Some observers, particularly critics of the Trump Administration, argue that under the Trump Administration, the United States is substantially changing the U.S. role in the world. Other observers, particularly supporters of the Trump Administration, while acknowledging that the Trump Administration has changed U.S. foreign policy in a number of areas compared to policies pursued by the Obama Administration, argue that under the Trump Administration, there has been less change and more continuity regarding the U.S. role in the world. Some observers who assess that the United States under the Trump Administration is substantially changing the U.S. role in the world-particularly critics of the Trump Administration, and also some who were critical of the Obama Administration-view the implications of that change as undesirable. They view the change as an unnecessary retreat from U.S. global leadership and a gratuitous discarding of long-held U.S. values, and judge it to be an unforced error of immense proportions-a needless and self-defeating squandering of something of great value to the United States that the United States had worked to build and maintain for 70 years. Other observers who assess that there has been a change in the U.S. role in the world in recent years-particularly supporters of the Trump Administration, but also some observers who were arguing even prior to the Trump Administration in favor of a more restrained U.S. role in the world-view the change in the U.S. role, or at least certain aspects of it, as helpful for responding to changed U.S. and global circumstances and for defending U.S. interests. Congress's decisions regarding the U.S role in the world could have significant implications for numerous policies, plans, programs, and budgets, and for the role of Congress relative to that of the executive branch in U.S. foreign policymaking.

Book excerpt: The contributors to this book are all members of EuropEos, a multidisciplinary group of jurists, economists, political scientists, and journalists in an ongoing forum discussing European institutional issues. The essays analyze emerging shifts in common policies, institutional settings, and legitimization, sketching out possible scenarios for the European Union of the 21st century. They are grouped into three sections, devoted to economics and consensus, international projection of the Union, and the institutional framework. Even after the major organizational reforms introduced to the EU by the new Treaty of Lisbon, which came into force in December 2009, Europe appears to remain an entity in flux, in search of its ultimate destiny. In line with the very essence of EuropEos, the views collected in this volume are sometimes at odds in their specific conclusions, but they stem from a common commitment to the European construction.
