Book excerpt: This book aims to provide a cross-sectorial assessment in a multidisciplinary and trans-cultural context onto the innovations in urban and architectural approaches in designing next human environments within the Albanian context. The continuous concentration of the world population in the urban areas and their consequent densification require even more quantity of quality spaces and places, integrated resources and energies, alternative modalities of mobility and transports, demand of social inclusion and need for a circular economy. These have become the major challenges for this 21st Century and some of the greatest problems facing humanity in most of current vision for the future. The main objective is to feed a debate about the emerging trans-cultural (and trans-national) approaches in the whole designing field, from Albanian context and its current good practices, attempts and faults, both formal and informal. Thus, the Albanian experience may represent an opportunity through which we all may reflect about how designing is evolving in the Mediterranean arena of “praxis and experiments” aimed to a better quality of life at the human scale and in expanding the concepts of “place and space” such as it has improved by the effects in designing innovations. This book represents a useful read of theories, experiences and case studies, which can help in enlarging reflection on how the designing practice is evolving in the arena of forthcoming development strategies and tactics, all addressed to improve the quality of life, places and spaces. Additionally, it provides a range of architecture and urban design rationales and strategies for reinforcing identities and creating memorable places within the quality of contemporary architecture and urbanism. It addresses the unique needs of architects and planners to deal with topics that cut across social, economic and environmental issues and shows readers how to explore methods, theoretical frameworks and techniques to address the complex needs of architecture, urban and cultural development.

Book excerpt: This book is a contribution by a diverse group of authors from the academic, business and policy advice communities to our understanding of recent social and economic developments in Albania. The motivation for this book is that there are lessons of wider importance to be learnt from the fascinating story of recent Albanian developments. Michael Kaser opens the book with a recounting of the country's history and political economy before and during transition. He brings to the job nearly six decades of professional experience as a diplomat and academic and an intimate knowledge of Albania. This chapter provides a detailed political history during transition up to late 2004. Dirk Bezemer contributes an analysis of the collapse in early 1997 of the economy and society brought about by Ponzi schemes. He links the lack of productivity growth and the growth of a 'virtual' financial sector to policy practice focusing on macro stability and state abstinence from interfering in sectoral issues - policies which are still common in many transition and developing economies. Albania has implemented tight monetary policy, stabilised the exchange rate, implemented prudent fiscal polices, and achieved a significant reduction in domestic borrowing, all contributing to the decline of the overall deficit. Based on his expertise as an IMF analyst, Treichel discusses Albania's macroeconomic prospects. Nevila Konica documents the large Albanian emigration flows during transition, leading to an estimated ten percent of the population working outside Albanian territory. Based on her large primary survey data set, she explores personal attributes that characterise emigrants, as well as the extent of the 'brain drain'. She finds that remittances from emigration have been vitally important to Albania's economy by contributing to household incomes and reducing domestic unemployment. Klarita Gerxhani delves deeper into the nature of the informal economy and presents key insights from her original academic research based on fieldwork in Tirana. In her study of the street vending sector she traces its emergence to clear 'push' and 'pull' factors. emigration issue in the broader context of labour market developments. They analyse the large regional differences in unemployment rate, the large share of long-term unemployment and the persistently higher-than-average unemployment rate and falling participation rate for women. They also conclude that emigration reduced the pressure of unemployment in the labour market and on the government's budget, and contributed to financing imports, consumption and investments through remittances. Gloria La Cava uses her research experience as World Bank Senior Social Scientist specialising in the region to address, jointly with co-author Rafaella Nanetti, the changing socio-economic conditions that Albanians face. They focus on the nature of people's vulnerability resulting from a loss of social support during the transformation years, and on social programs addressing new needs. World Bank analyst Malcolm Childress discusses the 'unfinished business of land and property reform' in Albania. emergence of a dynamic land market and the sustained supply response which was expected. Urban property privatisation has fostered a construction boom in Tirana and along the coast and the creation of large areas of informal settlement on the outskirts of Tirana and Durres. Childress provides an insightful discussion of possible consequences. In the final chapter on agriculture, Pasquale Pazienza highlight key problems of land fragmentation and under-investment (particularly in the irrigation system), illuminating the current situation with the post-war history of agricultural and land reforms. He explores the determinants of productivity in a production function framework taking a long-term view, and draws out implication for what is still the largest sector in Albania's economy.

Book excerpt: This paper aims to determine how much of the economic slowdown of Albania is owing to cyclical conditions and how much to a reduction in potential growth. The analysis shows that average growth in 2009–14 dropped by 3.2 percentage points relative to 1997–2008, of which 2.8 percentage points are due to lower potential growth. Albania has significant potential to improve its export competitiveness. However, Albania’s competitiveness has shown narrow improvements over the past five years, with weak productivity growth and continued concentration in low-skilled labor-intensive sectors with limited value added. This paper also explores the factors underpinning Albania’s relatively low level of general government revenues.

Book excerpt: As Albania is accelerating its preparations towards candidate country status in the European Union (EU), numerous areas of public policy and –practices are undergoing intensive development. Regional development policy is a very new area of public policy in Albania and needs research and development. This study examines the process of sustainable development in Albania by analysing and comparing the regional development of the regions Tirana, Shkodra and Kukes. With regards to methodology the study relies on a review of literature as well as an analytical review of and a comparative approach to the three case regions, ensuring adequate quality through interviews and quantitative relevance through data collection. The research is organised in five chapters. The first chapter provides an overview over the research. The second chapter outlines the theories and scientific framework underlying the sustainable–development-to-regional-development process and its links to geography. The third chapter presents the overall picture of the regional development efforts in Albania, analysing disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues this discourse by highlighting the regional development of the three regions: Tirana (driver for change), Shkodra (the North in development) and Kukes (the “shrinking” region). Conclusions and recommendations are presented in chapter 5. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.

Book excerpt: Education in Albania faces multiple challenges. For long isolated from the west Soviet education practices served as a model for this particularly isolated socialist state. Current reforms are hampered by shortages of materials, textbooks, adequate specialists and well trained teachers. Working conditions in the schools are far from satisfactory and school drop-out rates are on the rise. This book aims to serve students, teachers, specialists in education and organisations that are involved in any kind of educational change to obtain an insight not only into the present situation, but also to enable them to envisage the path that Albanian education has gone through on the long and difficult road towards democracy. Readers will find basic information concerning the Albanian education system and data is provided on a range of matters such as the structure of education, management, financing, teaching methods and text books, teacher qualifications and the relations between schools and the community. The author concludes with a review of the long term strategy necessary for the development of the Albanian education at the beginning of the new millennium.

Book excerpt: This study is an analyze focused on several issues rather discussed on Albanian reality, such as being considered ready to become part of the EU, the criteria set down by EU and if they are suitable to the reality or the development needs of the Balkan countries (Albania included), and the abilities of UE approach to encourage these countries in progressive reforms. This study, widely focused on Albania, analyzes the way in which the country has evolved, starting from the fall of the communism up to the refusal of the EU "candidate country" status, included the Annual Progress Reports of the European Commission that assess the progress of fulfilling the duties that Albania received over with the signing of the SAA. The specific criteria imposed by the SAA, are essential to proceed with another chapter of integration and for this reason this criteria were carefully analyzed. An important topic of this study is the approximation of the national legislation to the UE's one and its effective implementation. The analysis will evidence the difficulties and challenges that Albania is actually facing and the effects that the integration will probably have on its reality as well.
