Book excerpt: This report concludes that the Government must employ a basket of measures, covering all tenures of housing, if sufficient finance is ever to be available to tackle the country's housing crisis. For decades, successive Governments have failed to deliver sufficient homes to meet demand. The country faces a significant housing shortfall, and the financial crisis has amplified the problem. 232,000 new households are forming each year in England, and yet in 2011 fewer than 110,000 new homes were completed. The Committee sets out four key areas for action, which, taken together, could go a long way to raising the finance needed to meet the housing shortfall: large-scale investment from institutions and pension funds; changes to the financing of housing associations, including a new role for the historic grant on their balance sheets; greater financial freedoms for local authorities; new and innovative models, including a massive expansion of self build housing.

Book excerpt: Housing developments require the approval of planning applications by local planning authorities (Authorities) before they can proceed. The Department for Communities and Local Government has implemented a number of measures in recent years to improve the performance of the development management stage of the planning process, in which applications are considered by Authorities, and to boost planning capacity. The measures include the setting of national targets for the speed of Authority decision-making, and the allocation of £68 million a year in Planning Delivery Grant (the Grant) to Authorities as a reward for meeting targets. The Grant, together with the setting of a 13 week target for decisions, has provided Authorities with an incentive to determine applications more quickly. Between 2002-03 and 2007-08, the percentage of major residential planning applications decided within 13 weeks almost doubled to 67 per cent. The Department's measures to improve the application process have met with mixed success. The Department has encouraged Authorities to hold pre-application discussions with developers, but there is a lack of clarity across Authorities about the purpose of these discussions. Some Authorities have not deployed sufficiently senior and experienced staff in the discussions, and Authorities have also taken different approaches to charging. Authorities' monitoring of developers' discharge of the conditions attached to planning permissions has been given a low priority, partly because of the focus on meeting the 13 week decision target. Authorities have spent about 95 per cent of Planning Delivery Grant on their planning functions, although the extent to which it has resulted in extra expenditure on planning is unclear.

Book excerpt: In its report of last year on the Communities and Local Government's Departmental Annual Report 2007 (HC 170, session 2007-08, ISBN 9780215037978) the Committee commented on the particular nature of the Department's work: on its unusual reliance for the achievement of the goals Government has set it on a plethora of other Departments, agencies, non-departmental bodies, local authorities and other stakeholders; on the long, devolved delivery chains by which those goals therefore have to be delivered; and on the skills of influence, brokering and negotiation which are required to achieve them. In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. Finally, the report considers examples of particular policies which highlight some of the Department's strengths and weaknesses, and follow up some issues in earlier inquiries. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. The report also considers the Department's response to the serious flooding of summer 2007, and to the reviews which followed; and the mismanagement of European Regional Development Fund monies.

Book excerpt: In December 2010, the government announced the Affordable Homes Programme, under which there is £1.8 billion capital funding in government grants to social housing providers. The Department for Communities and Local Government has overall responsibility for the Programme, which is delivered by the Homes and Communities Agency. The Department expects the Programme to support the provision of approximately 80,000 homes in the four years from April 2011 to March 2015. Through negotiation the Agency reduced the average grant per home to £20,000; a third of that under the previous programme. The reduction in the grant paid to providers for each home will be funded in part by housing providers being able to charge higher rents to tenants, leading to an estimated £1.4 billion increase in housing benefit payments over 30 years. The Programme therefore shifts cost from one department to another. On the one hand more of the new housing, may be taken up by people on higher incomes so that the programme fails to meet the most pressing housing need. At the same time, the poorest tenants may be unable to afford the higher rents. Those who receive higher benefits may in turn find it even harder to find employment that pays enough and so there will be more people who are more likely to be locked into benefit dependency. Delivery of the new homes is heavily skewed towards the end of the Programme, with many due to be built in the final year on sites which are not yet confirmed. This leaves very little room for slippage
